Consideration and Appropriate Action Relating to a Request to Award a Contract for the Purchase of Water Meters. Mr Carr Attachment #8 Staff has completed the bidding process, reviewed the bids received, and will recommend a contract be awarded to Water Products, Owasso, OK for the purchase of water meters consistent with bid specifications, at a cost of $75.00 per 5/8" X 3/4" meter and $138.00 per 1 " meter; and for Trustee authorization for the payment of $20,130 for the bulk purchase of 250 5/8" X 3/4" meters and 10 1 " meters. ROBERT CARR PUBLIC WORKS DIRECTOR SUBJECT: DATE: REQUEST TO AWARD CONTRACT FOR RESIDENTIAL REFUSE COLLECTION CONTAINERS October 10, 1994 BACKGROUND: Annually, the Owasso Public Works Authority solicits bids for the purchase of carts to be used in the residential refuse collection program. The plastic cart collection system has proven to be successful and cost - effective by providing a uniform container that is sturdy, easily identifiable and is compatible with the one -man per route side - loading refuse collection vehicle system. Through the bid process, the city has been able to obtain a consistent price per cart unit and maintain a supply of carts for replacement needs and to supply new customers. Staff solicited bids for the bulk purchase of green refuse carts for use in residential trash collection and red carts for use by yardwaste separation customers. The specifications (see attachment) requested a unit price bid for each color of 90- gallon cart. The carts will be ordered in a minimum of fifty (50) unit quantities. The bid price per cart and the price of replacement parts is guaranteed for any orders placed until June 30, 1995. The proposed contract guarantees a fixed price for FY 94 -95, regardless of the number of carts ordered. Therefore, staff will not request Trustee approval for the purchase of carts again until next fiscal year. Payment for a bulk purchase must be approved by the Trustees. Following publication of the notice to bid and mailing of the bid packet to 10 prospective bidders, three actual bids were received by the bid date of October 6, 1994. The brochures provided with the bid submittal showing the cart specifications for their product were not consistent with the requirement that "...the tub bottom of the cart is to be a minimum of six (6) inches above the ground and protected" (specification item number 6). Similar carts had been bid in 1993 and rejected for not meeting bid ' specifications. Williams Refuse Equipment Co., Inc. submitted a bid based on the Poly -Cart 2000, which meets the required specifications. These carts are presently being used in the Owasso collection system. RECOMMENDATION• Staff recommends Trustee award of the residential refuse collection container (polycart) contract to Williams Refuse Equipment Co., Inc., Owasso, Oklahoma for a time period through June 30, 1995 to supply residential refuse containers consistent with bid specifications at a cost of $59.00 per green cart and $61.00 per red cart and for Trustee authorization for the payment of $5,900 for the purchase of an initial order of 100 green carts. GENERAL DESCRIPTION: Water meters to be furnished under this specification will be magnetic drive, permanently sealed register, positive displacement type meters more specifically described in other parts of this specifications. DELIVERY OF ITEMS: Items to be furnished under this specification are to be delivered to the City of Owasso Water Division offices at the Wastewater Treatment Facility. Bottom caps shall be interchangeable, size for size, between frost - protected cast iron and non - frost - protected (bronze) models. No meters utilizing frost plugs will be accepted. Frost- protected meters shall have a cast iron bottom cap. Non -frost protected meters shall have bronze or synthetic polymer bottom caps. Registers shall be secured to the maincase by means of a plastic tamper -proof seal to allow for in -line service replacement. Seal screws are not accepted. MEASURING CHAMBER: The measuring chamber shall be of a 2 -piece snap joint type. The chamber shall be made of non- hydrolyzing synthetic polymer, shall be smoothly and accurately machined and shall contain a removable molded diaphragm of the same material as that of the chamber. No screws shall be used to secure the chamber together. The control block assembly shall be removable to facilitate repairing and allow for a greater disc socket wear surface for increase longevity. Control block assemblies shall be designed as not to allow any magnetic slippage which would result in a loss of revenue. ' The measuring chamber outlet port shall be sealed to the maincase outlet port by means of an "O" ring gasket to eliminate any chamber leak paths. The chamber is a nutating disc type, the flat nutating disc shall be one piece construction molded of a non - hydrolyzing synthetic polymer and shall contain a type 316 stainless steel spindle. The nutating disc shall be equipped with a synthetic polymer thrust roller located within the disc slot. The roller head shall roll on the buttressed track provided by the diaphragm in the measuring chamber near the chambers outport. ROBERT CARR ' PUBLIC WORKS DIRECT?$ SUBJECT: UPDATE EXISTING WATER DISTRIBUTION MODEL BY INCOG IDATE: October 11, 1994 IBACKGROUND: As a result of our buyout of a portion of the Rogers County Rural Water District #3, the customers from the Rogers County system were transferred to the system operated by the City of Owasso on September 2nd. Prior to the transfer, Rogers County had been pumping water to its customers at pressures in the range of 70 -80 psi. Following the change to our system, these same customers have had pressures in the range of 40 -45 psi. Although the present water ' pressures to these customers is well above the minimum required by the Oklahoma Department of Environmental Quality, the level of service expected by these customers has decreased and we have been receiving numerous complaints. Public Works staff has been evaluating methods to quickly correct this problem. Selection of the most appropriate solution is dependent upon information pertaining to the overall water A distribution system. The information is obtained through use of the water system model that is current maintained at the Indian Nations Council of Governments (INCOG). To evaluate the present conditions, however, the water network model needs to be updated. dW The City of Owasso water distribution system initially was computer modeled in 1988 by Tuttle and Associates under a contract administered by INCOG. Subsequent to the initial modeling, INCOG has included data for development until early in 1993. (Note: The last modeling was conducted to assess the effects on water pressures as a result of development in the vicinity of Mills School.) MODEL UPDATE: INCOG has reviewed the status of the model information and has identified areas that need to be included to update the pipeline locations and demands since the last time the model was used. Development growth and water system demands affect the ability to distribute water; therefore, accurate use of the model is dependent upon using current data. As proposed, the model needs to be updated to include various subdivisions that are not now reflected in the piping configuration. The areas to be included are: Copper Meadows I, Copper Meadows II, Windsor Lake I, Windsor Lake II, Camden Park, Barrington Pointe, Brentwood, Central Park, Bailey Ranch Estates, and the acquired area from Rogers County Rural Water District #3. ALTERNATIVES TO BE EVALUATED: Once the model has been updated and verified using actual system pressures, alternatives for system improvements can be evaluated. Some of the potential solutions INCOG has been asked to evaluate include extending a 12 -inch water line along 96th Street North from 129th E. Avenue, providing a pump to increase pressure in the higher elevation area, modification of operational procedures to provide additional pressure from the City of Tulsa system, and interconnections with Washington and /or Rogers county rural Water Districts. WATER DISTRIBUTION MODELING AGREEMENT: Attached is a copy of an agreement between the City of Owasso and INCOG for services to update the model. The scope of work is consistent with our present needs. INCOG estimates that the work items will require approximately 40 man- hours. Compensation is projected to be an amount not to exceed $1,800.00. FUNDING: The FY 94 -95 Water Division budget for Professional & Technical Services has included $3,600.00 (Line Item 61- 520 - 5310), which is sufficient funds for this expenditure. It was anticipated that the existing computer model would be utilized to review impacts on our water distribution system. RECOMMENDATION: Staff recommends the Trustees approve the Agreement with the Indian Nations Council of Governments to update the existing water distribution model in an amount not to exceed $1,800.00. ATTACHMENT: 1. Water Distribution Modeling Agreement IWATER DISTRIBUTION MODELING AGREEMENT This Agreement is entered into by and between the City of Owasso, an municipal corporation ( "Owasso ") , and the Indian Nations Council of Governments ( "INCOG "). ' In consideration of the mutual promises and obligations contained herein, the parties do hereby agree as follows: SCOPE OF SERVICES INCOG shall update the existing Owasso water distribution model. The model shall be updated using the KYPIPE model and the update shall accomplish the following tasks: 1. Obtain from Owasso the water line improvement plans for the following areas within Owasso: ' • Copper Meadows I, • Copper Meadows II, • Windsor Lake I, • Windsor Lake II, • Camden Park, ' • Barrington Place, • Central Park, and • Newly acquired area along 96th Street from RWD #3. a 2. Update the model input data. 3. Model the updated current peak day and peak hour demand. 4. Use the updated models to identify deficiencies in the Owasso water distribution system, primarily to determine why the newly acquired area along 96th Street are reporting low water pressure, and recommend alternative solutions. ' 5. Provide Owasso a preliminary report, for review and comment. The preliminary report shall detail the updated analysis, discuss the improvement alternatives, and recommend an improvement alternative. The preliminary report shall also update the mylar maps showing the KYPIPE model. INCOG shall revise the preliminary report as needed and submit the final report to Owasso. COMPENSATION ' Owasso agrees to compensate INCOG an amount not to exceed ONE THOUSAND EIGHT HUNDRED DOLLARS AND NO CENTS ($1,800.00). Payment from Owasso shall be made in monthly installments, after receipt of an invoice from INCOG. 1 DURATION /TERMINATION This agreement shall be effective for six months following receipt of Owasso's notice to proceed.
