Call to Order Mr. Sokolosky, Chairman 2. Consideration and appropriate action relating to a request for Trustee approval of the Consent Agenda. All matters listed under "Consent" are considered by the Trustees to be routine and will be enacted by one motion. Any Trustee may, however, remove an item from the Consent Agenda by request. A motion to adopt the Consent Agenda is non- debatable. A. Approval of minutes of the October 11, 2007 Regular Meeting and the October 25, 2007 Special Meeting. Attachment # 2 -A B. OWASSO ECONOMIC DEVELOPMENT AUTHORITY MINUTES OF REGULAR MEETING Thursday, October 11, 2007 The Owasso Economic Development Authority met in regular session on Thursday, October 11, 2007 in the Main Conference Room at Owasso City Hall per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 5:00 p.m. on Tuesday, October 9, 2007. ITEM 1: CALL TO ORDER & ROLL CALL Chairman Dee Sokolosky called the meeting to order at 10:02AM. PRESENT OTHERS Dee Sokolosky, Chairman Randy Cowling, Owasso Reporter David Charney, Vice Chairman (arrived at 10:03am) Clark Ogilvie, Owasso Public Schools Gary Akin, Secretary Bryan Spriggs, Trustee Steve Cataudella, Trustee A quorum was declared present. ABSENT Tom Kimball, Trustee Frank Enzbrenner, Trustee STAFF Rodney Ray, City Manager Julie Lombardi, General Counsel Roger Stevens, Public Works Rickey Hayes, Economic Development Eric Wiles, Community Development Juliann Stevens, Recording Clerk ITEM 2: CONSIDERATION AND APPROPRIATE ACTION REALTING TO A REQUEST FOR TRUSTEE APPROVAL OF THE CONSENT AGENDA. A. Approval of minutes of the September 20, 2007 Regular Meeting. B. Approval of claims —no claims C. Acceptance of the monthly financial report Mr. Cataudella moved, seconded by Mr. Spriggs, to approve the consent agenda. AYE: Cataudella, Sokolosky, Spriggs, Akin NAY: None ABSTAIN: None Motion carried 4 -0. Owasso Economic Development Authority October 11, 2007 ITEM 3: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REQUEST FOR TRUSTEE SUPPORT OF THE 2007 OWASSO SCHOOL BOND ELECTION. Mr. Ray introduced Dr. Clark Ogilvie, Superintendent of Owasso Public Schools. (David Charney arrives at 10: 03am) Dr. Ogilvie presented information regarding the upcoming bond election scheduled for November 13, 2007. After a brief discussion, Mr. Cataudella moved to approve Resolution No. 2007 -03 stating the Authority's support of the 2007 School Bond Election, seconded by Mr. Charney. AYE: Cataudella, Sokolosky, Spriggs, Akin, Charney NAY: None ABSTAIN: None Motion carried 5 -0. ITEM 4: DISCUSSION AND APPROPRIATE ACTION RELATING TO AN OEDA POSITION ON HOUSE BIL 1804, RELATING TO ILLEGAL IMMIGRATION Mr. Charney presented information relating to HB 1804 and inquired as to whether the OEDA should address and consider an official position on the issue. Discussion was held among members. A request was made for staff to continue to monitor the economic impact of HB 1804 and include an item on a future agenda for further evaluation and discussion. ITEM 5: REPORT FROM COMMUNITY DEVELOPMENT DIRECTOR Mr. Wiles provided an update on the September building permit report and provided information regarding items appearing before the Planning Commission meeting. No questions were asked of Mr. Wiles. ITEM 6: REPORT FROM PUBLIC WORKS DIRECTOR Mr. Stevens gave a project status report on various capital improvement projects and other Public Works related items. ITEM 7: UPDATE FROM ECONOMIC DEVELOPMENT DIRECTOR Mr. Hayes reviewed the attached report and discussion was held regarding items contained within the report. Mr. Hayes advised that negotiations with ONG are on- going. Also discussed were the preliminary plans for the holiday shopping campaign. ITEM 8: REPORT FROM OEDA MANAGER No report. ITEM 9: REPORT FROM OEDA TRUSTEES No Report. -2- Owasso Economic Development Authority ITEM 10: NEW BUSINESS None. ITEM 11: ADJOURNMENT Motion made by Mr. Charney, seconded by Mr. Spriggs to adjourn. ITEM 1: CALL TO ORDER & ROLL CALL Chairman Dee Sokolosky called the meeting to order at 3:37 PM. When site selectors look at Oklahoma, traditionally there have been only two regions, the Oklahoma City area and Tulsa and the surrounding suburbs. One of the regional organizations that works for the development of manufacturing and office relocations into the Tulsa area is Tulsa Area Partnership. TAP is made up of representatives of the public utilities, several Tulsa suburbs, several economic development organizations in the area, chambers of commerce, and other interested parties who work together to market the area to site consultants and companies looking to relocate. Staff is working with TAP to keep Owasso on the fore front of these efforts. Information on Owasso will be featured on the TAP website. Cost analysis data for three more potential corporate campus sites is being prepared. Preliminary cost analysis data for the initial four potential corporate campus office sites has been completed. This information is being compiled to provide data to site selection consultants in introductory information packets. Data is being provided to the leading site consulting firms in the corporate relocation market. Creating quality jobs is the primary focus. In the months to come, staff will concentrate on keeping the City of Owasso at the forefront of information being provided to corporate site consultants looking for potential sites in the Tulsa metro area. RETAIL DEVELOPMENT: Cracker Barrel is open for business and ALDI, Delta Cafe, USA Fitness, and Southern Agriculture continue construction in the Tyann center at this time, as does IHOP in the Smith Farm Center. IHOP will be open in a couple of weeks. Staff is working with multiple groups of developers for significant retail and mixed use projects on several sites in the City. Staff has been in pre - development meetings with developers and engineers, and several national retailers are showing interest in available sites in the 96th Street corridor and in the 116th Street area as well. Development is continuing in the Tyann Center with several retailers under contract for pad sites in the area just west of Home Depot. J.C. Penney and Olive Garden are under construction on the site formerly occupied by Oklahoma Natural Gas. Construction on ONG's new facility at Cherokee Industrial Park will begin soon. HOTEL DEVELOPMENT: Candlewood Inn Suites will open this week at it's location on the north side of 96th Street west of Lowes. Hampton Inn is under construction on the south end of the Smith Farm complex. A Marriot Towne Center is under construction on the Tyann site just west of Home Depot. The City will benefit from over 300 new rooms and the spin off restaurant and retail that will accompany the hotel construction. At least two other hotel deals are in the contract stage in the same area. HOLIDAY SHOPPING Smith Farm Center is hosting several events for the holiday shopping season. Several live radio remotes will occur from the week of Thanksgiving until after Christmas day. The City of Owasso will provide a shuttle service aptly named the "Holly Trolley" on weekends during the shopping season to offer shoppers the ability to park in one place and move throughout all the Owasso retail areas via the shuttle.
