Adjournment OWASSO ECONOMIC DEVELOPMENT AUTHORITY MINUTES OF REGULAR MEETING Thursday, October 9 , 2003 The Owasso Economic Development Authority met in regular session on Thursday, October 9, 2003 in the Main Conference Room at Owasso City Hall per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 4:00 p.m. on Monday, October 6, 2003. ITEM 1: CALL TO ORDER & ROLL CALL Chairman Brenda Lawrence called the meeting to order at 10:05 a.m. PRESENT Brenda Lawrence, Chair Scott Yandell, Vice -Chair Dee Sokolosky, Trustee Tom Kimball, Trustee Gary Akin, Trustee Frank Enzbrenner, Secretary ABSENT Mike Helm, Trustee STAFF Rickey Hayes, Economic Development Director Sherry Bishop, Director of Finance Ana Stagg, Project Engineer, Public Works Eric Wiles, Director of Community Development Duane Cuthbertson, City Planner A quorum was declared present. ITEM 2: REQUEST APPROVAL OF MINUTES OF THE SEPTEMBER 11 2003 REGULAR MEETING. Mr. Yandell moved, seconded by Mr. Sokolosky, to approve the minutes of the September 11, 2003 regular meeting, by reference made a part hereto. AYE: Akin, Lawrence, Enzbrenner, Yandell, Kimball, Sokolosky NAY: None ABSTAIN: None Motion carried 6 -0. ITEM 3: REQUEST APPROVAL OF CLAIMS. Mr. Akin moved, seconded by Mr. Enzbrenner, to approve payment of a claim to Tulsa Metro Chamber of Commerce in the amount of $6250.00 for Area Development Membership final payment. AYE: Akin, Lawrence, Enzbrenner, Yandell, Kimball, Sokolosky NAY: None ABSTAIN: None Motion Carried 6 -0 Owasso Economic Development Authority October 9, 2003 ITEM 4: PRESENTATION OF FINANCIAL REPORT. Ms. Bishop gave a brief financial report. ITEM 5: UPDATE FROM ECONOMIC DEVELOPMENT DIRECTOR Mr. Hayes reported on economic development activities in the city, and a proposed Business Incubator site at the "Old Central" Annex. In the absence of Rodney Ray, OEDA manager, Mr. Hayes discussed Capital Improvements Projects Election, and possible development of a site on the east side of the Cherokee Industrial Complex ITEM 6: PRESENTATION AND DISCUSSION OF THE CITY OF OWASSO CAPITAL IMPROVEMENTS PROJECT ELECTION Discussed under item 5. ITEM 7: DOWNTOWN REDEVELOPMENT PLAN IMPLEMENTATION Mr. Wiles and Mr. Cuthbertson gave a brief report on the Owasso Downtown Redevelopment Plan, that included a short power point presentation of plans. ITEM 8: REPORT FROM OEDA MANAGER No report. ITEM 9: NEW BUSINESS There was no new business. ITEM 10: GENERAL DISCUSSION RELATING TO PURPOSE, GOALS AND FOCUS OF THE CITY'S ECONOMIC DEVELOPMENT EFFORTS No discussion on this item. ITEM 11: ADJOURNMENT Mr. Enzbrenner moved, seconded by Akin, to adjourn. Owasso continues to attract the attention of major retail and restaurant outlets. Construction and site work continues with Home Depot, Oklahoma National Bank, and with others and development plans are underway in multiple locations around the City of Owasso. Several national chain restaurants are planning sites in our city. Road widening and intersection improvements at 96`h Street North and 1291h E. Avenue are underway. Construction will begin soon on Wal- Greens just north of the Home Depot site. Several retail outlets are under development in the same development with Wal- Greens. Meetings with a group desiring to bring a bowling alley to Owasso where held recently and negotiations continue on that project. There is renewed interest and support for a major new medical development and multiple groups are competing for the medical market and associated developments. I am happy to announce that the business incubator certification process with the Oklahoma Department of Commerce is completed. We have already had several inquiries from possible incubator tenets. I believe that the incubator will be a very effective economic development tool for the City of Owasso. We are currently gathering bids for some remodeling on the incubator site and it appears that will qualify for some CDBG grant funds for some the expense of the remodeling. I am continuing visits to area business owners and building relationships with the retail and industrial establishments doing business in Owasso. I have been in about 240 businesses in the past 15 months. As new development begins to take place in Owasso, relationships with existing business will be very valuable in being able to do retention and expansion projects with local retailers and industry. I attend Planning Commission and Board of Adjustment meetings to represent the interest of local businesses. The economic development page has a completely new look and has received over 2000 "hits" with several hundred looks at the web site recorded in the past two weeks. Retailers have communicated to staff that the web page is very user friendly and contains great and easily accessed information. As always, if I can serve you in any way, please call.
