All matters listed under "Consent" are considered by the Trustees to be routine and will be enacted by one motion. Any Trustee may, however, remove an item from the Consent Agenda by request. OWASSO ECONOMIC DEVELOPMENT AUTHORITY MINUTES OF REGULAR MEETING Thursday, November 8, 2007 The Owasso Economic Development Authority met in regular session on Thursday, November 8, 2007 in the Main Conference Room at Owasso City Hall per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 5:00 p.m. on Tuesday, November 6, 2007. ITEM 1: CALL TO ORDER & ROLL CALL Chairman Dee Sokolosky called the meeting to order at 10:02AM. PRESENT Dee Sokolosky, Chairman Gary Akin, Secretary Frank Enzbrenner, Trustee Tom Kimball, Trustee Steve Cataudella, Trustee Bryan Spriggs, Trustee A quorum was declared present. ABSENT David Charney, Vice Chairman STAFF Rodney Ray, City Manager Roger Stevens, Public Works Eric Wiles, Community Development Julie Lombardi, General Counsel OTHERS Rickey Hayes, Economic Development Juliann Stevens, Recording Clerk ITEM 2: CONSIDERATION AND APPROPRIATE ACTION REALTING TO A REQUEST FOR TRUSTEE APPROVAL OF THE CONSENT AGENDA. A. Approval of minutes of the October 11, 2007 Regular Meeting and the October 25, 2007 Special Meeting. B. Approval of claims —no claims C. Acceptance of the monthly financial report Mr. Cataudella moved, seconded by Mr. Spriggs, to approve the consent agenda. AYE: Akin, Cataudella, Enzbrenner, Sokolosky, Kimball, Spriggs NAY: None ABSTAIN: None Motion carried 6 -0. ITEM 3: REPORT FROM COMMUNITY DEVELOPMENT DIRECTOR Mr. Wiles provided an update on the October building permit report and provided information regarding items appearing before the Planning Commission in November 2007. No questions were asked of Mr. Wiles. Owasso Economic Development Authority November 8, 2007 ITEM 4: REPORT FROM PUBLIC WORKS DIRECTOR Mr. Stevens gave a project status report on various capital improvement projects and other Public Works related items. ITEM 5: REPORT FROM ECONOMIC DEVELOPMENT DIRECTOR Mr. Hayes provided an overview of his report included in the agenda packet. Discussion was held regarding items contained in the report. ITEM 6: REPORT FROM OEDA MANAGER Mr. Ray commented on the progress made towards job creation in the City of Owasso, as well as on -going discussions to bring higher education opportunities to the city. ITEM 7: REPORT FROM OEDA TRUSTEES Discussion was held regarding Tax Partners litigation and re- payment of the Vanguard Loan. ITEM 8: NEW BUSINESS None. ITEM 9: ADJOURNMENT Motion made by Mr. Enzbrenner, seconded by Mr. Kimball to adjourn. At 11:00 am, the meeting was adjourned. When site selectors look at Oklahoma, traditionally there have been only two regions, the Oklahoma City area and Tulsa and the surrounding suburbs. One of the regional organizations that works for the development of manufacturing and office relocations into the Tulsa area is Tulsa Area Partnership. TAP is made up of representatives of the public utilities, several Tulsa suburbs, several economic development organizations in the area, chambers of commerce, and other interested parties who work together to market the area to site consultants and companies looking to relocate. Staff is working with TAP to keep Owasso on the fore front of these efforts. Information on Owasso will be featured on the TAP website. Cost analysis data for three more potential corporate campus sites is being prepared. Preliminary cost analysis data for the initial four potential corporate campus office sites has been completed. This information is being compiled to provide data to site selection consultants in introductory information packets. Staff is working on an interactive web based catalog to allow site consultants and corporate staff to review potential sites in Owasso over the internet. RETAIL DEVELOPMENT: IHOP and ALDI both opened a couple of weeks ago. Delta Cafe, USA Fitness, and Southern Agriculture continue construction in the Tyann center at this time. Staff is working with multiple groups of developers for significant retail and mixed use projects on several sites in the City. Staff has been in pre - development meetings with developers and engineers, and several national retailers are showing interest in available sites in the 96�h Street corridor and in the 116`h Street area as well. Development is continuing in the Tyann Center with several retailers under contract for pad sites in the area just west of Home Depot. J.C. Penney and Olive Garden site work continues on the site formerly occupied by Oklahoma Natural Gas. Construction on ONG's new facility at Cherokee Industrial Park has begun. HOTEL DEVELOPMENT: Candlewood Inn Suites opened November 15 at the location on the north side of 96`h Street west of Lowes. Hampton Inn is under construction on the south end of the Smith Farm complex. A Marriot Towne Center is under construction on the Tyann site just west of Home Depot. The City will benefit from over 300 new rooms and the spin off restaurant and retail that will accompany the hotel construction. At least two other hotel deals are in the contract stage in the same area. HOLIDAY SHOPPING The weekend after Thanksgiving saw Owasso retailers literally covered up with shoppers. Interviews with the retailers indicated that each outlet is noticing a growing number of out of town shoppers. Every store manager that staff spoke with indicated that sales were up overall from last year with one major soft goods retailer indicating that Friday after Thanksgiving sales were $40,000 over store projections. Both store managers and shoppers voiced approval of the Owasso Police Departments high profile visibility and the safe shopping environment that that police presence provides. Smith Farm Center is hosting several events for the holiday shopping season. Several live radio remotes will occur from the week of Thanksgiving until after Christmas day. The City of Owasso is providing a shuttle service aptly named the "Holly Trolley" on weekends during the shopping season to offer shoppers the ability to park in one place and move throughout all the Owasso retail areas via the shuttle.
