MINUTES OF REGULAR MEETING
Thursday, April 10, 2003
The Owasso Economic Development Authority met in regular session on Thursday, April 10,
2003 in the Main Conference Room at Owasso City Hall per the Notice of Public Meeting and
Agenda posted on the City Hall bulletin board at 4:00 p.m. on Monday, April 7, 2003.
ITEM 1: CALL TO ORDER & ROLL CALL
Vice Chair Brenda Lawrence called the meeting to order at 10:04 a.m.

A quorum was declared present.
ITEM 2: REQUEST APPROVAL OF MINUTES OF THE FEBRUARY 13, 2003 REGULAR
MEETING.
Mr. Enzbrenner moved, seconded by Mr. Yandell, to approve the minutes of the February 13,
2003 regular meeting, by reference made a part hereto.
AYE: Enzbrenner, Yandell, Akin, Helm, Lawrence
NAY: None
Motion carried 5 -0.
(Mr. Sokolosky was not present at the February 13`h meeting and did not vote on these minutes.)
ITEM 3: REQUEST APPROVAL OF CLAIMS.
No claims were presented.
ITEM 4: PRESENTATION OF FINANCIAL REPORT.
Ms. Bishop was not present. The financial report was included in the agenda packet. There was
nothing to add, and there were no questions or comments.

ITEM 5: PRESENTATION BY MR. THOMAS LOY, CHAIRMAN AND CEO OF
METRFUND CORPORATION.
Mr. Thomas made a presentation to the OEDA regarding MetaFund Corporation and the
economic development type work that they do. MetaFund is a not for profit 501(c)(3) certified
community development financial institution.
ITEM 6: UPDATE FROM ECONOMIC DEVELOPMENT DIRECTOR.
Mr. Hayes introduced Public Works Director Robert Carr, who gave a status report on current
projects. Community Development Director Eric Wiles discussed building activity, as well as
future activity. He reported that Home Depot has applied for rezoning and a site plan review.
Mr. Hayes discussed traffic count data, the Economic Development page on the City's web site,
and potential businesses. He said that there is a big demand for the marketing packet. This
versatile tool is very easily customized for individual customers.
ITEM 7: DOWNTOWN REDEVELOPMENT PLAN IMPLEMENTATION.
Mr. Ray reported that many of the commercial owners along Main Street have been shown the
proposed striping plan, and to this point there have been no objections. A meeting is being
planned to further discuss the plan and respond to questions and concerns. It will be specifically
targeted toward businesses and residents on either side of Main St. from E. 76th St. N. to E. 86th
St. N. Mr. Ray said that this project is high on the Capital Improvements list. He also reported
that the Central Baptist Church building is back on the market, and the City is taking a serious
look at making an offer on the property.
ITEM 8: REPORT FROM OEDA MANAGER
Mr. Ray discussed the Regional Economic Development Consortium. This item had been
discussed at some length at the last meeting of the OEDA. Most of the entities that had
originally become members of the Consortium have given their notice that they are pulling out of
the group. The OEDA has paid half of its commitment fee. It is staff's belief that payment
should be made for the remainder, and then notice of intent of the OEDA to pull out should be
given. There will need to be an action item on the May 8th agenda regarding this. Mr. Ray also
reported to the Trustees that a joint meeting of the Owasso City Council and Collinsville City
Commission had been held, with Commissioner Wilbert Collins present, to discuss items of
mutual interest to both communities.

SUBJECT: ECONOMIC DEVELOPMENT DIRECTOR'S REPORT
DATE: May 8, 2003
We are very busy with several potentially hugh retail opportunities, which are very timely with
the recent downturn in tax revenue. Home Depot desires to begin construction the first week in
June. The Home Depot deal was very important to the City of Owasso and all our future
development. Two large retail developers are interested in doing retail development in the City
of Owasso. Hunt Properties has been in town two times in the past two weeks. Several other
retail representatives from Oklahoma City, Dallas, Chicago, and Colorado have also contacted us
about Owasso.
Also discussions have begun again about a full service hospital in the area and continue to
develop between Symphony Healthcare, from Memphis, and local representatives.
Traffic count data continues to be collected on various intersections around town. These numbers
are very important in attracting retail clients. The numbers are astounding and will be used to
provide the most current information available to prospective clients, developers, and other
interested parties. A map showing traffic counts was a goal for the first quarter of 2003, and has
been completed. Construction on the 76th Street and 169 intersection project is complete and the
86th Street project is nearing completion.
I have been sending out marketing packets at a very fast pace, and get several requests for the
material each week. We are nearing completion on a preliminary "quality of life" section that
will enhance the marketing tool. The marketing tool is very versatile and is easily adaptable for
customizing for individual customers. A city employee from Arkansas called last week and told
me that a marketing firm in Arkansas told a recent gathering of economic developers there that
the Owasso marketing packet was an excellent example of how to package pertinent information
in a clear, concise, and attractive manner.
The Economic Development page on the City of Owasso's web site has been updated and will be
accessed not only by citizens of Owasso but also potential customers. The web page has a brand
new look and all the data from the marketing tool is included. The web page had not been
updated in a couple of years, and all the information was outdated and not relevant to anyone
seeking information about the City of Owasso. The web site, which has just been up for a couple
of weeks, has nearly 500 hits at this time and is averaging nearly 10 hits a day. I recently heard
from representatives from a national drug chain that wants to locate in Owasso that the web site
was so comprehensive and the material so thorough that only a couple of specific questions
about speed limits and local zoning had to be asked. The representative stated that ours was the
best web site they had ever seen. I believe the world wide web is a sea of opportunity for the
economic development of the City of Owasso. The training I just completed indicated that web
page development was one of the keys to marketing our assets in Owasso to the rest of the world.
I have participated in four Town Hall meetings since January. Topics covered include
Community Development, Emergency Services, and Parks and Recreation. The last meeting in
the series was held April 24, at 6:30 P.M. in the lobby of City Hall. And was an open forum for
the citizens of Owasso to discuss any topic of interest or concern. Another Town Hall meeting
will be held tonight, May 8, to give Owasso citizens a chance to give input on the downtown re-
striping plan presented by Robert Carr, Director of Public Works.
