MINUTES OF REGULAR MEETING
Thursday, September 11 , 2003
The Owasso Economic Development Authority met in regular session on Thursday, September
11, 2003 in the Main Conference Room at Owasso City Hall per the Notice of Public Meeting
and Agenda posted on the City Hall bulletin board at 4:00 p.m. on Monday, September 8, 2003.
ITEM 1: CALL TO ORDER & ROLL CALL
Chairman Brenda Lawrence called the meeting to order at 10:05 a.m.

ITEM 2: REQUEST APPROVAL OF MINUTES OF THE AUGUST 14, 2003 REGULAR
MEETING.
Mr. Helm moved, seconded by Mr. Yandell, to approve the minutes of the August 14, 2003
regular meeting, by reference made a part hereto.

ITEM 4: PRESENTATION OF FINANCIAL REPORT.
Mr. Hayes presented a brief financial report for August 2003 in Ms. Bishop's absence..
ITEM 5: UPDATE FROM ECONOMIC DEVELOPMENT DIRECTOR
Mr. Hayes reported on economic development activities in the city, and a proposed Business
Incubator site at the "Old Central" Annex.
ITEM 6: PRESENTATION AND DISCUSSION OF THE CITY OF OWASSO CAPITAL
IMPROVEMENTS PROJECT ELECTION
Mr. Ray discussed the upcoming Capital Improvements Project Election scheduled for October
14th and OEDA members watched the presentation and discussed various items about the
proj ects.
ITEM 7: DOWNTOWN REDEVELOPMENT PLAN IMPLEMENTATION
Mr. Ray gave a brief report on the Owasso Downtown Redevelopment Plan. Mr. Ray discussed
how the Vision 2025 approval would benefit the downtown redevelopment plan.
ITEM 8: REPORT FROM OEDA MANAGER
No report.
ITEM 9: NEW BUSINESS
There was no new business.
ITEM 10: GENERAL DISCUSSION RELATING TO PURPOSE, GOALS AND FOCUS OF
THE CITY'S ECONOMIC DEVELOPMENT EFFORTS

MEMORANDUM
TO: OWASSO ECONOMIC DEVELOPMENT AUTHORITY BOARD OF
TRUSTEES

SUBJECT: ECONOMIC DEVELOPMENT DIRECTOR'S REPORT
DATE: October 2, 2003
I continue to work with several prospective new businesses. Owasso is attracting the attention of
major retail and restaurant outlets. Construction and site work continues with Home Depot and
development plans are underway in multiple locations around the City of Owasso. Several
national chain restaurants are planning sites in our city. Road widening and intersection
improvements at 96th Street North and 1291h E. Avenue are underway. Oklahoma National Bank
is under construction. Arvest Bank and Waffle House recently opened on 76th street..
Construction will begin soon on Wal- Greens just north of the Home Depot site. Several retail
outlets are under development in the same development with Wal- Greens. Meetings with a group
desiring to bring a bowling alley to Owasso where held recently. There is renewed interest and
building support for a major new medical development. The Vision 2025 passage will expedite
this development.
I am happy to announce that business incubator certification from the Oklahoma Department of
Commerce is completed. We have already had several inquiries from possible incubator tenets. I
believe that the incubator will be a very effective economic development tool for the City of
Owasso.
I am continuing visits to area business owners and building relationships with the retail and
industrial establishments doing business in Owasso. I have been in about 240 businesses in the
past 15 months. As new development begins to take place in Owasso, relationships with existing
business will be very valuable in being able to do retention and expansion projects with local
retailers and industry. I attend Planning Commission and Board of Adjustment meetings to
represent the interest of local businesses.
We have made minor changes to the marketing tool cover design. The economic development
section on the City of Owasso's web page (cityofowasso.com) has just gone through a major
update and the new information has been added. The economic development page has a
completely new look and has received over 1600 "hits ". Retailers have communicated to staff
that the web page is very user friendly and contains great and easily accessed information.
Traffic count maps are now available on the economic development web page.
