MINUTES OF REGULAR MEETING
Thursday, April 8, 2004
The Owasso Economic Development Authority met in regular session on Thursday, April 8,
2004 in the Main Conference Room at Owasso City Hall per the Notice of Public Meeting and
Agenda posted on the City Hall bulletin board at 4:00 p.m. on Monday, April 5, 2004.
ITEM 1: CALL TO ORDER & ROLL CALL

ITEM 2: REQUEST APPROVAL OF MINUTES OF THE MARCH 11 2004 REGULAR
MEETING.
Mr. Cataudella moved, seconded by Mr. Enzbrenner, to approve the minutes of the March 11,
2004, by reference made a part hereto.

ITEM 3: REQUEST APPROVAL OF CLAIMS.

ITEM 4: PRESENTATION OF FINANCIAL REPORT.
Due to the absence of Ms. Bishop, no report was made.
ITEM 5: UPDATE FROM ECONOMIC DEVELOPMENT DIRECTOR
April 8, 2004
Mr. Hayes reported on economic development activities in the city. Mr. Hayes distributed
samples of new marketing material to review and solicited input and suggestions for
improvement from all members. With the Owasso retail market experiencing tremendous
growth, members discussed the importance of continuing relationships with current business
owners.
ITEM 6: REPORT FROM COMMUNITY DEVELOPMENT DIRECTOR
Mr. Eric Wiles provided the March building permit report, commented on the active residential
building within the City, and provided information regarding upcoming items before the
Annexation Committee and Planning Commission.
ITEM 7: REPORT FROM PUBLIC WORKS DIRECTOR
Ms. Ana Stagg gave a status update on various street improvement projects throughout the City
and discussed the elevated water storage tank, water system improvement project.
ITEM 8: REPORT FROM THE OEDA MANAGER
Mr. Ray discussed vision and direction of the economic development with emphasis on the
quality of life for the citizens of the Owasso community.
ITEM 9: NEW BUSINESS
Mr. Frank Enzbrenner presented a request made by Owasso High School baseball coach, Larry
Turner. Mr. Turner is requesting monetary assistance from the Authority in order for the City of
Owasso to host a large baseball tournament in the summer of 2004. The Authority will request
Mr. Turner to present a budget to its members for review and further discussion.

SUBJECT: ECONOMIC DEVELOPMENT DIRECTOR'S REPORT
DATE: May 17, 2004
I just completed 2 days of meetings with Hunt Properties in Dallas. Hunt has been informed by
the Target Corporation that they will build a Super Target in Owasso and that the site visit was
made last week. Target corporate officials visited the Owasso site and the Eastland site in east
Tulsa. This was the official site approval, and Hunt Properties engineers and staff will present
Target with a comprehensive development plan over the next 30 -60 days. Preliminary drawings
indicate a very fashionable natural stone finish and the overall plans for the development look
great. The Planning Commission approved a rezoning and preliminary plat last month.
I just completed two days of training with the International Economic Development Council on
Small Business Development, Entrepreneurial and Incubator Development for Small Business.
The training was held in Dallas, Texas and is required for ED certification. The next training is
scheduled for November 2004.
I will attend the International Council of Shopping Centers (ICSC) convention in Las Vegas,
Nevada next week. I have several meetings already scheduled with several tenants of the Smith
Farm Marketplace, and will also be available to assist local developers on site.
I continue to work on updating our marketing material. We are currently updating the web page
and all the marketing material and I will have the new material to you for your review in the next
few weeks.
Two groups continue discussions locally in regard to construction of a medical complex for the
City of Owasso. One group, Alliance Healthcare, is working with officials of the Larkin Bailey
Trust and the other group, the Haskell Enterprise Group, has 67 acres near the Owasso Market
under contract for a site for the hospital and medical complex. The addition of a modern medical
complex in our city is an essential proponent of our quality of life as our population increases
and commercial growth and development continues. Both groups have had recent media
exposure and further information will be forwarded to you as soon as it is received.
