Call to Order Mr. Sokolosky, Chairman 2. Consideration and appropriate action relating to a request for Trustee approval of the Consent Agenda. All matters listed under "Consent" are considered by the Trustees to be routine and will be enacted by one motion. Any Trustee may, however, remove an item from the Consent Agenda by request. OWASSO ECONOMIC DEVELOPMENT AUTHORITY MINUTES OF REGULAR MEETING Thursday, July 10, 2008 The Owasso Economic Development Authority met in regular session on Thursday, July 10, 2008 in the Main Conference Room at Owasso City Hall per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 5:00 p.m. on Tuesday, July 8, 2008. ITEM 1: CALL TO ORDER & ROLL CALL Chairman Dee Sokolosky called the meeting to order at 10:02AM. PRESENT Dee Sokolosky, Chairman David Charney, Vice Chairman Gary Akin, Secretary Tom Kimball, Trustee Frank Enzbrenner, Trustee (arrives at 10:06am) Steve Cataudella, Trustee A quorum was declared present. ABSENT Bryan Spriggs, Trustee STAFF OTHERS Randy Cowling, Owasso Reporter Chelsea Harkins, Economic Development Director Rodney Ray, OEDA Manager Roger Stevens, Public Works Juliann Stevens, Recording Clerk Eric Wiles, Community Development Director Julie Lombardi, General Counsel Sherry Bishop, Administrative Services Director ITEM 2: ELECTION OF CHAIRMAN. Mr. Cataudella made a motion to elect David Charney as Chairman, seconded by Mr. Kimball. AYE: Sokolosky, Kimball, Cataudella, Charney, Akin NAY: None ABSTAIN: Motion carried 5 -0. ITEM 3: ELECTION OF VICE CHAIRMAN. Mr. Akin made a motion to elect Brian Spriggs as Vice Chairman, seconded by Mr. Kimball. AYE: Akin, Kimball, Sokolosky, Cataudella, Charney NAY: None ABSTAIN: Motion carried 5 -0. Owasso Economic Development Authority July 10, 2008 ITEM 4: ELECTION OF SECRETARY. Mr. Charney made a motion to elect Gary Akin as Secretary, seconded by Mr. Kimball. AYE: Chamey, Kimball, Sokolosky, Cataudella, Akin NAY: None ABSTAIN: None Motion carried 5 -0. ITEM 5: CONSIDERATION AND APPROPRIATE ACTION REALTING TO A REQUEST FOR TRUSTEE APPROVAL OF THE CONSENT AGENDA. A. Approval of minutes of the June 12, 2008 Regular Meeting B. Approval of claims — no claims C. Acceptance of the monthly financial report Mr. Cataudella moved, seconded by Mr. Akin, to approve the consent agenda. AYE: Cataudella, Akin, Chamey, Sokolosky, Kimball, NAY: None ABSTAIN: None Motion carried 5 -0. ITEM 6: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A PROPOSAL ASKING VOTERS WHETHER THE CURRENT EXCISE TAX ASSESSED UPON THE GROSS RECEIPTS DERIVED FROM RENT FOR OCCUPANCY OF HOTEL OR MOTEL ROOMS SHOULD BE INCREASED FROM THREE PERCENT (3 %) TO FIVE PERCENT (5 %). Mr. Enzbrenner arrived at 10:06am. Mr. Ray presented the item and discussion was held regarding the proposed use of excess funds generated from an increase in the Hotel Tax Rate. Mr. Ray proposed the Strong Neighborhood Initiative, a program aimed to invest funds towards the prevention of neighborhood neglect and decline. Mr. Ray explained the city staff's position that a decline in vibrant neighborhoods could hinder the city's attempt to retain current business investment and attract future economic development opportunities. Authority members discussed the item and offered suggestions regarding the proposed use of excess funds. W. Kimball leaves meeting at 11:10am. Suggestions included: an annual review of appropriated and expended funds to determine the effectiveness and necessity of continuing a neighborhood program; excess funds should be used toward more traditional economic development activities, such as incentive programs to attract development. No action was taken on this item. Mr. Ray advised that an item has been placed on the July 15, 2008 City Council agenda to approve Resolution No. 2008 -05 related to the Strong Neighborhood Initiative. ITEM 7: REPORT FROM COMMUNITY DEVELOPMENT DIRECTOR Mr. Wiles reviewed the monthly building permit report and provided information relating to the Planning Commission items heard on July 14, 2008. -2- Owasso Economic Development Authority July 10, 2008 ITEM 8: REPORT FROM PUBLIC WORKS DIRECTOR Mr. Stevens gave a project status report on various capital improvement projects and other Public Works related items. ITEM 9: REPORT FROM ECONOMIC DEVELOPMENT DIRECTOR Ms. Harkins provided an overview of the Director's report presented in the agenda packet and discussed on -going marketing efforts. ITEM 10: REPORT FROM OEDA MANAGER Mr. Ray advised that US 169 widening efforts continue and money has been received for the environmental study. Mr. Ray announced that Roger Stevens has been named Public Works Director. ITEM 11: REPORT FROM OEDA TRUSTEES No report. ITEM 12: NEW BUSINESS None. ITEM 13: ADJOURNMENT Motion made by Mr. Akin, seconded by Mr. Cataudella to adjourn the meeting. At 11:45 am, the meeting was adjourned. Memorial Road - Design began in July 2006 and scheduled for completion by December 2007 - Construction estimate of $4.5 million - to include ROW and utilities - Funding to be provided by ODOT and Tulsa County - Environmental Assessment complete and submitted to ODOT ( Under review) N. 129th East Avenue (76th Street to 96th Street North) - Design completed in July 2007 - Advertisement occurred on July 12, 2007 for a Bid opening on August 13, 2007 - Notice to Proceed issued October 1, 2007 with Substantial Completion (450 calendar Days) scheduled for December 23, 2008 and Final Completion (510 calendar days) scheduled for February 21, 2009 - Re- location of 12" Water line and installation of storm drain structures continue along N 129 E Ave from E 76 St N to E 84 St N began November 1St 2007. - North 129th East Avenue between East 76th Street North and East 80th Street North was closed beginning February 4, 2008. This closure is in support of the North 129th East Avenue Roadway Improvement project. The closure will last approximately sixty (60) days, but could be extended if adverse weather conditions limit construction. Detour routes have been established and detour signage will be present during the closure. The rock base work for the roadway improvements will begin March 10, 2008. - Middle of this week, the concrete placement will begin on the south bound lanes. - North 129th East Avenue from E 76 St N to E 80 St N will be opened for traffic first week of May. - North 129th East Avenue from E 86 PI. N to E 89 St N was opened for traffic August 11, 2008. Construction will resume south of E 86 St N. late this week. FY 2007 -2008 Rehabilitation Project - Design completed in July 2007 - Bid opening for the repair of N. 145th East Avenue (Phase 1) occurred on July 26, 2007. Bids were rejected. - Phase I and Phase II will be combined and will be advertised in September of 2007 - Advertise for Bids on October 4 and 11, 2007 - Pre -Bid October 25, 2007 - Bid opening scheduled for November 5, 2007 - Bid was awarded to Becco Construction on November 20, 2008 - Notice to Proceed scheduled for February 18, 2008. HARKINS DIRECTOR OF ECONOMIC DEVELOPMENT SUBJECT: DIRECTOR'S REPORT DATE: August 14, 2008 CORPORATE RELOCATION AND JOB CREATION BioEDEN, Inc. is still considering the Owasso Business Incubator. BioEDEN, Inc. a Delaware corporation, is an advanced bioscience and technology -based company specializing in banking Stem Cells from children's deciduous teeth for future therapeutic uses. The company currently employs eight scientists and hopes to grow to thirty in the next three years. The company will require a freight elevator at the incubator they choose to locate. Old Central currently does not have an elevator. After exploring grant opportunities, the timeline in which funding would be available for the project is not sufficient to BioEDEN, Inc. needs. We will explore other funding options upon occupancy commitment and approval. Two representatives from the company were scheduled to revisit the facility last month but have rescheduled for a late August /early September visit. Defiance Metal Products is a manufacturing company offering Flexible Manufacturing through metal stamping, metal fabrication, and metal coating. They have locations in Ohio, Arkansas, Pennsylvania and Texas. They have been partnering with the bus plant in Tulsa and are now considering a location in Oklahoma. They are looking at about a 10,000 to 15,000 square foot facility. Staff is exploring location possibilities. Staff will be meeting with representatives from the company again later this month. A representative from the Department of Commerce met with staff for a day of training this month. Training included answering Request for Proposals (RFP), building site location, detail and contact information databases, certification classes, state incentives and recruitment opportunities. RETAIL DEVELOPMENT Smith Farm: Construction has begun on JC Penney, Olive Garden, Carl's Jr., Famous Footwear and Ross Dress For Less. JC Penney has announced an opening date of March 2009. A new restaurant has opened named Baja Jack's Burrito Shack. The Sevens: Tapp Development of Edmond plan to develop a 7 -acre hotel, retail and restaurant complex on the east side of Garnett, south Owasso Expressway. The three restaurant /retail areas have not been announced. Tapp Development/Lot Split: A lot split has been approved for the former Albertson's store. It will be split 70/30 percent. Seventy percent will be a grocery store. Tapp Development is working with the grocer and is working on securing a tenant for the other thirty percent. They are also working on a tenant for the former Albertson's gas station. HOTEL DEVELOPMENT The Hampton Inn is under construction on the south end of Smith Farm. The Marriott Towne Center has begun to rebuild and anticipate opening in March 2009. The Sevens will feature a four -story, 94 -room LaQuinta Inn and Suites by Champion Hotel Development of Oklahoma City. It will be 17,000 square feet on approximately two acres of land.
