Mr. Charney, Chairman
2. Consideration and appropriate action relating to a request for Trustee approval of the
Consent Agenda. All matters listed under "Consent" are considered by the Trustees to be
routine and will be enacted by one motion. Any Trustee may, however, remove an item
from the Consent Agenda by request. A motion to adopt the Consent Agenda is non -
debatable.

MINUTES OF REGULAR MEETING
Thursday, October 9, 2008
The Owasso Economic Development Authority met in regular session on Thursday, October 9,
2008 in the Main Conference Room at Owasso City Hall per the Notice of Public Meeting and
Agenda posted on the City Hall bulletin board at 5:00 p.m. on Monday, October 6 2008.
ITEM 1: CALL TO ORDER & ROLL CALL
Vice Chairman Spriggs called the meeting to order at 10:01AM.

ITEM 3: REPORT FROM COMMUNITY DEVELOPMENT DIRECTOR
Mr. Wiles provided a review of the September building permit report and provided
information relating to the Planning Commission items to be heard on October 13,
2008.
ITEM 4: REPORT FROM PUBLIC WORKS DIRECTOR
Mr. Kimball arrives at 10:03am. Mr. Stevens gave a project status report on various
capital improvement projects and other Public Works related items.
ITEM 5: REPORT FROM ECONOMIC DEVELOPMENT DIRECTOR
Ms. Harkins provided an overview of the Director's report presented in the agenda
packet.
ITEM 6: REPORT FROM OEDA MANAGER
Mr. Ray discussed various items to include overview of restaurant statistics for
Owasso, the Tulsa Tech Groundbreaking, and the municipal bond market.
ITEM 7: REPORT FROM OEDA TRUSTEES
Mr. Sokolosky and Mr. Enzbrenner discussed factors contributing to the country's
current financial crisis. Mr. Kimball left the meeting at 11:1 Oa. m.
ITEM 8: NEW BUSINESS
None.
ITEM 9: ADJOURNMENT
Motion made by Mr. Cataudella, seconded by Mr. Enzbrenner, to adjourn the
meeting. At 11:20 am, the meeting was adjourned.

calendar Days) scheduled for December 23, 2008 and Final Completion (510
calendar days) scheduled for February 21, 2009
- Work continues on the South end of the project with completion on North
129 East Avenue between East 76 Street North and East 86 Street North
expected in late December 2008. The intersection improvements at North
128 East Avenue have been completed. The intersection at 82nd street, on
the West side, will be closed down from November 10 — 20 for pavement
improvements. Contractor is approximately 65% complete and still expects
a Spring 2009 final completion date.
• Main Street Redevelopment
- Project is 100% complete and construction cost was $6,000 under budget.
- Light pole installation began November 3 and scheduled to be complete by
November 11.
Wastewater Treatment Plant and 117th Street Lift Station Upgrade

• City Wide Traffic Signal Enhancement Program
- The signals on the West and East side of HWY 169 and East 96th Street
North are "linked ".
Beginning in October 2008, traffic study began on East 76 and East 86 Street
North Corridors. Study is expected to be complete within 120 days (February
2009).
Installation of hardware on East 76th St N and East 86th Street North is scheduled
to be complete by June 2009.

CORPORATE RELOCATION AND JOB CREATION
BioEDEN, Inc. is still considering the Owasso Business Incubator. BioEDEN, Inc. a Delaware
corporation, is an advanced bioscience and technology -based company specializing in banking
Stem Cells from children's deciduous teeth for future therapeutic uses. The company currently
employs eight scientists and hopes to grow to thirty in the next three years.
Company representatives have been traveling abroad to finalize funding. Staff will be meeting
with them in December.
Defiance Metal Products is a manufacturing company offering Flexible Manufacturing through
metal stamping, metal fabrication, and metal coating. They have locations in Ohio, Arkansas,
Pennsylvania and Texas. They have been partnering with the bus plant in Tulsa and are now
considering a location in Oklahoma. They are looking at about a 10,000 to 15,000 square foot
facility. Staff is exploring location possibilities and collecting market information.
Tulsa Tech Owasso Campus had their groundbreaking ceremony on October 22, 2008. This will
bring many new jobs to Owasso as well as advanced educational opportunities.
Last month, the nation's unemployment rate climbed to a high of 6.5 percent. Oklahoma has
appeared to be padded from the national decline. This part of the country will begin to feel the
impact from the downturn, but not to the degree of the national level. The August unemployment
rate in Tulsa was 3.8 percent, reflecting a tight labor market in which the demand exceeds supply
for technology -based trained workers in engineering, computer and engineering technology,
drafting and design; certified tradesmen in welding and electrical contracting; and business
services such as accounting and informational systems design. The forecasted unemployment
rate for the Tulsa MSA is 3.4 percent in 2008 and 3.6 percent in 2009, reflecting a continued
tight labor market and the need to attract new employment to the area (Bob Ball, Economic
Research, Tulsa Metro Chamber).
RETAIL DEVELOPMENT
Smith Farm: Construction is ongoing with JC Penney, Olive Garden, Carl's Jr., Famous
Footwear and Ross Dress For Less. We will be posting pictures of the construction progression
on our website next week.
JC Penney has announced an opening date of March 2009. Olive Garden still projects opening
the first week in December.
The Sevens: Tapp Development of Edmond plan to develop a 7 -acre hotel, retail and restaurant
complex on the east side of Garnett, south Owasso Expressway. The three restaurant/retail areas
have not been announced.
Tapp Development/Lot Split: A lot split has been approved for the former Albertson's store. It
will be split 70/30 percent. Seventy percent will be a Wal -Mart Neighborhood Market. Tapp
Development is working on securing a tenant for the other thirty percent. Tapp has purchased
the neighboring 22,000 square foot Owasso Town Center shopping complex.
QuikTrip: A QuikTrip convenient store is planned for the northwest corner of 96th & Garnett.
Hibdon's Tires Plus is under construction in Tyann Plaza. Also, the University of Phoenix is
locating in 6,000 square feet of that center.
Walgreens and McDonalds are under construction at Morrow Place, 116th Street N. and HWY
169.
HOTEL DEVELOPMENT
The Hampton Inn is under construction on the south end of Smith Farm. They could open in
early 2009.
The Marriott Towne Center is under construction and anticipates opening in Spring 2009.
The Sevens will feature a four - story, 94 -room LaQuinta Inn and Suites by Champion Hotel
Development of Oklahoma City. It will be 17,000 square feet on approximately two acres of
land.
ECONOMIC DEVELOPMENT NOTABLES
Holly Trolley: The City of Owasso Holly Trolley will offer free rides to the public around major
retail areas during the holiday shopping season. It will allow shoppers to park in one location;
take the Trolley to shop and then return to their car free of hassle.
The Holly Trolley will begin operation on Friday, November 28, 2008 from 9 AM to 9 PM. It
will continue to operate every Saturday (9 AM to 9 PM) and Sunday (12 PM to 7 PM) from
November 29 through December 21, 2008.
2009 Owasso Economic Summit: Dr. Mark Snead from the Oklahoma State University Spear's
School of Business will reveal the economic forecast for the area at the first Owasso Economic
Summit on Friday, February 6, 2009 at the Bailey Education Foundation at Bailey Medical
Center.
Snead will be the keynote speaker at the event. The research is provided as a tool to enhance
business and economic development in the region.
The Summit will also feature three interactive panels on the subjects of banking and finance;
marketing businesses; and workforce and education. Panelists will be from the local, regional
and state business sectors.
Registration and check in is at 7:30 a.m. The program will begin at 8:00 a.m. Each panel will
present their subject with question and answer time. The lunch will begin at 12:00 p.m. featuring
Dr. Snead. The cost is $20 per person.
