OWASSO ECONOMIC DEVELOPMENT AUTHORITY MINUTES OF SPECIAL MEETING Thursday, April 6, 2006 The Owasso Economic Development Authority met in special session on Thursday, April 6, 2006 at the Disney Early Childhood Development Center at 11610 E 251h Street, Tulsa, Oklahoma per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 5:00 p.m. on Wednesday, March 15, 2006. ITEM 1: CALL TO ORDER & ROLL CALL Chairman Frank Enzbrenner called the meeting to order at 9:30am, members present received a tour of the Development Center. PRESENT Frank Enzbrenner, Chairman Dee Sokolosky, Vice Chairman Gary Akin, Secretary Steve Cataudella, Trustee Tom Kimball, Trustee David Charney, Trustee Ray Thomas, Trustee A quorum was declared present. ABSENT None OTHERS Randy Cowling, Owasso Reporter Karen Calhoun, Development Center Annie Kopelvanhinken, Kaiser Foundation Mimi Tarrasch, Family&Children's Services STAFF Rodney J. Ray, City Manager Juliann Stevens, Administrative Assistant Sherry Bishop, Finance Department Rickey Hayes, Economic Development Director ITEM 2: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REOUEST FOR TRUSTEE APPROVAL OF THE CONSENT AGENDA. A. Approval of minutes of the February 9, 2006 Regular Meeting and the February 22, 2006 Special Meeting. B. Approval of Claims. Mr. Kimball moved, seconded by Mr. Charney to approve the consent agenda. AYE: Kimball, Charney, Akin, Enzbrenner, Cataudella, Thomas, Sokolosky NAY: None ABSTAIN: None Motion carried 7-0. ITEM 3: PRESENTATION OF FINANCIAL REPORT. After a review of the attached report, no questions were asked of Ms. Bishop. Owasso Economic Development Authority January 12, 2006 ITEM 4: UPDATE FROM ECONOMIC DEVELOPMENT DIRECTOR After a review of the attached report, no questions were asked of Mr. Hayes. Mr. Hayes distributed copies of the project status report from the Public Works Department. ITEM 5: REPORT FROM OEDA MANAGER Mr. Ray discussed various aspects of the Disney Childhood Development Center, including questions to Center representatives. ITEM 6: NEW BUSINESS None ITEM 7: ADJOURNMENT Motion made by Mr. Kimball, seconded by Mr. Charney to adjourn. At 11:25 am, the meeting was adjourned. Steak and Shake, Logan's Roadhouse, Lone Star Steakhouse, Camilles Sidewalk Cafe, and Starbucks are under construction and will be opening soon. Best Buy is also under construction at this time and is slated for an October 06 opening. Construction continues on an auto parts retailer at 86`h and Garnett, and several new retail and office projects will begin construction in the next few weeks. In that mix are several hotels, IHOP, and another national restaurant. I was in meetings in Dallas this week concerning retail projects and will attend the ICSC Convention the week of May 21-24 at the Las Vegas convention center. Several meetings are already set up with retailers who are looking to locate on various commercial properties in Owasso. I am in contact with several corporate site selection consultants as we begin to gear up for the next phase of our overall economic development vision. Job creation and the relocation of small and medium regional offices will be our target group in the months to come. New internet and printed marketing material targets corporate office relocation, and is geared to answer specific information needs of corporate site consultants. Several office and mixed use developments are expected in the commercial properties adjacent to both hospital projects. Hospital construction continues on both sites and both groups are reporting that the weather has expedited construction timing to the point that we may see openings ahead of schedule.
