BACKGROUND:
Pursuant to OEDA bylaws, officers for the Owasso Economic Development Authority are
selected annually. Members select a Chairman, Vice - Chair, and Secretary to serve the OEDA for
the fiscal year and to provide leadership, planning, and implementation of projects for the coming
year that will directly benefit the economic well being of the community. The Chairman will be
elected at the first regular meeting in July of each year by the members and will assume the chair
immediately after his election and will oversee the election of the Vice -Chair and Secretary.

MINUTES OF REGULAR MEETING
Thursday, June 10, 2004
The Owasso Economic Development Authority met in regular session on Thursday, June 10,
2004 in the Main Conference Room at Owasso City Hall per the Notice of Public Meeting and
Agenda posted on the City Hall bulletin board at 4:00 p.m. on Friday, June 4, 2004.
ITEM 1: CALL TO ORDER & ROLL CALL
Chairman Brenda Lawrence called the meeting to order at 10:05 am.

ITEM 2: REQUEST APPROVAL OF MINUTES OF THE MAY 13 2004 REGULAR
MEETING.
Mr. Cataudella moved, seconded by Mr. Yandell, to approve the minutes of the May 13, 2004,
by reference made a part hereto.

ITEM 4: PRESENTATION OF FINANCIAL REPORT.
Ms. Bishop presented a brief financial report for May 2004 distributing a schedule of revenues
and expenses for the month ending May 31, 2004 to each member in attendance.
ITEM 5: UPDATE FROM ECONOMIC DEVELOPMENT DIRECTOR
Mr. Hayes reported on current economic development activities in the city. Mr. Hayes discussed
the recent meeting held with Hunt properties and their development strategy continues to
progress. Also discussed, was the recent announcement by the Mingo Valley Medical Center to
construct a hospital in Owasso.
ITEM 6: REPORT FROM COMMUNITY DEVELOPMENT DIRECTOR
Mr. Cuthbertson provided the May building permit report, commented on the active residential
building within the City, and provided information regarding upcoming items before the
Annexation Committee and Planning Commission.
ITEM 7: REPORT FROM PUBLIC WORKS DIRECTOR
Mr. Carr gave a brief status update on various street improvement projects and water system
improvements. A project status report dated June 10, 2004 was distributed to each member in
attendance and attached hereto.
ITEM 8: REPORT FROM THE OEDA MANAGER
Mr. Ray reported that a public hearing has been set for the North Tulsa County Annexation. Also
discussed were the continuing efforts of the Bailey Medical Group and Vanguard.
ITEM 9: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REOUEST
FOR TRUSTEE APPROVAL TO ASSIST THE OWASSO HIGH SCHOOL BASEBALL
TEAM
Mr. Ray briefed members of a meeting with Coach Larry Turner, Frank Enzbrenner, and Mr.
Ray and a copy of the proposed budget received by the baseball team was distributed to each
member in attendance. Mr. Cataudella moved to disapprove the request for assistance.
Discussion continued as to Authority's role in promoting tourism. Mr. Cataudella withdrew
motion to disapprove the request for assistance. Mr. Kimball moved to approve a request for
assistance, not to include monetary assistance. Mr. Cataudella seconded the motion.

Motion carried 5 -0.

and transmitted for your review. On Friday, July 2, 2004 legal notice of a public hearing was
posted on the City Hall bulletin board. Copies of the proposed budget have been made available
for public review.

SUBJECT: ECONOMIC DEVELOPMENT DIRECTOR'S REPORT
DATE: July 2, 2004
Progress continues on the commercial sites in the 96th Street retail corridor. The Smith Farms
Marketplace development by Hunt Properties is currently being engineered and will begin
construction in August according to engineers. Engineering is currently taking place on Garnett
Road and 96th Street improvements to coincide with the opening of the Smith Farms Complex.
Several other properties along Garnett and 96th Street are being considered for commercial
development also. The Tyann Properties development around Home Depot is taking shape as
work continues on the service road connecting 86th Street and 96th Street on the east side of US
169. Construction has also begun on Waterford Place, a retail development located between
Walgreens and Home Depot at 96th Street and 129th. I have had provided information to at least
a dozen restaurants in the past two weeks regarding sites in various locations around Owasso.
I continue to work on updating our marketing material. We are currently updating the web page
and all the marketing material. The material will change in appearance and current figures of
sales and demographic data will be provided. The marketing material has been used quite
effectively over the last two years in our negotiations with various retailers. I should have
something for you to look over in the next couple of weeks.
Two groups continue discussions locally in regard to construction of a medical complex for the
City of Owasso. One group, Alliance Healthcare, is working with officials of the Larkin Bailey
Trust and the other group, the Haskell Enterprise Group, has 67 acres near the Owasso Market
under contract for a site for the hospital and medical complex. The addition of a modern medical
complex in our city is an essential proponent of our quality of life as our population increases
and commercial growth and development continues. Both groups have had recent media
exposure and further information will be forwarded to you as soon as it is received.
