Harkins, Economic Development Director AGENDA 1. Call to Order Mr. Charney, Chairman 2. Consideration and appropriate action relating to a request for Trustee approval of the Consent Agenda. All matters listed under "Consent" are considered by the Trustees to be routine and will be enacted by one motion. Any Trustee may, however, remove an item from the Consent Agenda by request. A motion to adopt the Consent Agenda is non - debatable. A. Approval of minutes of the April 9, 2009 Regular Meeting. Attachment # 2 -A B. Approval of claims. Attachment # 2 -B C. MEETING OF THE OWASSO ECONOMIC DEVELOPMENT AUTHORITY MINUTES OF MEETING Thursday, April 9, 2009 The Owasso Economic Development Authority met in regular session on Thursday, April 9, 2009 in the Main Conference Room at Owasso City Hall per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 5:00 PM on Friday, April 3, 2009. ITEM 1: CALL TO ORDER & ROLL CALL Vice Chairman Spriggs called the meeting to order at 10:01 AM. PRESENT Brian Spriggs, Vice Chairman Gary Akin, Secretary Frank Enzbrenner, Trustee Dee Sokolosky, Trustee Tom Kimball, Trustee — arrives at 10: 07am A quorum was declared present. ABSENT David Charney, Chairman Steve Cataudella, Trustee STAFF Rodney Ray, OEDA Manager Roger Stevens, Public Works Director Eric Wiles, Community Development Director Chelsea Harkins, ED Director Sherry Bishop, Assistant City Manager Tim Rooney, Assistant City Manager ITEM 2: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REQUEST FOR TRUSTEE APPROVAL OF THE OEDA CONSENT AGENDA. A. Approval of minutes of the March 13, 2009 Regular Meeting B. Approval of claims — no claims C. Acceptance of the monthly financial report Mr. Sokolosky moved to approve the consent agenda, seconded by Mr. Enzbrenner. AYE: Akins, Enzbrenner, Sokolosky, Spriggs NAY: None ABSTAIN: None Motion carried 4 -0. ITEM 3: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REQUEST FOR TRUSTEE APPROVAL OF A FINAL PAYMENT TO ARVEST BANK IN THE AMOUNT OF $2,535.42 FOR A LETTER OF CREDIT RELATED TO THE ECONOMIC DEVELOPMENT LOAN TO VANGUARD CAR RENTAL USA PAYABLE FOR THE FINAL PERIOD OF THE LOAN THROUGH JANUARY 2008 Ms. Bishop introduced the item recommending Trustee approval of a final payment in the amount of $2,535.42 to Arvest Bank for charges for the Letter of Credit issued for Vanguard Car Rental per the loan agreement. April 9, 2009 Mr. Sokolosky moved, seconded by Mr. Enzbrenner, for Trustee approval of the final payment to Arvest Bank, as recommended. AYE: Akins, Enzbrenner, Sokolosky, Spriggs NAY: None ABSTAIN: None Motion carried 4 -0. ITEM 5: REPORT FROM PUBLIC WORKS DIRECTOR Mr. Kimball arrived at 10:07 am. Mr. Stevens provided an update on North 129th East Avenue, 86th Main to Memorial, and East 106th & Garnett Intersection projects. Mr. Stevens also reviewed the Projects Status Report. ITEM 4: REPORT FROM COMMUNITY DEVELOPMENT DIRECTOR Mr. Wiles provided a review of the March building permit report and information relating to the upcoming Planning Commission items for April 2009. ITEM 6: REPORT FROM ECONOMIC DEVELOPMENT DIRECTOR Ms. Harkins reviewed the Director's Report included in the agenda packet. Avenue Widening Protect (South of Home Depot to E. 76th Street North) Council awarded the construction contract to Becco Construction in the amount $8,320,902.80 on August 21, 2007. A Notice to Proceed was issued on October 1, 2007 with substantial completion (450 calendar Days) scheduled for December 23, 2008 and final completion (510 calendar days) scheduled for February 21, 2009. In order to expedite final completion of the road improvements and reduce construction costs, the City authorized Becco Contractors to close a section of N. 129th East Avenue, between E. 901h Street North and approximately E. 94th Street North, beginning April 6, 2009. The road closure will last approximately 45 days, but could be extended if adverse weather conditions limit construction. This road closure has been coordinated with Owasso Public Schools as well as all City of Owasso Public Safety entities. Through the course of this project, the contractor has received approximately 90 rain days resulting in a revised schedule for completion in May 2009. - During the week of May 4, 2009, the contractor poured all 5 lanes on the North end of the project. Weather permitting, the contractor will begin sealing and striping the newly installed pavement and the roadway should be traversable during the week of May 25tH Upon substantial completion, punch list items will be completed, along with finish grading, sod installation, and some sidewalk installation. City staff anticipates final project completion before the end of May 2009. • E. 86th Street North Wideninq (from Main Street to N. Memorial Drive - Funding for the construction of this project is a result of a "matching grant'; 80% ODOT funding and 20% City funding. - An Engineering design for the project was completed in September 2008. - An Environmental Assessment was approved by ODOT in December 2008 and by the Federal Highway Department in February 2009. - Staff anticipates right -of -way negotiations and utility relocations to be completed in July 2009. - Staff anticipates construction to begin in August 2009. 0 E. 106TH Street North and Garnett Road Intersection Improvement Proiect - A $750,000 grant from ODOT was approved February 2009. - On March 24, 2009, Council awarded an engineering design contract with PSA Dewberry. Staff anticipates the Engineering Design to be completed in October 2009. - Staff anticipates right -of way negotiations and utility relocation to be complete by November 2009. - Construction is expected to begin in January 2010 and completed by September 2010. • Tulsa Community College /Tulsa Technology Center Road Construction Proiect - On July 15, 2008, the City Council awarded an engineering agreement in the amount of $162,500.00 Crafton, Tull, Sparks. - The Engineering Design phase 100% complete. - Staff anticipates construction to begin in June 2009 and completion by December 2009. • Street Improvement/Repair Project (FY 2008 -2009) Street Repair: - On September 16, 2008, the City Council approved the street repair priorities for FY 2008 -2009. - On October 18, 2008, the City Council approved an interlocal agreement with Tulsa County for county personnel to perform the street overlay and resurfacing with materials purchased by the City of Owasso. - An advertisement for bids was published in the May 5th and May 12th editions of the local newspaper. - A mandatory pre -bid meeting is scheduled for May 26, 2009. - The bid opening is scheduled for June 6, 2009. - Staff anticipates completion of the project in late August 2009. Traffic Signal Enhancements: - On October 7, 2008, the City Council awarded an engineering agreement in the amount of $37,000 to Traffic Engineer Consultants, Incorporated. - In October 2008, the consultant began a traffic study and submitted their final report to city staff in February 2009. Staff has completed their review of the report. - An advertisement for bids for the recommended hardware and installation services is scheduled to occur June 8, 2009. - The bid opening is scheduled for June 29, 2009. - Staff anticipates completion of the project in September 2009. • Wastewater Treatment Plant and 117th Street Lift Station Upgrade - The Engineering Design was completed in September 2008. - A Public comment period began August 29, 2008 as required by the ODEQ and ended October 13, 2008. Staff anticipates advertising for bids in May 2009. Staff anticipates construction to begin in June 2009 and Final Completion (480 calendar days) scheduled for October 2010. East 76th Street North Sanitary Sewer Interceptor - The Engineering Design was completed in March 2009. - Staff anticipates the Environmental Process to be completed by May 2009. - Staff anticipates advertising for bids in June 2009. - Staff anticipates Phase I Completion (North 143rd East Avenue to North 171St East Avenue) by February 2010; and Phase II Completion (North 171St East Avenue to North 193rd East Avenue) by September 2010. • East 96 Street North Reqional Detention (Phase II and III — Detention Facilitv/ Garnett Structure Modifications) - The engineering design was completed March 2009. - Staff anticipates advertising for bids in June 2009 and awarding a construction contract in July 2009. - Staff anticipates final completion (130 calendar days) in December 2009. HARKINS DIRECTOR OF ECONOMIC DEVELOPMENT SUBJECT: DIRECTOR'S REPORT DATE: May 14, 2009 CORPORATE RELOCATION AND JOB CREATION Staff has been working with a large aerospace company on relocating to Owasso. Discussions are preliminary at present. Staff has been working with an existing manufacturing company in Owasso about expansion in 2010. The Oklahoma Department of Commerce has been working with this company on alternative funding mechanism for this expansion. This would add an additional 200 jobs for this company. Staff is actively recruiting new tenants for the Business Incubator at Old Central. RETAIL DEVELOPMENT The Sevens: Tapp Development of Edmond is developing 7 -acres to include a hotel, retail and restaurant complex on the east side of Garnett, south Owasso Expressway. The three restaurant /retail areas have not been announced. Tapp Development is in discussions with city staff about the development timing. Tapp Development /Wal -Mart Neighborhood Market: Seventy percent of the former Albertsons grocery store will be a Wal -Mart Neighborhood Market. Tapp Development has a contracted tenant for the other thirty percent. Tapp has purchased the neighboring 22,000 square foot Owasso Town Center shopping complex. Predictions indicate a Summer opening for the Wal- Mart Neighborhood Market. QuikTrip: A QuikTrip convenient store has opened for business on the northwest corner of 96th & Garnett. Morrow Place: Walgreens has opened at 116th Street N. and HWY 169. McDonalds is under construction. The Alabaster Grille has opened to provide fine dining in the former 3 Tomatoes & a Mozzarella location. Thailand Restaurant has opened in the former Il Vecchio location at the Cornerstone Shopping Center. HOTEL DEVELOPMENT The Marriott Towne Center is under construction in Tyann Plaza. Predictions indicate a September opening. The Sevens will feature a four - story, 94 -room LaQuinta Inn and Suites by Champion Hotel Development of Oklahoma City. It will be 17,000 square feet on approximately two acres of land. ECONOMIC DEVELOPMENT NOTABLES Staff is working with three different companies to bring in a potential total of up to 1500 quality jobs. As discussions develop, staff will provide updates. Staff is meeting with companies at the Cherokee Industrial Park, Tulsa International Airport and Port of Catoosa to seek opportunities and gather information. Staff is working with the Strong Neighborhood Initiative to build business relationships within neighborhoods.
