Consent Agenda. All matters listed under "Consent" are considered by the Trustees to be
routine and will be enacted by one motion. Any Trustee may, however, remove an item
from the Consent Agenda by request. A motion to adopt the Consent Agenda is non -
debatable.

Thursday, May 11, 2006
The Owasso Economic Development Authority met in regular session on Thursday, May 11,
2006 in the Main Conference Room at Owasso City Hall per the Notice of Public Meeting and
Agenda posted on the City Hall bulletin board at 5:00 p.m. on Tuesday, May 2, 2006.

a correction to the April 6, 2006 meeting minutes, to wit: ABSENT from the April 6,

ITEM 3: REQUEST FROM BAILEY MEDICAL CENTER TO PROVIDE A STATUS
REPORT TO THE OEDA.
Ms. Bobbie Kale provided a construction update and Mr. Dale Harris discussed the
Redi-Clinic partnership with Wal-Mart Stores.
ITEM 4: PRESENTATION OF FINANCIAL REPORT.
Ms. Bishop was absent from the meeting. Upon review of the attached report, no
questions were asked.
ITEM 5: UPDATE FROM ECONOMIC DEVELOPMENT DIRECTOR
Mr. Hayes reviewed the attached report and provided information regarding the ICSC
convention.
ITEM 6: REPORT FROM OEDA MANAGER
Due to the absence of Mr. Ray, no report was given.

SUBJECT: DIRECTOR'S REPORT
DATE: June 5, 2006
Logan's Roadhouse and Starbucks are under construction and will be opening soon. Best Buy is
also under construction at this time and is slated for an October 06 opening. Steak and Shake,
Lone Star Steakhouse, and several hotel / restaurant units are scheduled to begin site work soon.
Construction continues on an auto parts retailer at 86"' and Garnett, and several new retail and
office projects will begin construction in the next few weeks.
I attended the ICSC Convention the week of May 21-24 at the Las Vegas convention center. I
met with several retailers who are looking to locate on various commercial properties in Owasso.
I believe that from these meetings the City of Owasso can look forward to several new retail
outlets in the near future. Major big box retailers including sporting goods, bookstores, clothing
outlets, and restaurants were represented in the meetings.
I am in contact with several corporate site selection consultants as we begin to gear up for the
next phase of our overall economic development vision. Job creation and the relocation of small
and medium regional offices will be our target group in the months to come. New internet and
printed marketing material targets corporate office relocation, and is geared to answer specific
information needs of corporate site consultants.
Several office and mixed use developments are expected in the commercial properties adjacent
to both hospital projects. Hospital construction continues on both sites and both groups are
reporting that the weather has expedited construction timing to the point that we may see
openings ahead of schedule.

important to the success of our efforts.

SUBJECT: FISCAL YEAR 2006-2007 BUDGET
DATE: June 5, 2006
BACKGROUND:
The proposed budget for fiscal year 2006-2007 was presented to the OEDA Trustees for review at
the May meeting. As a Title 60 Public Trust, the OEDA is required to file an annual budget with
its beneficiary, the City of Owasso. The budget or appropriation for a public trust is not a legal
restriction on the expenditure of funds as it is for a municipality.
The FY 2007 budget includes quarterly principal payments from Vanguard as revenue. The
quarterly principal and interest payments on the OEDA's Revenue Anticipation Note to the City
of Owasso are included as expenses.
RECOMMENDATION:
Staff recommends OEDA Trustee approval of the attached budget proposal for fiscal year 2006-
2007 with estimated revenues of $400,300 and total appropriations of $420,254.
