HomeMy WebLinkAbout1990.07.27_Air Test in Animal Control MemoMEMORANDUM TO: Owasso Sales Tax Watchdog Committee FROM: Rodney J Ray City Manager SUBJECT: Air Quality Test Inside Animal Control Facility DATE: July 27, 1990 On June 28, 1990 we tested the air quality inside the Animal Control Facility. The test was the result of an employee complaint that an "overpowering" odor was present in the facility. Our assumption was that we may have a "methane" gas problem. However, the test revealed that there was an unacceptable level of carbon dioxide (CO2) at 13 %, and that the oxygen level was just above the acceptable level of 18% (18.30 %). As a result of that test, we began testing the facility on a regular basis between June 29th and July 24th. The readings for the test are shown below and are given in the order of the dates of the test. Please note that none of the readings since 6/28/90 indicate the presence of any harmful mix of gas or toxic fumes. In addition to the test listed below, we conducted an additional test on July 18, 1990. The purpose of the additional test was to check the building early in the morning after being sealed overnight. We also desired to conduct a check on the regular tests being conducted. The 7/18/90 test was conducted prior to any other persons being in the facility and indicated that all readings were at an -0- level, except oxygen (22.8 %, very acceptable). It is the staff opinion that these test results clearly indicate that the building provides a safe environment for our employees and citizens. As a result, it is our intention to request that the Watchdog Committee act on a final "project completion" request at your next meeting. All members of the Watchdog Committee are invited to visit the facility at your convenience. Please call Chief Motto or Marcia Boutwell and they will schedule a tour of the building for you. However, to ensure proper documentation, a second test was conducted at 3:00 pm that indicated the retest was valid and air quality was adequate. The meeting is scheduled at 7 p.m., Monday, October 8 in the conference room of city hall. Construction cost on the ani- mal control facility project is $105,000. Any citizen wishing to address the committee regard- ing the animal control facility will be given that opportunity. The Sales Tax, Watchdog Committee encourages citizen input of this nature and values that input for its importance in helping to establish public policy. The duty of the Committee is to accept or reject reports on projects funded by the 1988 bond issue and sales tax extension, and make regular reports to the public regard- ing the status of those pro- jects.
