Adjournment ' OWASSO PUBLIC WORKS AUTHORITY MINUTES OF REGULAR MEETING Tuesday, August 2, 1994 The Owasso Public Works Authority met in regular session on Tuesday, August 2, 1994 in the Council Chambers at the Owasso Community Center per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 4:00 p.m. on Friday, July 29, 1994. At the meeting on June 7, 1994, the Trustees of the Owasso Public Works Authority approved the solicitation of bids for the replacement and upgrading of approximately 15,000 linear feet of 6 -, 4 -, and 2 -inch cast iron water lines with 6- and 4 -inch AWWA C -900 polyvinylchloride (PVC) piping in the older sections of town. Bids for the project were received on July 14, 1994 at City Hall. During the review of the bids, staff had concerns related to the seemingly large difference of $117,666 between the apparent low bid (provided by Matrix Service, Inc.) and the second lowest bid (provided by Jepco). As the review progressed, some additional questions as to the ability of the firm to adequately perform the required services were raised. Staff instructed NOVA Engineering, Inc. to evaluate the bids and provide a recommendation for award. References of the second and third apparent lowest bidders were evaluated. NOVA indicated that either bidder possesses extensive experience and would satisfy the City of Owasso with their quality of work. As a result of the above, staff does not believe it is in the best interests of the City of Owasso to award the contract to Matrix Services, Inc. The experience and references of Jepco, the second low bidder, appear to be better suited to the quality completion of this project. The Jepco bid was $488,028.40. The Engineer's Estimate for the project was $515,789.30. During the review of the bids, staff had concerns related to the seemingly large difference of $117,666 between the apparent low bid (provided by Matrix Service, Inc.) and the second lowest bid (provided by Jepco). As the review progressed, some additional questions as to the ability of the firm to adequately perform the required services were raised. The "Statement of Bidder's Qualifications" form included in the Matrix Services, Inc. bid contract documents did not provide sufficient detail to enable us to locate listed references. Further investigation indicated that the similar project experience listed on the form were for the company estimator and not the firm itself. Although the company has been in existence for some time, they have only recently started to perform utilities construction and have not had many completed projects to report. On July 19, 1994, the city received a facsimile transmission (copy attached) from Matrix Service, Inc. requesting that they be "disqualified" from their bid. They reported that there were several discrepancies that were encountered after the bid. If they were awarded the contract, they would fulfill their obligation to the city, but will request a substantial increase in the bid amount. Page 2 Water Line Replacement Project - Award of Contract Staff instructed NOVA Engineering , Inc. to evaluate the bids and provide a recommendation for award.
