1. Call to Order
Mr. Charney, Chairman
2. Consideration and appropriate action relating to a request for Trustee approval of the
Consent Agenda. All matters listed under "Consent" are considered by the Trustees to be
routine and will be enacted by one motion. Any Trustee may, however, remove an item
from the Consent Agenda by request. A motion to adopt the Consent Agenda is non-
debatable.

MINUTES OF REGULAR MEETING
Thursday, November 13, 2008
The Owasso Economic Development Authority met in regular session on Thursday, November
13, 2008 in the Main Conference Room at Owasso City Hall per the Notice of Public Meeting
and Agenda posted on the City Hall bulletin board at 5:00 PM on Friday, November 7, 2008.
ITEM 1: CALL TO ORDER & ROLL CALL
Chairman Charney called the meeting to order at 10:01AM.

Tom Kimball, Trustee — arrived at 10:03 AM, out at 11:15 AM

ITEM 2: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REQUEST
FOR TRUSTEE APPROVAL OF THE CONSENT AGENDA.

ITEM 3: REPORT FROM COMMUNITY DEVELOPMENT DIRECTOR
Mr. Wiles provided a review of the October building permit report and provided
information relating to the Planning Commission items reviewed on November 10,
2008.
ITEM 4: REPORT FROM PUBLIC WORKS DIRECTOR
Mr. Feary gave a project status report on various capital improvement projects and
other Public Works related items.
ITEM 5: REPORT FROM ECONOMIC DEVELOPMENT DIRECTOR
Ms. Harkins provided an overview of the Director's report presented in the agenda
packet.
ITEM 6: REPORT FROM OEDA MANAGER
Mr. Ray discussed various items to include a TTC update, information on Security
Alarms and the impact of the Police Department ordinance regulating them one year
later, Existing Business and Economic Development leads, as well as a potential Ad
Valorem Quality of Life Initiative.
ITEM 7: REPORT FROM OEDA TRUSTEES
Mr. Sokolosky had a question regarding a letter of credit fee relating to an invoice
from Arvest Bank.
ITEM 8: NEW BUSINESS
None.
ITEM 9: ADJOURNMENT
Motion made by Mr. Cataudella, seconded by Dr. Spriggs, to adjourn the meeting. At
11:40 AM, the meeting was adjourned.

E. 86th Street North (Main to N. Memorial Road)
- Design began in July 2006 and was completed in August 2008.
- Cost estimate for ROW, utilities and construction totals of $6.3 million
- Funding to be provided by ODOT and Tulsa County
- Environmental Assessment complete and submitted to ODOT
- Environmental Assessment is scheduled to be complete by December 2008
- Right -of -way Acquisition will begin January 2009
- Utility Relocation is scheduled to be complete by July 2009

- Award Contract: July 2009
- Notice to Proceed scheduled for August 2009. Final Completion (360 calendar
days) scheduled for August 2010.
N. 129th East Avenue 76th Street to 96th Street North
- Design completed in July 2007
- Advertisement occurred on July 12, 2007 for a Bid opening on August 13, 2007
- Notice to Proceed issued October 1, 2007 with Substantial Completion (450
calendar Days) scheduled for December 23, 2008 and Final Completion (510
calendar days) scheduled for February 21, 2009
- North 129 East Avenue Street improvements are still under way and
scheduled for a late spring 2009 completion. Contractor is scheduled to be
complete with south end of the project and move back to the north end of
the high school by the end of January 2009.
• Main Street Redevelopment
- Main Street lighting is up an energized with all lights operational except
one and we are waiting on the globe to be replaced that was cracked in
shipping. The remainder of the banner arms en route and should be
installed in January.
Wastewater Treatment Plant and 117th Street Lift Station Ugarade
Design completed in September 2008.
Public comment period began August 29, 2008 (ODEQ Requirement)
Public comment period ended October 13, 2008.

City Wide Traffic Signal Enhancement Program
- The signals on the West and East side of HWY 169 and East 96 Street North are
"linked ".
- Beginning in October 2008, traffic study began on East 76 and East 86 Street
North Corridors. Study is expected to be complete within 120 days (February
2009).
- Installation of hardware on East 76 St N and East 86 Street North is scheduled to
be complete by June 2009.
- The collection of traffic data has been completed. Currently, the consultant
is reviewing this data and is still scheduled to have City staff a report in
hand by mid - February of 2009.

CORPORATE RELOCATION AND JOB CREATION
BioEDEN, Inc. revisited the Owasso Business Incubator on Tuesday, December 2, 2008. The
Delaware corporation, is an advanced bioscience and technology -based company specializing in
banking Stem Cells from children's deciduous teeth for future therapeutic uses. The company
currently employs eight scientists and hopes to grow to thirty in the next three years.
Company representatives have been traveling abroad and finalized funding. Staff is working
with the Oklahoma Department of Commerce to evaluate eligibility for incentives and programs.
RETAIL DEVELOPMENT
Smith Farm: Construction is ongoing with JC Penney, Olive Garden, Carl's Jr., Famous
Footwear and Ross Dress For Less.
JC Penney has announced an opening date of March 2009. They are conducting a mass hiring
event in January to hire about 140 associates at that time to start within a window of immediate
to just a couple weeks from opening. We will be assisting them in their Grand Opening
Ceremony.
Olive Garden has opened. This week they are open for dinner and beginning next Monday,
December 15, 2008 they will be open for lunch as well.
The Sevens: Tapp Development of Edmond plan to develop a 7 -acre hotel, retail and restaurant
complex on the east side of Garnett, south Owasso Expressway. The three restaurant /retail areas
have not been announced.
Tapp Development /Lot Split: A lot split has been approved for the former Albertson's store. It
will be split 70/30 percent. Seventy percent will be a Wal -Mart Neighborhood Market. Tapp
Development is working on securing a tenant for the other thirty percent. Tapp has purchased
the neighboring 22,000 square foot Owasso Town Center shopping complex. Fencing has gone
up around the former Albertsons as they have begun working inside the building.
QuikTrip: A QuikTrip convenient store has begun locating on the northwest corner of 96th &
Garnett.
Hibdon's Tires Plus is under construction in Tyann Plaza. Also, the University of Phoenix is
locating in 6,000 square feet of that center.
Walgreens and McDonalds are under construction at Morrow Place, 116th Street N. and HWY
169.
HOTEL DEVELOPMENT
The Hampton Inn is wrapping up construction on the south end of Smith Farm. They could open
in early 2009.
The Marriott Towne Center is under construction and anticipates opening in Spring 2009.
The Sevens will feature a four - story, 94 -room LaQuinta Inn and Suites by Champion Hotel
Development of Oklahoma City. It will be 17,000 square feet on approximately two acres of
land.
ECONOMIC DEVELOPMENT NOTABLES
Holly Trolley: The City of Owasso Holly Trolley offers free rides to the public around major
retail areas during the holiday shopping season. It allows shoppers to park in one location; take
the Trolley to shop and then return to their car free of hassle.
The Holly Trolley began operation on Friday, November 28, 2008. It continues to operate every
Saturday (9 AM to 9 PM) and Sunday (12 PM to 7 PM) through December 21, 2008.
2009 Owasso Economic Summit: Dr. Mark Snead from the Oklahoma State University Spear's
School of Business will reveal the economic forecast for the area at the first Owasso Economic
Summit on Friday, February 6, 2009 at the Bailey Education Foundation at Bailey Medical
Center.
Snead will be the keynote speaker at the event. The research is provided as a tool to enhance
business and economic development in the region.
The Summit will also feature three interactive panels on the subjects of banking and finance;
marketing businesses; and workforce and education. Panelists will be from the local, regional
and state business sectors.
Registration and check in is at 7:30 a.m. The program will begin at 8:00 a.m. Each panel will
present their subject with question and answer time. The lunch will begin at 12:00 p.m. featuring
Dr. Snead. The cost is $25 per person.
