Adjournment OWASSO ECONOMIC DEVELOPMENT AUTHORITY MINUTES OF REGULAR MEETING Thursday, March 11, 2004 The Owasso Economic Development Authority met in regular session on Thursday, March 11, 2004 in the Main Conference Room at Owasso City Hall per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 4:00 p.m. on Monday, March 8, 2004. ITEM 1: CALL TO ORDER & ROLL CALL Chairman Brenda Lawrence called the meeting to order at 10:10 a.m. PRESENT Brenda Lawrence, Chair Steve Cataudella, Trustee Frank Enzbrenner, Secretary Dee Sokolosky, Trustee Gary Akin, Trustee STAFF Rickey Hayes, Economic Development Director Rodney Ray, City Manager Eric Wiles, Community Development Director Sherry Bishop, Finance Director Ron Cates, City Attorney Robert Carr, Public Works Director Julie Stevens, Administrative Assistant A quorum was declared present. ABSENT Scott Yandell, Vice -Chair Tom Kimball, Trustee CITIZENS PRESENT ITEM 2: REQUEST APPROVAL OF MINUTES OF THE MARCH 11 2004 REGULAR MEETING. Mr. Enzbrenner moved, seconded by Mr. Cataudella, to approve the minutes of the March 11, 2004, by reference made a part hereto. AYE: Enzbrenner, Cataudella, Sokolosky, Lawrence, Akin NAY: None ABSTAIN: None Motion carried 5 -0. ✓ Owasso Economic Development Authority ITEM 3: REQUEST APPROVAL OF CLAIMS. No Claims AYE: None NAY: None ABSTAIN: None ITEM 4: PRESENTATION OF FINANCIAL REPORT. Ms. Bishop presented a brief financial report for March 2004. ITEM 5: UPDATE FROM ECONOMIC DEVELOPMENT DIRECTOR March 11, 2004 Mr. Hayes reported on economic development activities in the city. Eric Wiles provided the February building permit report, commented on the active residential building within the City, and provided information regarding upcoming items before the Annexation Committee and Planning Commission. Robert Carr provided project status reports on various projects throughout the City. ITEM 6: REPORT FROM OEDA MANAGER Mr. Ray gave a brief report on Vanguard employees visiting the Owasso area. ITEM 7: NEW BUSINESS None ITEM 8: ADJOURNMENT Mr. Enzbrenner moved, seconded by Mr. Akin, to adjourn. Hunt Properties has indicated that the site will contain Target, Belk, Hobby Lobby, Pier 1, Linens and Things, Pet Smart, several national chain restaurants, as well as several other retailers who are negotiating leases at this time. This development will bring the 96th Street retail corridor to well over a million square feet of retail space. The Target Corporation has asked that their pad be ready October 04 and has indicated that the store will be open October 05. Belk, Hobby Lobby, and several other tenants have requested pad availability that will allow for first quarter 05 openings. Twenty -First Properties is building out their development at 86th Street and US 169. I am also happy to report that Fuddruckers has purchased a pad site in front of Lowes Home Improvement and plans to be open by the end of the year. Merritts Bakery has scheduled their grand opening of their Owasso store for around May lst, in the Comerstone Center on 86th Street. Regent Bank has plans to open a branch just east of Eggberts on 116th Street. As you already know, Vanguard Car Rental USA Inc., formerly National Car Rental and Alamo Car Rental, recently announced a move of the company's corporate offices to the MCI building at Cherokee Industrial Park. In addition, State Farm Insurance is bringing at least 200 new jobs to the area by announcing the closing of their Monroe, Louisiana offices, and plans to relocate those jobs to the State Farm office in Broken Arrow. I recently had the chance to provide State Farm families with information on Owasso and am happy to report that we have had indications that several of the families have stated that Owasso is their choice for a new hometown. One of the things we have seen over and over in the last few months is the strategic importance of the Internet. Information about Owasso, both residential and commercial, is being sought everyday. I believe that this technology is key to our success in the next few months and years. We are currently updating the web page and all the marketing material and I will have the new material to you for your review in the next few weeks. Two groups continue discussions locally in regard to construction of a medical complex for the City of Owasso. One group, Alliance Healthcare, is working with officials of the Larkin Bailey Trust and the other group, the Haskell Enterprise Group, has 67 acres near the Owasso Market under contract for a site for the hospital and medical complex. The addition of a modern medical complex in our city is an essential proponent of our quality of life as our population increases and commercial growth and development continues. r 4e As always, if I can serve you in any way, please call.
