1. Call to Order
Mr. Charney, Chairman
2. Consideration and appropriate action relating to a request for Trustee approval of the
Consent Agenda. All matters listed under "Consent" are considered by the Trustees to be
routine and will be enacted by one motion. Any Trustee may, however, remove an item
from the Consent Agenda by request. A motion to adopt the Consent Agenda is non-
debatable.

MINUTES OF REGULAR MEETING
Thursday, September 11, 2008
The Owasso Economic Development Authority met in regular session on Thursday, September
11, 2008 in the Main Conference Room at Owasso City Hall per the Notice of Public Meeting
and Agenda posted on the City Hall bulletin board at 5:00 p.m. on Tuesday, September 9, 2008.
ITEM 1: CALL TO ORDER & ROLL CALL
Chairman Charney called the meeting to order at 10:04AM.

FOR TRUSTEE APPROVAL OF THE CONSENT AGENDA.

Mr. Enzbrenner moved, seconded by Mr. Spriggs, to approve the consent agenda.

ITEM 3: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REQUEST
FOR AN EXECUTIVE SESSION FOR THE PURPOSE OF DISCUSSING THE
PURCHASE OF REAL PROPERTY SUCH EXECUTIVE SESSION PROVIDED
FOR IN O.S. 25, SECTION 307(B)(3).
Mr. Charney called for a motion to enter in to executive session. The motion was
made by Dee Sokolosky and seconded by Gary Akin. Committee members went in
to executive session at 10:14 a.m. and returned from executive session at 10:50 a.m.
ITEM 4: REPORT FROM COMMUNITY DEVELOPMENT DIRECTOR
In the absence of Mr. Wiles, Mr. Ray provided a review of the monthly building
permit report and provided information relating to the Planning Commission items
heard on September 8, 2008.
ITEM 5: REPORT FROM PUBLIC WORKS DIRECTOR
In the absence of Mr. Stevens, Mr. John Feary gave a project status report on various
capital improvement projects and other Public Works related items.
Mr. Charney left the meeting at I1: 00 a.m. Mr. Spriggs assumed Chair at that time.
ITEM 6: REPORT FROM ECONOMIC DEVELOPMENT DIRECTOR
Ms. Harkins provided an overview of the Director's report presented in the agenda
packet and discussed on -going marketing efforts.
ITEM 7: REPORT FROM OEDA MANAGER
Mr. Ray discussed the TTC groundbreaking scheduled for October 22, 2008.
ITEM 8: REPORT FROM OEDA TRUSTEES
No report.
Mr. Kimball left the meeting at I1: 25 a.m.
ITEM 9: NEW BUSINESS
None.
ITEM 10: ADJOURNMENT
Motion made by Mr. Enzbrenner, seconded by Mr. Akins, to adjourn the meeting.
At 11:30 am, the meeting was adjourned.

PROJECTS STATUS REPORT
City of Owasso Public Works Department
October 9, 2008
• E. 86th Street North (Main to N. Memorial Road
- Design began in July 2006 and scheduled for completion by December 2007
- Construction estimate of $4.5 million - to include ROW and utilities
- Funding to be provided by ODOT and Tulsa County
- Environmental Assessment complete and submitted to ODOT
- Right -of -way Acquisition will begin December 2008
- Advertise for bids: February 2009
- Award Contract: March 2009
- Notice to Proceed scheduled for April 2009. Final Completion (360 calendar
days) scheduled for April 2010.
N. 129th East Avenue (76th Street to 96th Street North)
- Design completed in July 2007
- Advertisement occurred on July 12, 2007 for a Bid opening on August 13, 2007
- Notice to Proceed issued October 1, 2007 with Substantial Completion (450
calendar Days) scheduled for December 23, 2008 and Final Completion (510
calendar days) scheduled for February 21, 2009
- Work continues on the South end of the project with completion on North
129 East Avenue between East 76th Street North and East 86 Street North
expected in late December 2008. The drives and approaches to the 6th
Grade center are being improved on weekends. The contractor has already
completed the South bus loop entrance and will shut down the North bus
loop entrance on October 3rd to re -poor. The intersection at 82nd street, on
the East side, will be closed down over the school's fall break from October
15th —2 oth for widening and pavement. Contractor is approximately 60%
complete and still expects a Spring 2009 final completion date.
• FY 2007 -2008 Rehabilitation Proiect
- Design completed in July 2007
- Bid opening for the repair of N. 145th East Avenue (Phase 1) occurred on July 26,
2007. Bids were rejected.
- Phase I and Phase II will be combined and will be advertised in September 2007
- Advertise for Bids on October 4 and 11, 2007
- Pre -Bid October 25, 2007
- Bid opening scheduled for November 5, 2007
- Bid was awarded to Becco Construction on November 20, 2008
- Notice to Proceed scheduled for February 18, 2008. Final Completion (120
calendar days) scheduled for June 18, 2008 (Project is on schedule)
- Clean up work and yard restoration is scheduled for completion on or before
August 1, 2008.
Tulsa County crews returned to Owasso and have completed the overlay on
South Main and the week of 9 -29 -08 through 10 -3 -08 plan on completing the
area around City Hall, 4th Street, 8th Street and start in Elm Creek Addition.
The overlay performed by Tulsa County was completed October 2, 2008.
Main Street Redevelopment
- Funding of $1.1 million provided by Vision 2025
- PSO utility relocation began in October 2006
- Project to be completed by September 2007
- Three -lame configuration with angular parking selected

- Project is 99% complete and is expected to be $2,000 under budget.
- Light pole installation has been delayed by 3 -weeks due to 4 -posts being
installed incorrectly. Thus, the installation is scheduled to occur by the 1St of
October of 2008.
- Light pole installation has been delayed due to AEP /PSO crews responding
to the crisis in South Texas. Thus, the installation is now scheduled to
occur by October 27, 2008.
Wastewater Treatment Plant and 117th Street Lift Station Upgrade
- Design scheduled to be completed by the end September of 2008.
- Public comment period began August 29, 2008 (ODEQ Requirement)
- Public comment period will end October 13, 2008.

City Wide Traffic Signal Enhancement Program
- The two (2) signals on the West side of HWY 169 and East 96 Street North will
be "linked" by September 12, 2008. The remaining two (2) signals on the East
side of HWY 169 will be upgraded by September 30, 2008.
- Beginning in October 2008, traffic study will begin on East 76 and East 86 Street
North Corridors. Study is expected to be complete within 120 days (February
2009).
- Installation of hardware on East 76th St N and East 86 Street North is scheduled
to be complete by June 2009.

CORPORATE RELOCATION AND JOB CREATION
BioEDEN, Inc. is still considering the Owasso Business Incubator. BioEDEN, Inc. a Delaware
corporation, is an advanced bioscience and technology -based company specializing in banking
Stem Cells from children's deciduous teeth for future therapeutic uses. The company currently
employs eight scientists and hopes to grow to thirty in the next three years.
The company will require a freight elevator at the incubator they choose to locate. Old Central
currently does not have an elevator. After exploring grant opportunities, the timeline in which
funding would be available for the project is not sufficient to BioEDEN, Inc. needs. We will
explore other funding options upon occupancy commitment and approval. Two representatives
from the company were scheduled to revisit the facility last month but have rescheduled for a
later date.
Defiance Metal Products is a manufacturing company offering Flexible Manufacturing through
metal stamping, metal fabrication, and metal coating. They have locations in Ohio, Arkansas,
Pennsylvania and Texas. They have been partnering with the bus plant in Tulsa and are now
considering a location in Oklahoma. They are looking at about a 10,000 to 15,000 square foot
facility. Staff is exploring location possibilities and collecting market information.
Tulsa Tech Owasso Campus will have a groundbreaking ceremony on October 22, 2008.
RETAIL DEVELOPMENT
Smith Farm: Construction is ongoing with JC Penney, Olive Garden, Carl's Jr., Famous
Footwear and Ross Dress For Less. JC Penney has announced an opening date of March 2009.
Olive Garden projects opening the first week in December.
The Sevens: Tapp Development of Edmond plan to develop a 7 -acre hotel, retail and restaurant
complex on the east side of Garnett, south Owasso Expressway. The three restaurant /retail areas
have not been announced.
Tapp Development /Lot Split: A lot split has been approved for the former Albertson's store. It
will be split 70/30 percent. Seventy percent will be a Wal -Mart Neighborhood Market. Tapp
Development is working on securing a tenant for the other thirty percent. Tapp has purchased
the neighboring 22,000 square foot Owasso Town Center shopping complex.
Metro Building Supply: Metro Building Supply has purchased the former Hughes Lumber
location on 116th Street North just northwest of the German Corner intersection.
QuikTrip: A QuikTrip convenient store is planned for the northwest corner of 96th & Garnett.
Wings -to -Go restaurant has relocated at Waterford Plaza in their former location under new
ownership and management.
Hibdon's Tires Plus is under construction in Tyann Plaza. Also, the University of Phoenix is
locating in 6,000 square feet of that center.
Walgreens and McDonalds are under construction at Morrow Place, 116th Street N. and HWY
169.
HOTEL DEVELOPMENT
The Hampton Inn is under construction on the south end of Smith Farm. They could open
inNovember.
The Marriott Towne Center is under construction and anticipates opening in March 2009.
The Sevens will feature a four - story, 94 -room LaQuinta Inn and Suites by Champion Hotel
Development of Oklahoma City. It will be 17,000 square feet on approximately two acres of
land.
