Bid packets for this item were mailed to five vendors, with two bids being received. The lowest bidder for the bulk purchase of 168 replacement lamps was Infilco Degremont Inc, Richmond, VA. "Multi - dial" meters were the first meters set in Owasso and are being replaced by more modern meters as the older ones wear out. Price quotes were obtained from three suppliers, with the lowest quote being $1325. Councilor Bowen commented that it might be more economical to determine how many of the old style meters remain and bid out more than one at a time. Because of that realignment, it was necessary to obtain an additional utility easement from a property owner in order to obtain access to the main line. The property owner was receptive to our request and has granted a fifteen foot utility easement to the Owasso Public Works Authority. The owner, Mr D M Sokolosky, has not requested any compensation or other payment for the easement; therefore, no cost will result from this request. The easement is located on property immediately south of the Owasso Skate Center and west of Freeman's Barbecue restaurant (see attached map). City records indicated that an easement had been requested previously; however, a more detailed review by the public works department revealed that the requested easement (1982) had never been filed. A search of records failed to locate an original easement document, and it was eventually determined that the City had not pursued the granting of the easement at the time of the request. However, Mr Sokolosky has agreed to the easement and the construction project was not delayed. RECOMMENDATION: The staff recommends Council acceptance of the fifteen foot utility easement offered by Mr D M Sokolosky, and that the Chair be authorized to execute the easement documents.
