Agenda posted on the City Hall bu ITEM 1: CALL TO ORDER & ROLL CALL Chairman Tom Kimball called the meeting to order at 10:08 a.m. PRESENT ABSENT Tom Kimball, Chair Frank Enzbrenner, Secretary Brenda Lawrence, Vice Chair Dee Sokolosky, Trustee Scott Yandell, Trustee Gary Akin, Trustee Michael Helm, Trustee STAFF Rickey Hayes, Economic Development Director Marcia Boutwell, City Clerk Rodney Ray, City Manager A quorum was declared present. ITEM 2: MEETING. Mr. Akin moved, seconded by Mr. Yandell, to approve the minutes of the May 8, 2003 regular meeting, by reference made a part hereto. AYE: Akin, Lawrence, Yandell, Helm, Kimball NAY: None Motion carried 5 -0. ITEM 3: REQUEST APPROVAL OF CLAIMS. No claims were presented. ITEM 4: PRESENTATION OF FINANCIAL REPORT. Ms. Bishop said that there is no change in the financial report. She also reported that the latest tax check is better than expected. Ms. Bishop discussed OEDA proposed budget for FY 03 -04, and advised that the FY 03 -04 budget will be voted on in the July meeting. Owasso Economic Development Authority ITEM 5: June 12, 2003 Chairman Kimball discussed the election of officers for the OEDA for fiscal year 03-04. Officers will be elected at the regularly scheduled July OEDA meeting. ITEM 6: UPDATE FROM ECONOMIC DEVELOPMENT DIRECTOR. Mr. Hayes introduced Community Development Director Eric Wiles discussed building activity, as well as future activity. Due to the absence of Public Works Director Robert Carr, Mr. Hayes gave a project status report. Mr. Hayes reported that there are currently several retail opportunities. Mr. Hayes discussed Home Depot progress and allowed OEDA trustees to view site plans for up- coming retail developments. ITEM 7. DOWNTOWN REDEVELOPMENT PLAN IMPLEMENTATION. Mr. Ray gave a brief report on the Owasso Downtown Redevelopment Plan. ITEM 8: REPORT FROM OEDA MANAGER No report. ITEM 9: NEW BUSINESS. None. ITEM 10: GENLKAL _ — OF THE CITY'S ECONOMIC DEVELOPMENT EFFORTS. Mr. Ray led a brief discussion of OEDA activities and noted two regional plans to put together an incentive package for American Airlines and Boeing. ITEM 11: ADJOURNMENT Ms. Lawrence moved, seconded by Mr. Helm, to adjourn. Members select a Chairman, Vice - Chair, and Secretary to serve the OEDA for the fiscal year and to provide leadership, planning, and implementation of projects for the coming year that will directly benefit the economic well being of the community. The Chairman will be elected at the first regular meeting in July of each year by the members and will assume the chair immediately after his election and will oversee the election of the Vice -Chair and Secretary. On Monday, July 9, 2003 legal notice of a public hearing was posted on the City Hall bulletin board. Copies of the proposed budget have been made available for public review. Owasso is attracting the attention of major retail and restaurant outlets. Construction and site work continues with Home Depot and development plans are underway in multiple locations around the City of Owasso. O'Charleys, Waffle House, International House of Pancakes, and Kentucky Fried Chicken are among those national chain restaurants that are planning sites in our city. National Steak and Poultry is expanding their facility and adding up to 50 new jobs. NSP has been an excellent corporate citizen and continues to enlarge it's product and customer base. I am continuing visits to area business owners and building relationships with the retail and industrial establishments doing business in Owasso. I have been in about 230 businesses in the past 12 months. As new development begins to take place in Owasso, relationships with existing business will be very valuable in being able to do retention and expansion projects with local retailers and industry. I attend Planning Commission and •poard of Adjustment meetings to represent the interest of local businesses. The "Quality of Life" packet is finished and the material is available in print and electronic media. The new marketing material highlights Owasso's parks, churches, schools, residential developments, city government and services and area attractions. The economic development section on the City of Owasso's web page (cityofowasso.com) has just gone through a major update and the new information has been added. The economic development page has a completely new look and has received over 800 "hits ". Retailers have communicated to staff that the web page is very user friendly and contains great and easily accessed information. Traffic count maps are available from the Economic Development Department at City Hall and will be available on the web shortly. A partnership with the Oklahoma Department of Transportation will give greater coverage and efficiency in our traffic count efforts. As always, if I can serve you in any way, please call.
