The used rear - loader vehicle, purchased immediately following the review of bids received on January 23, 2006, is currently in service. Advertisement for the purchase of the new vehicle was published on February 7, 2006, following the completion of specifications by Public Works and Vehicle Maintenance personnel. It is anticipated that such new vehicle, if purchased in April 2006, would be ready for operation by October 2006. The new vehicle will supplement the present equipment fleet consisting of one 2005 International side loader, two 2003 Crane Carrier side loaders, one 1997 International rear loader, and one 1996 International rear loader. Currently Public Works operates seventeen refuse collection routes per five -day week and three yardwaste collection routes (from April to October). Continued growth in residential development necessitated that two refuse collection routes and one yardwaste route be added in FY 05 -06, begining May 1, 2006. BIDS ANALYSIS: On February 28, 2006, a total of seven (7) bids were received from vendors. Bids are summarized as follows: Crane Car°r°ier. Based on the evaluation and comparisons of bids (in the opinion of the Refuse Collection Division and Vehicle Maintenance Department) the bid submitted by J &R Equipment for the Crane /Leach in the amount of $205,673.00 provides the best vehicle that is in conformance with established specifications and operational requirements. Although this represents the highest submitted bid, the vehicle is most similar to the 2003 Crane vehicles currently in operation and will provide standardization in the refuse collection fleet. The proposed Leach Company' (Oshkosh, WI) equipment is most similar to the currently used Wittke manufactured body. Such equipment similarities ensure operational efficiencies and facilitate the interchangeability of operations and service methods. FUNDING SOURCE: Funding for the purchase of the refuse collection vehicle is included in the FY 05 -06 Refuse Division budget (line item 61- 480 - 54500) in the amount of $203,519.00. Supplemental funding in the amount of 52,154.00 is to be obtained from the FY 05 -06 Refuse Division budget, line item 61- 480 - 54400. RECOMMENDATION: Staff recommends Trustees award the purchase of a refuse (33 -cubic yard) side - loader vehicle from J &R Equipment of Oklahoma City, Oklahoma in the amount of $205,673.00 and authorization for payment. Both Companies have been merged by Federal Signal under a new Leach brand. This vehicle requires dual driver (right and left side) controls and steering. All components of this vehicle shall be new and of original manufacture. Prototype equipment will not be accepted. The intent of these specifications is to set minimum requirements, not to otherwise limit bidding. In as much as some designs of equipment vary among manufacturers, the Authority may accept bids on equipment with minor deviations, which does not: ® Materially affect the ability of the product to achieve or accomplish a necessary function or task in the manner required by the specifications. o Compromise the safety of the user thereof. ® Produce higher latent or patent cost to the Authority in any of a multiplicity of ways. .Authority reserves the right to mare the final judgment concerning what is or is not a minor deviation and to award the bid to the bidder whose proposal best suits the needs of the Authority for the product being purchased. More than one bid proposal may be submitted. TAX EXEMPTION — Purchaser is exempt from payment of all federal, state and local taxes in connection with the purchase. Said taxes must not be included in bid prices. Necessary tax exemption certificates will be provided upon request. 2, PRICING — The price submitted in any proposal shall include all items of labor, materials, tools, and other costs necessary to fully prepare the vehicle for delivery. Any items of labor omitted from the specifications, which are clearly necessary for the proper delivery of the vehicle, shall be considered a portion of such specifications although not directly specified or called for in these specifications. Price quoted shall remain effective for a period of thirty (30) days after opening of bids by the Authority. `I'I:CIfNI(�:AI :, SI'IsC11�IC��'1'.iONS — I'AG1 1 3. WARRANTY — A manufacturer's and /or dealer's warranty shall be supplied to cover replacement parts and labor costs. The manufacturer agrees to promptly replace any part or parts which by reason of defective materi als or workmanship, or installation, fail under normal use. Such replacement must be free of charge to the owner. Warranty will be a minimum of one (1) year; all components and labor. A specimen policy of all warranty coverage on all aspects of vehicle must be provided in the bid proposal. The Owasso Public Works Authority shall expect the dealer and /or manufacturer to have adequate stock of replacement parts available to service the vehicle within a reasonable time. Tires are exempt from this warranty, but must be covered by the tire manufacturer's standard warranty and serviced by the local authorized dealer of the tire manufacturer. 4. BIDS — The purchaser reserves the right to reject any or all bids and to waive any or all technicalities, informalities, or other minor deviations from the bid document. 5. INSPECTION — An acceptance inspection shall be conducted between the supplier and the Authority before delivery will be accepted. The inspection date shall be at the Authority's convenience. All discrepancies noted during the inspection shall be remedied at the supplier's expense, prior to payment for this vehicle. 6. PAYMENT — As with all municipalities in Oklahoma, payment must be approved and signed on a claims list by the proper city authority. Payment shall be made only after complete and acceptable delivery of the vehicle, in accordance with these specifications. The Owasso Public Works Authority meets regularly on the first and third Tuesday of every month. 7. DELIVERY — Bidder shall provide delivery of the equipment to the Owasso Public Works Authority within 150 days from the Notice of Award. Failure to comply with specified delivery term may result in the assessment of a $350 penalty (per day) for each successive calendar day that expires after the time specified above. The 150 -day delivery period may be extended if circumstances beyond the control of the bidder (foreemajuere) occur. Bidder shall notify the Authority in writing within 30 days of any circumstances that may potentially prohibit delivery of equipment within the specified term. g. PRIME CONTRACTOR RESPONSIBILITY -- If final delivery of the equipment includes the use of services of another company, the Owasso Public Works Authority will hold the bidder responsible for those outside services. 9. PROPOSAL EXPENSES — Expenses for developing the proposal are entirely the responsibility of the vendor and shall not be chargeable to the Owasso Public Works Authority. 10.
