All matters listed under "Consent" are considered by the Trustees to be routine and will be enacted by one motion. Any Trustee may, however, remove an item from the Consent Agenda by request. JOINT MEETING OF THE OWASSO ECONOMIC DEVELOPMENT AUTHORITY OWASSO CITY COUNCIL MINUTES OF MEETING Thursday, January 8, 2009 The Owasso Economic Development Authority and Owasso City Council met in session on Thursday, January 8, 2009 in the Main Conference Room at Owasso City Hall per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 5:00 PM on Monday, January 5, 2009. ITEM 1 and 2: CALL TO ORDER & ROLL CALL Vice - Chairman Spriggs called the joint meeting to order at 10:02AM. PRESENT FOR OEDA Brian Spriggs, Vice Chairman Gary Akin, Secretary Tom Kimball, Trustee(arrived at 10:05am) Steve Cataudella, Trustee Frank Enzbrenner, Trustee Dee Sokolosky, Trustee A quorum was declared present. PRESENT FOR CITY COUNCIL Mayor Steve Cataudella Councilor Doug Bonebrake Councilor Jon Sinex A quorum was declared present. ABSENT Vice Mayor DJ Gall Councilor Wayne Guevara ABSENT David Charney, Chairman STAFF Rodney Ray, OEDA Manager Sherry Bishop, Assistant City Manager Roger Stevens, Public Works Director Eric Wiles, Community Development Director Julie Lombardi, City Attorney Juliann Stevens, Minute Clerk ITEM 3: PRESENTATION BY TULSA COUNTY ASSESSOR, KEN YAZEL Mr. Ken Yazel introduced his staff. Pat Milton, Lorie Crockett, and Deborah Glanz. Mr. Kimball arrives at 10:05AM. Mr. Yazel presented information relating to his Tulsa County Tax Reduction Plan and discussion of such was held. January 8, 2009 ITEM 4: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REQUEST FOR TRUSTEE APPROVAL OF THE OEDA CONSENT AGENDA A. Approval of minutes of the December 11, 2008 Regular Meeting B. Approval of claims — no claims C. Acceptance of the monthly financial report Mr. Enzbrenner noted an error in the minutes under Item 9 Adjournment. The minutes incorrectly identified Mr. Enzbrenner. Mr. Kimball moved to approve the consent agenda with the corrected minutes, seconded by Mr. Cataudella. AYE: Cataudella, Spriggs, Akin, Enzbrenner, Kimball, Sokolosky NAY: None ABSTAIN: None Motion carried 6 -0. ITEM 5: REPORT FROM COMMUNITY DEVELOPMENT DIRECTOR Mr. Wiles provided a review of the December building permit report and provided information relating to the upcoming Planning Commission items. Tom Kimball leaves the meeting at 11:10am. ITEM 6: REPORT FROM PUBLIC WORKS DIRECTOR Mr. Stevens gave a project status report on various capital improvement projects and other Public Works related items. ITEM 7: REPORT FROM OEDA MANAGER Mr. Ray noted that staff continues working on the marketing plan and will present a report during the February OEDA meeting. Mr. Ray provided status updates on the funding efforts for the widening of HWY 169 and post holiday retail reports. ITEM 8: REPORT FROM OEDA TRUSTEES No Report. ITEM 9: NEW BUSINESS None. -2- January 8, 2009 ITEMS 10 and 11: ADJOURNMENT OF THE OEDA AND CITY COUNCIL Motion made by Mr. Enzbrenner, seconded by Mr. Cataudella, to adjourn the joint meeting. Avenue Widening Project (South of Home Depot to E. 76th Street North) - Council awarded the construction contract to Becco Construction in the amount $8,320,902.80 on August 21, 2007. - A Notice to Proceed was issued on October 1, 2007 with substantial completion (450 calendar Days) scheduled for December 23, 2008 and final completion (510 calendar days) scheduled for February 21, 2009. - Since completion of the improvements in front of the Owasso High School, the emphasis on work has been to the south end of N. 129th East Avenue in order to complete improvements between E. 76th St. North and E. 86th St. North. -- All utilities, including the storm sewer pipe, have been relocated on the south end of N. 1291h East Avenue. Crews were delayed several days due to the very large amount of solid rock encountered in the installation. - Utility crews have re- mobilized to E. 89th Street North to install storm boxes and storm pipe along the east side of N. 129th East Avenue and will soon install a 36" storm pipe on the west side of the road starting at E. 90th Street North. - Recently, construction crews completed a portion of the north bound lanes from E. 82nd Street North to the existing widened area just south of E. 86th Street North and will begin preparing the south bound lanes upon completion. Through the course of this project, the contractor has received approximately 90 rain days resulting in a revised schedule for completion in May 2009. E. 86th Street North Widening (from Main Street to N. Memorial Drive) - Funding for the construction of this project is a result of a "matching grant "; 80% ODOT funding and 20% City funding. - An Engineering design for the project was completed in September 2008. - An Environmental Assessment was approved by ODOT in December 2008 and by the Federal Highway Department in February 2009. Upon receiving necessary approvals, staff anticipates right -of -way negotiations and utility relocations to be completed in June 2009. Staff anticipates construction to begin in July 2009. • E. 106TH Street North and Garnett Road Intersection Improvement Project - Staff anticipates completing the selection of an Engineering Design Firm by February 2009. - Upon Council award of an engineering contract, staff anticipates the Engineering Design to be completed in September 2009 and right -of way negotiations and utility relocation to be complete by November 2009. - Pending the approval of a $750,000 grant from ODOT, construction is expected to begin in December 2009 and be completed by June 2010. Tulsa Community College /Tulsa Technology Center Road Construction Proiect - On July 15, 2008, the City Council awarded an engineering agreement in the amount of $162,500.00 Crafton, Tull, Sparks. - The Engineering Design is scheduled for completion in February 2009. - Staff anticipates construction to begin in April 2009 and completion by September 2009. Street Improvement/Repair Proiect (FY 2008 -2009) Street Repair: - On September 16, 2008, the City Council approved the street repair priorities for FY 2008 -2009. - On October 18, 2008, the City Council approved an interlocal agreement with Tulsa County for county personnel to perform the street overlay and resurfacing with materials purchased by the City of Owasso. - Staff anticipates seeking bids from private contractors in March 2009 to complete the needed base repairs. - Staff anticipates project completion in June 2009. Traffic Signal Enhancements: - On October 7, 2008, the City Council awarded an engineering agreement in the amount of $37,000 to Traffic Engineer Consultants, Incorporated. - A traffic study began in October 2008 and the collection of traffic data has been completed. - The consultant is reviewing this data and is scheduled to submit a report to the City staff in mid - February 2009. - Installation of hardware on East 76th Street North and East 86th Street North is scheduled to be complete by June 2009. HARKINS DIRECTOR OF ECONOMIC DEVELOPMENT SUBJECT: DIRECTOR'S REPORT DATE: February 12, 2009 CORPORATE RELOCATION AND JOB CREATION BioEDEN, Inc. revisited the Owasso Business Incubator on Tuesday, December 2, 2008. The Delaware corporation, is an advanced bioscience and technology -based company specializing in banking Stem Cells from children's deciduous teeth for future therapeutic uses. The company currently employs eight scientists and hopes to grow to thirty in the next three years. Company representatives have been traveling abroad and finalized funding. Staff is working with the Oklahoma Department of Commerce to evaluate eligibility for incentives and programs. RETAIL DEVELOPMENT Smith Farm: JC Penney will have their Grand Opening Event on March 6, 2009 beginning at 8:30 AM. They are conducted a mass hiring event in January hiring 140 associates at that time to start within a window of immediate to just a couple weeks from opening. Staff is assisting them in their Grand Opening Ceremony. The Sevens: Tapp Development of Edmond plans to develop a 7 -acres to include a hotel, retail and restaurant complex on the east side of Garnett, south Owasso Expressway. The three restaurant/retail areas have not been announced. Tapp Development /Wal -Mart Neighborhood Market: Seventy percent of the former Albertsons grocery store will be a Wal -Mart Neighborhood Market. Tapp Development is working on securing a tenant for the other thirty percent. Tapp has purchased the neighboring 22,000 square foot Owasso Town Center shopping complex. Predictions indicate a late Spring opening for the Wal -Mart Neighborhood Market. QuikTrip: A QuikTrip convenient store is locating on the northwest corner of 96th & Garnett. Construction is ongoing. The University of Phoenix has located and opened in 6,000 square feet of Tyann Plaza. Walgreens and McDonalds are under construction at Morrow Place, 116th Street N. and HWY 169. HOTEL DEVELOPMENT The Hampton Inn has opened on the south end of Smith Farm. The Marriott Towne Center is under construction in Tyann Plaza. The Sevens will feature a four - story, 94 -room LaQuinta Inn and Suites by Champion Hotel Development of Oklahoma City. It will be 17,000 square feet on approximately two acres of land. ECONOMIC DEVELOPMENT NOTABLES 2009 Owasso Economic Summit: Dr. Mark Snead from the Oklahoma State University Spear's School of Business revealed Owasso will continue to grow even in the face of a national recession at the first Owasso Economic Summit last Friday, February 6, 2009 at the Bailey Education Foundation at Bailey Medical Center. The research was provided to serve as a tool to enhance business and economic development in the region. Snead was the keynote speaker at the event, following three interactive panels of topics featuring Banking and Finance, Marketing Strategies and Workforce Development. The crowd of approximately 130 guests combined Owasso businesses and regional partners. Post -event surveys were conducted and the overall results are good. Our businesses largely commented about receiving helpful information for the upcoming business calendar. Staff will evaluate areas for suggested improvement and change for next year's summit.
