Adjournment OWASSO ECONOMIC DEVELOPMENT AUTHORITY MINUTES OF REGULAR MEETING Thursday, September 12, 2002. The Owasso Economic Development Authority met in regular session on Thursday, September 12, 2002 in the Main Conference Room at Owasso City Hall per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 4:00 p.m. on Monday, September 9, 2002. ITEM 1: CALL TO ORDER Chairman Kimball called the meeting to order at 10:00 a.m. ITEM 2: ROLL CALL PRESENT Tom Kimball, Chair Brenda Lawrence, Vice Chair (out at 11:00) Dee Sokolosky, Trustee Scott Yandell, Trustee Gary Akin, Trustee Mike Helm, Trustee STAFF Rodney J Ray, City Manager Marcia Boutwell, City Clerk A quorum was declared present. ABSENT Frank Enzbrenner, Secretary Also present were Public Works Director Robert Carr; Community Development Director Eric Wiles; City Planner Robert Moore; Darcy Melendez, Director of the Regional Economic Development Consortium; and Brian Hunt & Matt Guse from C B Richard Ellis company in Tulsa. ITEM 3: REQUEST APPROVAL OF MINUTES OF THE AUGUST 15, 2002 RESCHEDULED REGULAR MEETING. Mr. Sokolosky moved, seconded by Ms. Lawrence, to approve the minutes of the August 15, 2002 rescheduled regular meeting, by reference made a part hereto. AYE: Sokolosky, Lawrence, Yandell, Akin, Helm, Kimball NAY: None Motion carried 6 -0. ITEM 4: REQUEST APPROVAL OF CLAIMS. No claims were presented. Owasso Economic Development Authority September 12, 2002 ITEM 5: PRESENTATION OF FINANCIAL REPORT. In the absence of Ms. Bishop, Mr. Hayes presented the financial report included in the agenda packet. ITEM 6: STATUS REPORT RELATING TO CHEROKEE INDUSTRIAL PARK AND OTHER ITEMS. Mr. Hayes introduced Ms. Darcy Melendez, who in turn introduced Mr. Brian Hunt and Mr. Matt Guse representing the C B Richard Ellis company in Tulsa. Mr. Hunt & Mr. Guse discussed the businesses currently at Cherokee Industrial Park, as well as efforts being made to locate other businesses. They also discussed business growth in Owasso ITEM 7: UPDATE FROM ECONOMIC DEVELOPMENT SPECIALIST. Mr. Hayes updated the Trustees on his accomplishments during his first month in Owasso. Much of his time has been concentrated on getting to know the business owners in the community. He has also spent time with each of the OEDA Trustees on an individual basis. Another important part of his job is to assist small business owners in the community in solving problems. He has been working on an information packet to present to businesses looking to locate in Owasso, and that packet is nearly completion. ITEM 8: GENERAL DISCUSSION RELATING TO THE PURPOSE, GOALS, AND FOCUS OF THE CITY'S ECONOMIC DEVELOPMENT EFFORTS. Mr. Hayes touched briefly on the purposes, goals and focus of the economic development efforts that were presented by the Trustees at the August meeting. This item will be discussed again at the October meeting. ITEM 9: REPORT FROM OEDA MANAGER Mr. Ray discussed several projects, including discussions with two major retailer to locate in the Owasso community. He discussed a concern with the P.U.D. at the corner of 86`h St N & 129`h East Ave relating to the restrictive covenants and some business that wish to locate there. Staff is working on the problem. Mr. Carr updated the Trustees on the street and intersection projects currently in progress. The 76`h St & 169 intersection projects has been delayed briefly because of a problem with the survey and location of curbs. -2- Owasso Economic Development Authority ITEM 9: ADJOURNMENT Mr. Yandell moved, seconded by Mr. Akin, to adjourn. So far this list is at about 130 business owners doing business in a variety of locations around the city. I try to spend about 6 -8 hours a week on the street. I believe this is not only necessary so I can get to know the local business people but also will be an integral part in the maintaining of good relationships between the local business community and city. I want Owasso to be known as a city that is "business friendly" in every way possible. As you know the City of Owasso now owns 4 traffic counters and data will be coming at a steady rate at various intersections around the city. Robert Carr and the City of Owasso's Public Works Department, especially Jeff Bain, have done a fine job in implementing the gathering of traffic count data. These numbers are very important in attracting retail clients. The numbers are astounding and will be used to provide the most current information available to prospective clients, developers, and other interested parties. We have had a couple of meetings with MPSI, a marketing firm from Tulsa that I believe may solve lots of our data gathering problems, as well as providing an easy and efficient way to gather and log data on available commercial sites in Owasso. These meetings have been very informative and I believe we have found a partner that will help us market the City of Owasso. We are still working very hard on producing a marketing packet and are to the point of actually looking for the best binding and most suitable ways to package our information in an attractive and user friendly manner. We want to present the data that is essential and be able to customize the information as needed to fit a target customer's need. The Economic Development page on the City of Owasso's web site is in the process of being updated and will be accessed not only by citizens of Owasso but also potential customers. The Community Development web page was recently redone and has had an increase in "hits" in the last few weeks. I believe the world wide web is a sea of opportunity for the economic development of the City of Owasso. I had occasion to visit a business owner in Owasso Market and in the course of our conversation I discussed our belief that many of our retail customers came from outside the city. The owner indicated very emphatically that she could prove that and provided me with a report for the three month period between June and August 2002 showing that 51% her customers came from outside the 74055 zip code. I have enclosed a break down of this information in your agenda packets. We have met with several business prospects over the last month; Target and Home Depot being at the top of the list. Charleston's and Outback are still looking and I continue to research and contact other restaurant possibilities. I will attend a couple of conferences in the next couple of months to gain information and strategy to improve the effectiveness of our work. The Oklahoma Economic Development Council (OEDC) is hosting a leadership conference with the theme "Proven Community Initiatives for Economic Development ".
