OWASSO ECONOMIC DEVELOPMENT AUTHORITY MINUTES OF REGULAR MEETING Thursday, February 10, 2005 The Owasso Economic Development Authority met in regular session on Thursday, February 10, 2005 in the Main Conference Room at Owasso City Hall per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 5:00 p.m. on Thursday, February 3, 2005. Ms. Lawrence moved, seconded by Mr. Sokoloksy, to approve the minutes of the January 13, 2005 regular meeting, by reference made a part hereto. ITEM 5: UPDATE FROM ECONOMIC DEVELOPMENT DIRECTOR February 10, 2005 After a brief review of the attached report, there were no questions asked of Mr. Hayes. A reminder to all that the St. John Hospital groundbreaking is scheduled for February 11, 2005 @ 2:OOpm. ITEM 6: REPORT FROM COMMUNITY DEVELOPMENT DIRECTOR Mr. Wiles provided an update on the January building permit report, commented on the residential building within the City, and provided information regarding upcoming items before the Annexation Committee and Planning Commission. ITEM 7: REPORT FROM PUBLIC WORKS DIRECTOR Mr. Nurre gave a brief report on various street development projects, and other Public Works related items. -2- Owasso Economic Development Authority February 10, 2005 ITEM 8: REPORT FROM OEDA MANAGER Due to time constraints , Chairman Yandell allowed this agenda item to move ahead of item 3. County Commissioner Collins, Mr. Crowe, and Mr. Jordan each provided a status report of the E. 76�h Street Widening Project currently under construction. Commissioner Collins gave overview of time delays related to the completion of the project, reminding all attendees that the lines of communication must remain open and "we will plan a ribbon cutting during the first two weeks of March". Mr. Crowe discussed the obstacle of the "404 Permit" and other difficulties the project has encountered due to the wide area of wetlands. Mr. Jordan discussed the time line for the project, stating that the work order was issued on April 19,' 2004 giving 300 calendar days, plus weather days (as determined by the ODOT standards) for completion and a penalty clause of $2,000 per day will go into affect on March 19, 2005 if project not completed. Mr. Ray commented on the following items: Loan Agreement with Vanguard Car Rental, USA, no signatures will be obtained from OEDA members until the Letter of Credit is finalized; members of the City staff met with local churches to discuss the Stormwater Fee, further discussions to be held. ITEM 9: NEW BUSINESS None ITEM 10: REQUEST FROM BAILEY MEDICAL CENTER TO ADDRESS THE MEMBERS OF THE OEDA. Chairman Yandell allowed this item to move ahead of item 3. Dr. Painter introduced others in attendance and provided attendees with a vision for the Bailey Medical Center. Mr. Gross provided members with a packet of information (see attached), introduced a rendering of Bailey Medical Center, and discussed site plans. Mr. Gross advised members that Ardent will provide the financing to construct Bailey Medical and will manage the facility and operate under the Hillcrest Health System. Site work is continuing and construction on the buildings should begin within a few days. All three of the big box anchors (Target, Belk, Hobby Lobby) have slabs poured. Precept Builders has begun construction on the rest of the center for Hunt Properties. Becco Construction has the construction projects on the 96th Street and Garnett Road widening, and road construction has begun on these projects. Relocation of utilities continues in this area as well. Three Tomatoes and a Mozzarella and Wings to Go are open in the Waterford Place Center. A new Italian Bistro, Andolini's, is open in the Owasso Land Trust retail center at 96th and US 169. Construction continues on two new retail / mixed use projects on 86th Street. One project is just east of the entrance to the Greens Apartments and is called the Renaissance Center and has a GLA of 19,300 sq. ft.. The other project is the renovation of the First Baptist Church property. In the past two weeks, I have received calls or emails from 2 new motel development groups. As you remember, the Marriot group has been looking for potential sites in Owasso for several weeks now. There is a lot of activity on the Tyann site on the east side of US 169 at 96th street, mainly restaurants, but some retail and other use also. I am in the process of updating and revamping the Economic Development website. The site will have a completely new look and will be more user friendly. All the new marketing material will be included, as well as the other material that is relevant. A GIS component to our IT system and network will greatly enhance our ability to provide information to customers and investors. A new Character First business character brochure has been developed and will be used to educate new and existing businesses about the City of Owasso's Character program. The Bailey Medical Group and the Owasso Medical Campus (St. John Healthcare Systems) have both received building permits. Both groups have received final site plan approval from the Planning Commission and the Owasso City Council. Site preparations should begin soon. Owasso Medical Campus (St. John) had a formal groundbreaking in February. As always, if I can serve you in any way, please call. Your input and direction are always important to the success of our efforts. Other Items Presented to Members of OEDA at This Meeting. Infinity Investigations And Protective Services PURPOSE, LEGAL FORM OF ORGANIZATION, AND OWNERSHIP The purpose of Infinity Investigations and Protective Services is to provide surveillance and investigations for insurance companies, business owners, attorneys and private individuals. The primary type of service will be insurance fraud investigations for insurance companies and related businesses. In addition, Infinity will provide onsite security as well as security patrols for business owners and private individuals. The three owners will form an LLC each holding an equal percentage of shares. SERVICE Infinity is an agency that emphasizes the use of current technology in its approach to investigative services. The use of digital video equipment, providing investigations written to DVD format, as well as the utilization of online resources, ensures a superior quality product for customers. In addition, Infinity has a website that will be capable of providing customer access to a digital video library. Infinity will provide a variety of investigative services, which include but are not limited to, surveillance; fraud, domestic liability, burglary and arson investigations; locates of persons; and supervised monitoring. In addition, Infinity will provide business and residential property patrols; onsite security; event security; and personal protection security services in the Northeast Oklahoma area. COMPETITION There are numerous investigative firms in the Tulsa area that offer investigative and protective services. Very few of these agencies have exclusive clients. Even fewer specialize in the types of services provided by Infinity, such as insurance fraud investigations. Clients typically utilize the services of a variety of agencies, depending on availability of investigators and quality of service. Worker's compensation fraud investigations are in great demand and agencies offering this service have seen significant increases of in the number of requests for investigations each of the past two years, up to 25% over previous years. The owners have conducted an average of 30 cases per month in the past year. Infinity will be based in Owasso, Oklahoma and as of this date there are no other companies inside the city limits of Owasso that offer similar services. Infinity Investigations and Protective Services Startup Business Plan MARKETING / SALES PLAN PLAN FOR INTRODUCING INFINITY INVESTIGATIONS AND PROTECTIVE SERVICES TO POTENTIAL CUSTOMERS • A tri-fold color brochure detailing the services offered and a brief biography of the owners will be delivered to potential clients beginning one month prior to the start of business. These clients include, but are not limited to CompSource Oklahoma, AIG and various municipalities. • A DVD depicting a sample investigation will project the quality of the end product delivered to the company's clients. The DVD will also reiterate information from the brochure regarding experience, the company mission statement, and other relative information. • An aggressive face to face marketing plan will be implemented with many business contacts already familiar with the quality of work offered by the owners. • Advertising in newspapers of communities similar in size as Owasso. • Become members of the Tulsa and Owasso Chambers of Commerce. • A comprehensive web site, www.infnityinvestigations.com, has been established and will be developed as a repository of information for existing and potential clients. • Radio spots will be considered after the first six months, if marketing analysis determines its effectiveness. PLAN FOR CONVINCING POTENTIAL CUSTOMERS TO UTILIZE OUR FIRM Infinity will articulate, through marketing material and face to face meetings, their quality of work and competitive rates, aimed at providing superior services for the existing market, as well as the expanding market in the Owasso area. The skills that set this company apart from its competition are based on experience in law enforcement, military police, and private investigation. The owners of Infinity have an existing reputation as investigators of high integrity, with a determination to provide an excellent quality product. These skills enable Infinity to provide thorough services with a commitment to go the extra mile in completing assignments. Many of the target customers are already aware of our excellent reputation having worked in the industry for 20 years collectively. Based in Oklahoma's fastest growing city and premier hometown, Infinity anticipates the protective services portion will expand rapidly as many businesses and developers choose to utilize onsite security and security patrols. It is possible that area schools and homeowners associations may be potential customers for security services, as well. REVENUE PROJECTIONS Projections are to receive at least 8 investigative cases per month the first three months; 15 cases per month the 4th thru 71h months; and 20 cases per month the 8th thru 12t' months. The rate for investigations is $55.00 an hour at an average of 20 hours per Infinity Investigations and Protective Services 2 Startup Business Plan investigation. The existing demand for investigations provides a very secure basis for these projections. Actual cases received could be much higher than these projections, however, the growth rate will be controlled at a manageable rate to ensure success of the company. The protective services aspect of the company is expected to take shape with 10 to 20 customers by the third month of operation. As the city grows, so do the prospects for additional customers. Patrols of retail establishments and onsite security for banks and other financial institutions will be the primary focus at the onset. Security rates are $400.00 per month for patrols and $25.00 per hour for onsite security. OPERATIONS / MANAGEMENT PLAN Initially, owners will be tasked with 100% of the company's operation. Two of the three will spend most of their time with sales and marketing, assisting the third occasionally with the overflow of work. The company anticipates hiring at least two employees after the third month. As customers increase partners will spend 75% of their time in sales/marketing and employee supervision. Within two years of startup, due to existing and anticipated demand for these services, the company expects to grow to a staff of at least five security guards, three investigators, and two office personnel, in addition to the three owners. SPACE REQUIREMENTS Infinity is fortunate to have the opportunity to be involved in the City of Owasso incubation program. An office is being sought through the program at a rate of $300.00 per month. The incubation program allows us to lease the city owned space for up to two years. The majority of the operation is conducted outside the office, and customers do not typically visit the office. Initially, a small office at minimal cost will be beneficial to the success of our business. As the company expands it will leave the incubation program and lease another property in the community of Owasso. It is the intention of the company to base its headquarters in Owasso, even if future expansion includes the Oklahoma City market. START UP Infinity Investigations and Protective Services will form an LLC and be ready to open for business on April 4th, 2005. Prior to this date, a lease agreement with the City of Owasso is anticipated to be signed. All marketing and sales material will be printed and ready for Infinity Investigations and Protective Services 3 Startup Business Plan distribution March 15`h, 2005. It is anticipated that prior marketing will enable Infinity to begin serving customers with investigations and security services immediately upon opening. This rapid start up will allow us to conduct 8 investigations the first month as projected. The owners have already acquired 75% of the necessary equipment and will acquire the remainder before startup. Startup can and will occur with the owners funds. However, additional funding will ensure a more stable operation. Avenue (Mingo Road) Intersection - Temporary signalization and a west -east bypass lane constructed - Right-of-way acquisition in progress - Anticipate total construction to be authorized following re -opening of 76th Street North OTHER CAPITAL PROJECTS E. 76th Street North (Main Street to Sheridan Road) - Bid awarded to Becco Contractors, Inc. - Improvements include the construction of a new bridge and the widening of the existing pavement from two to four lanes - Contractor has been awarded over 45 days of weather delay - Road will be closed to through traffic until approximately late March — early April 2005 (Main Street to Sheridan Road). • E. 96th Street North and HWY 169 Interchanae - Contract awarded to BECCO Contractors - Construction begun September 2004 - Completion scheduled in May 2005 • N. 129th E. Avenue (South of Home Depot to E. 76th Street North) - Final design completed in November 2004 - Right-of-way acquisition to begin in 2005 • E. 961h Street North (N. 117th E. Avenue to Garnett Road) - Contract awarded to Becco Contracting for $2,776,294.20 - Construction began on March 2, 2005 - Substantial completion expected by late August 2005 • N. MEMORANDUM TO: THE HONORABLE MAYOR AND COUNCIL, OWASSO ECONOMIC DEVELOPMENT AUTHORITY, AND OWASSO AREA DEVELOPERS FROM: ERIC WILES COMMUNITY DEVELOPMENT DIRECTOR SUBJECT: UPDATE ABOUT POSTAL DELIVERY IN OWASSO DATE: March 7, 2005 BACKGROUND: On January 18, the staff met with Mr. Dave Wolek, Owasso Postmaster, about the desire of the post office to require that any new subdivisions within the Owasso zip code be made to provide communal mail boxes. At that time, it was reported to the staff that all post offices in Oklahoma were being required to discontinue the expansion of curbside delivery services. Later, the staff met with Owasso area developers to discuss the intentions of the post office. At that meeting, the suspension of curbside mail delivery expansion was deemed to be unacceptable. Similar sentiments were observed when the staff reported about the matter to the City Council as well as to the Owasso Economic Development Authority. On February 7, the staff sent correspondence to the Postmaster stating that the decision to require that new subdivisions be equipped with communal mail boxes was unacceptable. In the correspondence, the staff invited the Postmaster to coordinate a meeting with the municipal staff, the development community, and representatives of the Oklahoma congressional delegation to discuss the needs expressed by the Post Office. Last week, the staff was contacted via telephone by a representative of the Owasso Post Office, who reported that, upon reporting Owasso's position to postal superiors in Oklahoma City, the Postmaster was directed to not pursue the communal mailbox policy further. The contact at the post office did relate that it had been Oklahoma City's decision to require the communal mailboxes, but that they do not wish to push the issue in the face of unified opposition. This issue exemplifies the type of results that can be achieved when the leadership provided by the City Council, OEDA, and development community is clear, consistent, and cohesive. The staff will inform the council members, OEDA members, and developers of any new happenings regarding the mail service in the Owasso area. City of Owasso 111 North Main PO Box 180 Owasso, OK 74055 February 7, 2005 Dave Wolek Postmaster 1233 North Cedar Owasso, OK 74055-9998 Dear Mr. Wolek: (918) 376-1500 FAX (918) 376-1599 www.cityofowasso.com Pursuant to our conversation on January 18, the municipal staff has met with area developers and informed them of the decision by the Owasso Post Office to not deliver mail to new subdivisions within the Owasso zip code unless those subdivisions are equipped with communal mail boxes. During our conversation on the le, you reported that all post offices in Oklahoma are being required to discontinue the expansion of curbside mail delivery. You also provided a chart showing specifications for some types of communal mail boxes. The staff and the development community agree that the threat not to deliver mail to new subdivisions is unacceptable. No offer has been made by the Post Office to acquire lots within these subdivisions upon which to place the communal mailboxes, and no offer has been made by the Post Office to maintain the property upon which the mailboxes are constructed. There appears to be no mandate from the United States Postal Service to suspend the expansion of mail delivery. Further, your office has submitted no regulation or other written authority that provides for the mail not to be delivered in its typical curbside manner. Additionally, the staff contacted municipal counterparts in the cities of Bixby, Broken Arrow, Claremore, Jenks, and Sand Springs to find whether the post offices in those communities had delivered similar ultimatums to those municipalities. All of the cities that were contacted reported that they had received no notification that their mail service to new subdivisions would require the placement of communal mail boxes. If Owasso developments are required to provide this type of mail boxes while other area cities are not required to provide the same, then Owasso would be placed at a noticeable disadvantage in the effort to attract residents. You are invited to coordinate a meeting with the municipal staff the development community, and representatives of the Oklahoma congressional delegation to discuss the needs expressed by the Post Office. Postal delivery is a crucial service, and is one that must be planned through the careful communication of all affected parties. People are known by their actions, and we encourage you to reconsider the intention to suspend the expansion of mail delivery within Owasso.
