Adjournment MEMORANDUM TO: BOARD OF ADJUSTMENT CITY OF OWASSO FROM: LARISSA DARNABY CITY PLANNER SUBJECT: OBOA- 08 -13, A REQUEST FOR A SPECIAL EXCEPTION TO ALLOW A CHURCH TO LOCATE ON A PROPERTY ZONED AG (AGRICULTURE). DATE: DECEMBER 16, 2008 BACKGROUND: The City of Owasso has received an application for a special exception to allow a Church Facility to be constructed on property zoned AG (Agriculture), located at 13918 and 14008 East 96"' Street North. PROPERTY CHARACTERISTICS: The property is located on the south side of East 96" Street North and about a half of a mile east of North 129" East Avenue. The property is currently zoned AG (Agriculture) and is developed with a single - family residential structure. The site is bordered to the south, east, and west by large lot residential structures, and to the north lies East 96' Street North. ANALYSIS: The subject property, as stated, is undeveloped and contains approximately 11.5 acres of land. It is the intent of Life Church to construct a one story church facility on the site. The case was brought before the Owasso Board of Adjustment on November 17, 2008. At that time the item was tabled to facilitate discussion between abutting homeowners and the future developing team. Items of concern were drainage, location of the trash container, parking, buffering, and the overall design of the structure. The architect has met with the homeowners privately and redrawn elevations in an effort to make the development more compatible with adjacent uses. The property is surrounded by single - family residences. The original design of the building was modern, with arched rooflines and metal facades. The architect, after surveying the area, redesigned the structure to have Mansard roofing and a mix of rock and EIFS building materials. The staff has evaluated the request, and finds that approval of the variance will not result in any detrimental impact on the surrounding area. Staff does believe those abutting the property should have significant input on the case, and the architect has show a desire to keep their interests in mind. Any development that occurs on the subject property must adhere to all subdivision, zoning and engineering requirements including, but not limited to, paved streets and sidewalks. The proposed development will require no significant expansion of utilities or infrastructure. Staff published legal notice of the Special Exception Request in the Owasso Reporter and letters of notification were mailed to property owners within a 300' radius.
