MINUTES OF REGULAR MEETING
Thursday, July 10, 2003
The Owasso Economic Development Authority met in regular session on Thursday, July 10,
2003 in the Main Conference Room at Owasso City Hall per the Notice of Public Meeting and
Agenda posted on the City Hall bulletin board at 4:00 p.m. on Monday, July 7, 2003.
ITEM 1: CALL TO ORDER & ROLL CALL
Chairman Tom Kimball called the meeting to order at 10:08 a.m.

A quorum was declared present.
ITEM 2: REQUEST APPROVAL OF MINUTES OF THE JUNE 12th 2003 REGULAR
MEETING.
Mr. Yandell moved, seconded by Mr. Akin, to approve the minutes of the May 8, 2003 regular
meeting, by reference made a part hereto.
AYE: Akin, Lawrence, Yandell, Kimball
NAY: None
Motion carried 4 -0.
ITEM 3: REQUEST APPROVAL OF CLAIMS.
A claim from Tulsa Metro Chamber of Commerce Area Development Program was presented.
Mr. Yandell moved, seconded by Ms. Lawrence, to approve payment of the claim in the amount
of $6,250.00, by reference made a part hereto.

ITEM 4: PRESENTATION OF FINANCIAL REPORT.
Ms. Bishop presented a brief financial report. She also reported that the latest tax check is better
than expected. Ms. Bishop discussed OEDA proposed budget for FY 03 -04.
ITEM 5: CONSIDERATION AND APPROPRIATE ACTION RELATING TO ELECTION
OF OFFICERS FOR THE OWASSO ECONOMIC DEVELOPMENT AUTHORITY
FOR FISCAL YEAR 2003 -2004
Chairman Kimball discussed the election of officers for the OEDA for fiscal year 03 -04. By
bylaws, officers will be elected at the regularly scheduled July OEDA meeting. Mr. Yandell
nominated Brenda Lawrence for Chairman, seconded by Mr. Akin. The Motion carried 4 -0. Mr.
Akin nominated Scott Yandell for vice - chairman, seconded by Mr. Kimball. Motion carried 4 -0.
Mr. Kimball nominated Frank Enzbrenner for Secretary, seconded by Mr. Akin. Motion carried
4 -0.

ITEM 6: CONSIDERATION AND APPROPRIATE ACTION RELATING TO OEDA
BUDGET FOR FISCAL YEAR 03 -04
Ms. Bishop gave a brief overview of the proposed OEDA budget for FY 03 -04 and discussed
Statutory requirements for public trusts to have a budget on file. Mr. Kimball moved to approve
OEDA budget as presented, seconded by Mr. Akin. Motion carried 4 -0.

ITEM 7: UPDATE FROM ECONOMIC DEVELOPMENT DIRECTOR
Mr. Hayes introduced Community Development Director Eric Wiles discussed building activity,
as well as future activity. Due to the absence of Public Works Director Robert Carr, Mr. Wiles
gave a project status report. Mr. Hayes reported on economic development activities in the city..
ITEM 8: DOWNTOWN REDEVELOPMENT PLAN IMPLEMENTATION
Mr. Ray gave a brief report on the Owasso Downtown Redevelopment Plan.

ITEM 10: GENERAL DISCUSSION RELATING TO THE PURPOSE, GOALS AND FOCUS
OF THE CITY'S ECONOMIC DEVELOPMENT EFFORTS.
Mr. Ray led a brief discussion of OEDA activities and noted two regional plans to put together
an incentive package for American Airlines and Boeing. Mr. Ray discussed Vision 2025 package
and upcoming Capital Improvements package for the City of Owasso. A brief discussion
followed.

Mr. Akin moved, seconded by Mr. Yandell, to adjourn.

SUBJECT: ECONOMIC DEVELOPMENT DIRECTOR'S REPORT
DATE: August 11, 2003
I continue to work with several prospective new businesses. Owasso is attracting the attention of
major retail and restaurant outlets. Construction and site work continues with Home Depot and
development plans are underway in multiple locations around the City of Owasso. O'Charleys,
Waffle House, International House of Pancakes, and Kentucky Fried Chicken are among those
national chain restaurants that are planning sites in our city. Road widening at 96th Street North
and 129th E. Avenue is set to begin as soon as right -of -way acquisition is completed.
National Steak and Poultry is expanding their facility and adding up to 50 new jobs. NSP has
been an excellent corporate citizen and continues to enlarge it's product and customer base.
I am continuing visits to area business owners and building relationships with the retail and
industrial establishments doing business in Owasso. I have been in about 240 businesses in the
past 12 months. As new development begins to take place in Owasso, relationships with existing
business will be very valuable in being able to do retention and expansion projects with local
retailers and industry. I attend Planning Commission and Board of Adjustment meetings to
represent the interest of local businesses.
The "Quality of Life" packet is finished and the material is available in print and electronic
media. The new marketing material highlights Owasso's parks, churches, schools, residential
developments, city government and services and area attractions. The economic development
section on the City of Owasso's web page (cityofowasso.com) has just gone through a major
update and the new information has been added. The economic development page has a
completely new look and has received over 1000 "hits ". Retailers have communicated to staff
that the web page is very user friendly and contains great and easily accessed information.
Traffic count maps are available from the Economic Development Department at City Hall and
will be available on the web shortly. A partnership with the Oklahoma Department of
Transportation will give greater coverage and efficiency in our traffic count efforts.
