MINUTES OF REGULAR MEETING
Thursday, October 10, 2002
The Owasso Economic Development Authority met in regular session on Thursday, October 10,
2002 in the Main Conference Room at Owasso City Hall per the Notice of Public Meeting and
Agenda posted on the City Hall bulletin board at 4:00 p.m. on Monday, October 7, 2002.
ITEM 1: CALL TO ORDER

ITEM 3: REQUEST APPROVAL OF MINUTES OF THE SEPTEMBER 12, 2002
REGULAR MEETING.
Mr. Sokolosky moved, seconded by Mr. Yandell, to approve the minutes of the September 12,
2002 regular meeting, by reference made a part hereto.

ITEM 4: REQUEST APPROVAL OF CLAIMS.
No claims were presented.
ITEM 5: PRESENTATION OF FINANCIAL REPORT.
Ms. Bishop briefly reviewed the financial report, which was included in the agenda packet.
ITEM 6: UPDATE FROM ECONOMIC DEVELOPMENT SPECIALIST.
Mr. Hayes highlighted portions of his report, which was included in the agenda packet. City
Planner Robert Moore briefed the Trustees on current planning items, including those being

considered at the next City Council meeting. Public Works Director Robert Carr gave an
overview of the street and roadway projects currently under construction, in the design or
advertisement phase, or in preliminary stages. Darcy Melendez brought a report from the
Economic Development Consortium.
ITEM 7: DOWNTOWN REDEVELOPMENT PLAN IMPLEMENTATION.
Mr. Ray discussed the Downtown Redevelopment Plan. He said that funds will be put in an
upcoming bond issue for property acquisition in the downtown development plan area. The
Trustees discussed ideas on how the project should proceed. They also presented ideas relative
to traffic flow on Main Street. The Downtown Redevelopment Plan, including Main Street
traffic plans, will be placed on the November agenda for discussion; and this issue will be
discussed each month for the next several months.
ITEM 8: REPORT FROM OEDA MANAGER
Mr. Ray discussed the development of tools in which to market the City. Such a vision would
include development and marketing of office space, as well as industrial space. Funds may also
be put in the bond issue for transportation.
ITEM 9: NEW BUSINESS.
The concept of an OEDA website was discussed. The question about floor plans from new
homes being included on the website was raised. It was asked if public funds should be used for
private builders use. If a fee is charged, there may be some builders who would be unable to
participate. This idea will be looked into further.
ITEM 10: GENERAL DISCUSSION RELATING TO THE PURPOSE, GOALS, AND FOCUS
OF THE CITY'S ECONOMIC DEVELOPMENT EFFORTS.
This item was discussed at the September meeting, and there was nothing further at this time.

SUBJECT: ECONOMIC DEVELOPMENT DIRECTOR'S REPORT
DATE: November 4, 2002
When I came to Owasso one of my priority goals was to begin a program to meet and acquaint
myself with every business owner in the City of Owasso. So far this list is at about 140 business
owners doing business in a variety of locations around the city. I try to spend about 6 -8 hours a
week on the street. I believe this is not only necessary so I can get to know the local business
people but also will be an integral part in the maintaining of good relationships between the local
business community and city. I want Owasso to be known as a city that is "business friendly" in
every way possible. This month I visited several business owners, including one that had written
an angry letter to the editor of the paper about the proposed sign code changes. I see myself as an
advocate for every business owner in the City of Owasso.
I met with other city staff at a merchants meeting held on October 18th at St. Louis Bread
Company for all the Owasso Market Merchants. Several Owasso Market merchants attended the
meeting. Staff discussed several topics of interest; including traffic problems, road construction,
and development in the area. I am continuing my visits to area business owners and devote a
great deal of time to establishing relationships with the retail and industrial establishments doing
business in Owasso.
Traffic count data continues to be collected on various intersections around town. These numbers
are very important in attracting retail clients. The numbers are astounding and will be used to
provide the most current information available to prospective clients, developers, and other
interested parties.
I attended meetings for the Dialog / Visioning 2025 project with several members of the Owasso
city staff and several citizens in October. Tulsa County Commissioner Wilbert Collins chaired
the initial meeting and various topics were discussed. More meetings are planned in the near
future. I was elected to represent the City of Owasso on the board of directors of the Northstar
Economic Development Council on October 14th and attended a regional meeting concerning
development of the "Northwest Passage" highway system. I also had the pleasure of attending
the Greenwood Chamber of Commerce annual banquet and meeting the directors and staff of
that organization.
The development of a marketing packet to market the City of Owasso to potential customers is
still a priority. We have been gathering updated demographic data, and working on creating an
image of the city that will represent who we are and what we want to become. We are making
great progress and a finished package will be available to look at and critique very soon. We are
selecting the best package and graphics layout at this time. I am depending on the City of
Owasso team to contribute to the project. The "Locationxpert" software from MPSI has greatly
increased our ability to provide the most up to date demographic information available.
I attended the Oklahoma Economic Development Council's Summit for Economic Development
in Norman, Oklahoma on October 21" and 22 "d . I had opportunity to meet and network with
several hundred economic developers from all over the State of Oklahoma. Several presenters
discussed future trends, effective strategies, and detailed several exciting new innovations in
economic development. I also attended the Basic Economic Development course the first week
in November in San Antonio, Texas. This course in part of the University of Oklahoma's
Economic Development Institute and is a prerequisite to certification. These trainings will help
provide a broader base of knowledge in all areas of economic development. I had forty hours of
class work and lectures from economic development professionals from all over the country.
Topics on business expansion and development, business retention, marketing and promotion,
incentives and financial theory were discussed in detail. I thoroughly enjoyed the experience and
believe it was an investment in the economic development of the City of Owasso.
The Economic Development page on the City of Owasso's web site is in the process of being
updated and will be accessed not only by citizens of Owasso but also potential customers. The
Community Development web page was recently redone and has had an increase in "hits" in the
last few weeks. I believe the world wide web is a sea of opportunity for the economic
development of the City of Owasso. The training I just completed indicated that web page
development was one of the keys to marketing our assets in Owasso to the rest of the world.
One of the most important pieces of information in marketing the City of Owasso to potential
customers is being able to articulate an accurate population in our service area and being able to
define the actual drawing area for retail customers to our local businesses. We are attempting to
prove the "funnel" theory that Owasso's geographic location provides a natural flow of retail
customers from a very broad area of north Oklahoma and southern Kansas. Right now I have
information from four major retail businesses that prove that as much as 50% of local retail sales
are coming from communities outside Owasso. These figures prove our theory that the City of
Owasso retail service area is made up of a large geographic area from Northeast Oklahoma and
southern Kansas.
Last month I reported that I had met with a business owner (Golf USA) in Owasso Market and in
the course of our conversation I discussed our belief that many of our retail customers came from
outside the city, verifying the "funnel theory". The owner indicated very emphatically that she
could prove that and provided me with a report for the three month period between June and
August 2002 showing that 51% her customers came from outside the 74055 zip code. I enclosed
a break down of this information in your agenda packets last month. This month I am happy to
report that we have more confirmation on this very important information from several more
business owners. Kohl's, Lowe's, Wal -Mart, and Children's Orchard (children's clothing, toys,
and specialty items) all agreed to provide similar information on customer demographics. This
information is included in your agenda packets. Data from Albertson's indicated that they were
experiencing the same thing.
We have met with several business prospects over the last month; Target and Home Depot being
at the top of the list. Charleston's and Outback are still looking and I continue to research and
contact other restaurant possibilities. International House of Pancakes (IHOP) is coming to
Owasso on a pad site in front of Lowe's. I also had meetings with a commercial broker in Tulsa
who accompanied Braum's officials to Owasso to assist in siting another Braums in the 116`h
street area.
