APPROVED: 01/05/93 Chairman Trustee r MEMORANDUM 1 1 1 1 IP 1 1 1 1 1 1 1 TO: CHAIRPERSON AND TRUSTEES OWASSO PUBLIC WORKS AUTHORITY FROM: MIKE AUGUSTINE, OPWA DIRECTOR SUBJECT: LEAD AND COPPER TESTING OF DRINKING WATER DATE: December 28, 1992 BACKGROUND: The Environmental Protection Agency (EPA) finalized the Lead /Copper Rule, June 1991, which requires all public water supply systems to monitor the levels of lead and copper in drinking water. As a result of this rule cities having a population between 3301 and 50,000 are required to collect 60 water samples in the six month monitoring period that started in July, 1992. The Lead and Copper Rule requires that samples be collected from homes which are targeted as those being most likely to have lead and copper problems. This includes homes with lead service lines and /or plumbing or homes built since 1982 which have copper lines with lead solder. In order to comply with this rule 60 volunteers were recruited to participate in this testing program. On December 9, 1992 sample bottles were delivered to the 60 homes that volunteered for the program and the bottles were picked up on December 10, 1992 and delivered to the Oklahoma State Department of Health in Oklahoma City. The fee for lead /copper analysis by the Oklahoma State Department of Health is set at $25.00 per sample. The lead /copper testing rule requires that 60 samples be analyzed for two six month monitoring periods which will require a total analysis of 120 samples for a total cost of $3,000.00 for this fiscal year. I �li�l� I►`C!� The $3,000.00 for the lead /copper testing program was not provided for in the current budget. However, there are funds in the Water Department's budget that can be allocated for the testing due to the water tower painting project being budgeted at a cost of $43,860.00 and bid at a cost of $23,419.00. This allocation will not have a negative impact on the overall Water Department budget. This is especially true in children and pregnant women. Therefore, in June 1991, the Environmental protection agency (EPA) finalized the Lead /Copper Rule which requires all public water supply systems to monitor the levels of ' lead and copper in drinking water. As a result of this rule, the City having a population from 3301 to 50,000 is required to collect 60 water samples in the six month monitoring period that started in July, 1992. The Lead and Copper Rule requires that samples be collected from homes which are targeted as those being most likely to have lead and copper problems. This includes homes with lead service lines and /or plumbing or homes built since 1982 which have copper lines with lead solder. NICHOLSON JR., WATER & WASTEWATER DIRECTOR ' SUBJECT: LEAD AND COPPER REGULATIONS DATE: MAY 4, 1992 ' BACKGROUND: "Oklahoma State Department of Health Lead and Copper Regulations ", ' what does this mean to the community of Owasso? In essence, the new Lead and Copper Regulations will be effective ' for our community July 1, 1992. It will involve comprehensive participation not only from the OPWA employees, but also the City of Owasso managerial employees and residents of the community. The Oklahoma State Department of Health requires that communities with a population between 10,001 to 100,000 are required to collect samples from 60 individual residential customers within a six month period commencing July 1, 1992. The Lead and Copper Regulation requires that samples be collected from homes which are targeted as those being most likely to have lead and copper problems. This includes homes with lead service lines, plumbing and /or homes built since 1982 which have copper lines with lead soldering. The Lead /Copper Rule requires that all sampling sites be classified as Tier 1 sites, if possible. The two types of homes which are classified as Tier 1 are single family homes constructed after 1982 containing copper pipes with lead solder or single family homes with lead service lines. If it is impossible to obtain enough homes fitting the criteria, then a Tier 2 structure may be used. w Structures which are multi - family or non - residential with lead service lines or built since 1982 containing copper pipe with lead solder are considered Tier 2. There should not be a problem in finding enough homes in the Owasso community that meet the Tier 1 conditions. ' As quoted from the Lead and Copper Regulation for public water supplies, "The action level for copper is violated if the 90th percentile of the samples collected during any six -month monitoring period is greater than 1.3 mg /1. The action level for lead is violated if the 90th percentile of samples collected during any six -month monitoring period is greater than 0.015 mg /1." Owasso Public Works Authority Chairman and Trustees May 4, 1992 Page 2 If the previously stated limitations are exceeded, the Regulation requires that corrosion control treatment be initiated. This means that treatment may include alkalinity and pH adjustment, calcium hardness adjustment and /or additions of phosphate or silicate based corrosion inhibitors. This would not be a direct expense to the City of Owasso because we purchase our water from the City of Tulsa and would be a requirement they must meet in order to deliver water to our community. It should be noted however, if violation should occur, the homeowners may be required to replace all service lines and /or plumbing. r COMMENTS: As a result of this Regulation, the City will be required to solicit residential customers as well as train them in proper procedures of collecting lead and copper samples. In addition, this Regulation will add a cost burden to the OPWA Water Department in respect to cost of analysis, cost in mailing of samples to the Oklahoma State Department of Health and /or transporting them to the 0klahoma State Department of Health laboratory. The Regulation could also require that the OPWA Water Department replace all residential customer services which were installed prior to 1982 that used copper lines from the service line to the meters and do not meet the lead and copper requirements.
