Members elect a Chairman, Vice - Chair, and Secretary. The Chairman will be elected at the first regular meeting in July of each year by the members and will assume the chair immediately after his election and will oversee the election of the Vice - Chair and Secretary. OWASSO ECONOMIC DEVELOPMENT AUTHORITY MINUTES OF REGULAR MEETING Thursday, June 14, 2007 The Owasso Economic Development Authority met in regular session on Thursday, June 14, 2007 in the Main Conference Room at Owasso City Hall per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 5:00 p.m. on Monday, June 11, 2007. A financial report was included in the agenda packet, no questions were asked of Ms. Bishop. ITEM 4: DISCUSSION REGARDING THE PROPOSED FY 2007 -2008 BUDGET. Ms. Bishop presented the proposed budget for FY 2007 -2008. Discussion was held. Ms. Bishop noted the action item to approve the budget would be included on the July 12, 2007 agenda. Owasso Economic Development Authority June 14, 2007 ITEM 5: BRIEFING AND UPDATE ON THE HUNT DEVELOPMENT AGREEMENT FOR PROPERTY LOCATED AT 12250 E. 96TH STREET NORTH. Mr. Ray presented the item and discussion was held regarding a concept for a development agreement. ITEM 6: UPDATE FROM ECONOMIC DEVELOPMENT DIRECTOR Mr. Hayes reviewed the attached report. Additionally, Mr. Hayes commented on the future launch of the "Jobs in Owasso" website as a workforce recruitment tool for Owasso businesses. ITEM 7: REPORT FROM COMMUNITY DEVELOPMENT DIRECTOR Mr. Wiles provided an update on the May building permit report and provided information regarding items appearing before the Planning Commission in June 2007. ITEM 8: REPORT FROM PUBLIC WORKS DIRECTOR Ms. Stagg gave a project status report on various capital improvement projects and other Public Works related items. As a Title 60 Public Trust, the OEDA is required to file an annual budget with its beneficiary, the City of Owasso. The budget or appropriation for a public trust is not a legal restriction on the expenditure of funds as it is for a municipality. This budget proposal includes: • Revenue of $1,200,000 from Vanguard for the balance of their note, • Expenses of $1,201,447 for principal and interest to pay off the OEDA (for Vanguard) Revenue Anticipation Note with the City, • Transfer to the City's General Fund of $26,898 to return the balance of funds advanced by the City of Owasso for the Vanguard loan. RECOMMENDATION: Staff recommends OEDA Trustee approval of Resolution No. 2007 -02 adopting the budget proposal for fiscal year 2007 -2008 with estimated revenues of $1,200,300 and total appropriations of $1,230,345. WHEREAS: It is the intent of the Owasso Economic Development Authority to adopt an operating budget for fiscal year 2007 -2008; and WHEREAS: The adoption of such budget is vital to the continuation of services to the citizens of Owasso; and WHEREAS: Public access to the adopted budget is desired; and WHEREAS: Certain filing requirements are mandated by State Statutes. RAY CITY MANAGER SUBJECT: JOB POSTING WEBSITE (www.iobsinowasso.com ) DATE: June 29, 2007 BACKGROUND: Over the last several months, it has become obvious that one of the key components in the City's efforts to create a dynamic and sustainable local economy is the recruitment and development of the local workforce. As a result of recent retail growth in the city, local retail and restaurant businesses have voiced concern over the difficulty in filling positions due to the large number of employment choices available. The proximity of Owasso to the Cherokee Industrial Park, American Airlines and Boeing, place additional demands on the local workforce and even create demand for access to prospective employees worldwide. Recent announcements of continued retail growth and efforts to recruit corporate office relocations to the Owasso area make workforce development and the recruitment of employees to staff local businesses crucial to the success of Owasso's continued growth. Just as the marketing and advertising of local retailers must cover the "funnel" area, the recruitment of employees for the business community needs to extend into the same area and beyond. The Internet is now widely considered to be the quickest and easiest way to exchange and gather information. Therefore, staff began working on the concept of a website that would bring employers together with those seeking job opportunities in a user friendly and efficient manner. Staff researched available applications to create a job posting site and determined it was possible to create a site that would be comparable in function to the large job source websites widely known on the Internet, such as HotJobs.com and Monster.com. A site could be created inexpensively and customized for the Owasso employment market. Therefore, after discussing a suitable domain name, staff registered www jobsinowasso.com and created a site specific to the current needs in our job market, as well as anticipating future growth and demand. During the development of the site, input from internal staff was sought on the design and function of the site. Staff then sought the input of regional staffing experts and Human Resource specialists in the retail, manufacturing, medical and business fields. The feedback from this request produced a significant number of enhancements to the site, which is now ready for your review. It is understood that the site will continue to grow and change as demands change. However, it appears r the site will provide a much needed service in a simple and efficient manner that is not currently available. The following are the functional components of the site as it relates to employers: • Jobsinowasso.com will allow employers to register and post vacant positions, including detailed information about the position, the company, and salary. • Employers will also have the ability to review resumes of Job Seekers who have registered with the site. • Job postings can include the employer's contact information and email address, as well as an active link to the employer's website. • Registering and posting jobs is free. • All postings will be approved by staff before becoming visible on the site. • Employers can assign their posting to one of 85 different job categories. Job categories have been compared to those listed on a leading national job site, Monster.com, to insure we are inclusive of all anticipated jobs. However, staff has the ability to update this field as requests for more job types are made. The following are the functional components of the site as it relates to applicants: • Applicants will be able to register and submit resumes free of charge. The resumes can be created online or uploaded from the user's computer. Applicants can submit more than one resume, if they desire. • Applicants can select from 116 degree types, as well as basic educational levels and technical training. The degree list includes all of the degrees offered at Oklahoma State University and the University of Oklahoma. • Applicants will be able to search for jobs based on several criteria, as well as save job searches and register to receive email notifications on new postings. Site statistics will provide detailed information on the number of visits to the site, allow easy reporting of the number of applicants and employers registering on the site, and the number of resumes and jobs posted. Special attention has been given to configuring the site to optimize its placement in Internet search engines. Staff will also be submitting a press release to local media announcing the launch of the site. REQUEST: This request is for City Council and OEDA Trustee review of the proposed site. Comments received will be evaluated and every attempt made to include them in the final format. You may access the website at www.iobsinowasso.com . TIMELINE FOR INITIATING THE SITE: At this point, the staff believes the site could "go live" on Wednesday, July 11, 2007. MEMORANDUM TO: THE HONORABLE CHAIR AND TRUSTEES OWASSO ECONOMIC DEVELOPMENT AUTHORITY FROM: RICKEY HAYES DIRECTOR OF ECONOMIC DEVELOPMENT SUBJECT: DIRECTOR'S REPORT DATE: July 9, 2007 CORPORATE OFFICE RELOCATION AND JOB CREATION: The initial cost analysis data for four potential corporate office sites has been completed. This information is being compiled to provide data to site selection consultants in preliminary information packets. Data is being provided to the leading site consulting firms in the corporate relocation market. Creating quality jobs is the primary focus. In the months to come, staff will concentrate on keeping the City of Owasso at the forefront of information being provided to corporate site consultants looking for potential sites in the Tulsa metro area. A new website has been developed to provide local businesses with workforce development support. The site is www.jobsinowasso.com . The site is very user friendly and provides both employers and potential employees an opportunity to exchange information. The website should be online and in use by the end of July. In addition to this web site, the entire City of Owasso website has been overhauled and will be launched this month in its new and improved format. RETAIL DEVELOPMENT: Several new restaurants opened recently in the City of Owasso. Popeye's Chicken will open this week at 86th and US 169. Cracker Barrel is under construction in the Tyann center at this time. IHOP is finally under construction in the Smith Farm Center. Staff is working with multiple groups of developers for significant retail and mixed use projects on several sites in the City. Staff has been in pre - development meetings with developers and engineers, and several national retailers are showing interest in available sites in the 96th Street corridor and in the 116th Street area as well. Development is continuing in the Tyann Center with several retailers under contract for pad sites in the area just west of Home Depot. Aldi and Southern Agriculture are under construction at that location. J.C. Penney and Olive Garden will be under construction at the end of July on the site formerly occupied by Oklahoma Natural Gas. Construction on ONG's new facility at Cherokee Industrial Park will begin around the same time. As you know, Albertsons is closing all their Oklahoma stores. The Owasso location is set to close on August 5th. Staff is working with the owners to get the 55,000 sq. ft. building leased. Several groups are interested in the space. HOTEL DEVELOPMENT: Candlewood Inn Suites is under construction on the north side of 96`h Street west of Lowes and Hampton Inn is under construction on the south end of the Smith Farm complex. The Staubach Company is partnering in the Candlewood deal and is looking into potential expansion for some mixed use development in the area around the hotel. A Marriot Towne Center will begin dirt work in a couple of weeks on the Tyann site just west of Home Depot. The city will benefit from over 300 new rooms and the spin off restaurant and retail that will accompany the hotel construction.
