MINUTES OF SPECIAL MEETING
Thursday, July 19, 2007
The Owasso Economic Development Authority met in special session on Thursday, July 19,
2007 in the Main Conference Room at Owasso City Hall per the Notice of Public Meeting and
Agenda posted on the City Hall bulletin board at 5:00 p.m. on Monday, June 11, 2007.
ITEM 1: CALL TO ORDER & ROLL CALL
Chairman Dee Sokolosky called the meeting to order at 10:00AM. Dr. Bryan Spriggs executed
the Oath of Office and was seated as a member of the Authority.

08 ANNUAL OPERATING BUDGET.
Ms. Bishop presented the proposed budget for FY 2007 -2008. Discussion was held.
Mr. Kimball made the motion, seconded by Mr. Cataudella to approve the Resolution
as presented.

ITEM 7: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REOUEST

THE OPWA, THE OEDA, AND SF SHOPS INVESTORS, L.P. AND FOR
LIMITED PURPOSES SET FORTH IN THE AGREEMENT, THE CITY OF
OWASSO.
Mr. Ray presented the item and discussion was held regarding the development
agreement. Mr. Cataudella made the motion, seconded by Mr. Kimball to approve
the agreement.

ITEM 8: PRESENTATION OF THE "JOBS IN OWASSO" WEBSITE
Ms. Willson presented the new website and discussion was held regarding
suggestions, changes, and additions to the site.
ITEM 9: UPDATE FROM ECONOMIC DEVELOPMENT DIRECTOR
Mr. Hayes reviewed the attached report and discussion was held regarding the items
contained within the report.
ITEM 10: REPORT FROM COMMUNITY DEVELOPMENT DIRECTOR
Mr. Wiles provided an update on the June building permit report and provided
information regarding items appearing before the Planning Commission in June 2007.
No questions were asked of Mr. Wiles.
ITEM 11: REPORT FROM PUBLIC WORKS DIRECTOR
Ms. Stagg gave a project status report on various capital improvement projects and
other Public Works related items.
ITEM 12: REPORT FROM OEDA MANAGER
Mr. Ray presented an update on the funding efforts for the HWY 169 widening
project.
ITEM 13: REPORT FROM OEDA TRUSTEES
None.
ITEM 14: NEW BUSINESS

SUBJECT: DIRECTOR'S REPORT
DATE: August 3, 2007
CORPORATE OFFICE RELOCATION AND JOB CREATION:
Cost analysis data for three more potential corporate campus sites is being prepared. Preliminary
cost analysis data for the initial four potential corporate campus office sites has been completed.
This information is being compiled to provide data to site selection consultants in introductory
information packets. Data is being provided to the leading site consulting firms in the corporate
relocation market. Creating quality jobs is the primary focus. In the months to come, staff will
concentrate on keeping the City of Owasso at the forefront of information being provided to
corporate site consultants looking for potential sites in the Tulsa metro area.
As you know, marketing information about the City of Owasso is most often reviewed by
potential investors first on the interset. In an effort to have the most easy to use, up to date, and
verifiable information available to our customers the main City of Owasso website has been
redone and is in service now. The "JobsinOwasso.com" site is in full swing and is being used by
both local employers seeking employees as well as job seekers looking for employment. The
"WhyOwasso.com" site is also seeing heavy use and is often the first contact to our office by
new investors.
RETAIL DEVELOPMENT:
Popeye's Chicken is finished with construction and will open soon at 86th Street North and US
169. Cracker Barrel is under construction in the Tyann center at this time. IHOP is finally under
construction in the Smith Farm Center.
Staff is working with multiple groups of developers for significant retail and mixed use projects
on several sites in the City. Staff has been in pre- development meetings with developers and
engineers, and several national retailers are showing interest in available sites in the 96th Street
corridor and in the 116th Street area as well. Development is continuing in the Tyann Center with
several retailers under contract for pad sites in the area just west of Home Depot. Aldi and
Southern Agriculture are under construction at that location. J.C. Penney and Olive Garden will
be under construction at the end of August on the site formerly occupied by Oklahoma Natural
Gas. Construction on ONG's new facility at Cherokee Industrial Park will begin around the
same time.
As you know, Albertsons is closing all their Oklahoma stores. The Owasso location is set to
close on August 5th. Staff is working with the owners to get the 55,000 sq. ft. building leased.
Several groups are interested in the space.
HOTEL DEVELOPMENT:
Candlewood Inn Suites is under construction on the north side of 96th Street west of Lowes and
Hampton Inn is under construction on the south end of the Smith Farm complex. The Staubach
Company is partnering in the Candlewood deal and is looking into potential expansion for some
mixed use development in the area around the hotel. A Marriot Towne Center will begin dirt
work in a couple of weeks on the Tyann site just west of Home Depot. The city will benefit from
over 300 new rooms and the spin off restaurant and retail that will accompany the hotel
construction. At least one other hotel deal is in the contact stage in the same area.

E. 86th Street North /N. 97th E. Avenue (Mingo Road) Intersection
- Right -of -way acquisition has been completed
- Utility relocation has been completed
- Railroad extension has been completed
- BECCO Contractor is the apparent low bidder at $1,557,979.50
- Construction has begun and will be completed by December 2007
E. 86th Street North (Main to N. Memorial Road)
- Design began in July 2006 and scheduled for completion by July 2007
- Construction estimate of $4.5 million - to include ROW and utilities
- Funding to be provided by ODOT and Tulsa County
- Construction scheduled to start by December 2007 — pending funding availability
