Adjournment OWASSO ECONOMIC DEVELOPMENT AUTHORITY MINUTES OF REGULAR MEETING Thursday, November 13, 2003 The Owasso Economic Development Authority met in regular session on Thursday, November 13, 2003 in the Main Conference Room at Owasso City Hall per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 4:00 p.m. on Monday, November 10, 2003. ITEM 1: CALL TO ORDER & ROLL CALL Chairman Brenda Lawrence called the meeting to order at 10:05 a.m. PRESENT Brenda Lawrence, Chair Scott Yandell, Vice -Chair Tom Kimball, Trustee Mike Helm, Trustee Frank Enzbrenner, Secretary ABSENT Dee Sokolosky, Trustee Gary Akin, Trustee STAFF Rickey Hayes, Economic Development Director Rodney Ray, City Manager Julie Stevens, Administrative Assistant Duane Cuthbertson, Community Development, City Planner Ron Cates, General Counsel A quorum was declared present. ITEM 2: REQUEST APPROVAL OF MINUTES OF THE OCTOBER 9, 2003 REGULAR MEETING. Mr. Helm moved, seconded by Mr. Yandell, to approve the minutes of the October 9, 2003 regular meeting, by reference made a part hereto. AYE: Lawrence, Enzbrenner, Yandell, Helm, Kimball NAY: None ABSTAIN: None Motion carried 5 -0. ITEM 3: REQUEST APPROVAL OF CLAIMS. No Claims AYE: None NAY: None ABSTAIN: None ITEM 4: PRESENTATION OF FINANCIAL REPORT. Mr. Hayes presented a brief financial report for November 2003 in Ms. Bishop's absence. ITEM 5: UPDATE FROM ECONOMIC DEVELOPMENT DIRECTOR Mr. Hayes reported on economic development activities within the city. Mr. Hayes gave an update as to meetings recently held with several retailers looking to establish businesses in the city. Also presented were the on -going discussions with various hospital groups. Mr. Cutherbertson gave a brief report as to the number of requests for building permits for the month of November. Mr. Cuthbertson also discussed items placed before the planning commission and annexation committee for the month of November. ITEM 6: DOWNTOWN REDEVELOPMENT PLAN IMPLEMENTATION Mr. Ray gave a brief report on the Owasso Downtown Redevelopment Plan. Mr. Ray advised members that the Code Red Company is continuing to look into utilities for the downtown project. OEDA members discussed a rezoning request from Budget Industries. ITEM 7: REPORT FROM OEDA MANAGER Mr. Ray discussed an announcement from American Airlines referencing their decision to move some of their maintenance operations from the Kansas City plant to the Tulsa plant. OEDA members discussed current activity within the Cherokee Industrial Park. Mr. Ray introduced Ron Cates. ITEM 8: NEW BUSINESS There was no new business. ITEM 9: GENERAL DISCUSSION RELATING TO PURPOSE, GOALS, AND FOCUS OF THE CITY'S ECONOMIC DEVELOPMENT EFFORTS No discussion on this item. ITEM 10: ADJOURNMENT Mr. Kimball moved, seconded by Mr. Yandell, to adjourn. OC SUBJECT: ECONOMIC DEVELOPMENT DIRECTOR'S REPORT DATE: December 8, 2003 Retail growth continues in Owasso. Tyann Development is having multiple inquiries on their site at 96th Street and the east side of U.S. Highway 169 and site work is continuing. Hunt Properties has several letters of intent for their development. Target market analysis personnel will visit our city sometime this month according to Tom Castle, Target's real estate broker. Construction and site work continues with Home Depot, Oklahoma National Bank, and with others and development plans are underway in multiple locations around the City of Owasso. Several national chain restaurants are planning sites in our city. Road widening and intersection improvements at 96th Street North and 1291h E. Avenue continue. Construction will begin soon on Wal- Greens just north of the Home Depot site. Several retail outlets have letters of intent in a development south of Wal- Greens. I have heard from the developers as well as the operator of the bowling facility that the deal is done and that all is left is "minor cleanup" of the contract. There is renewed interest and support for a major new medical development and multiple groups are competing for the medical market and associated developments. Local developers are also working with national chain retailers at 116th Street and U.S. Highway 169. I am happy to announce that the business incubator certification process with the Oklahoma Department of Commerce is completed. We have already had several inquiries from possible incubator tenets. I believe that the incubator will be a very effective economic development tool for the City of Owasso. We are currently gathering bids for some remodeling on the incubator site and it appears that will qualify for some CDBG grant funds for some the expense of the remodeling. I am continuing visits to area business owners and building relationships with the retail and industrial establishments doing business in Owasso. I have been in about 250 businesses in the past 16 months. As new development begins to take place in Owasso, relationships with existing business will be very valuable in being able to do retention and expansion projects with local retailers and industry. I attend Planning Commission and Board of Adjustment meetings to represent the interest of local businesses. The economic development page has received over 2200 "hits" in the past few weeks. Our intention is to review and update the information on the web site every few months as we continue to improve our marketing material for the city.
