MINUTES OF SPECIAL MEETING
Tuesday, May 23, 2006
The Owasso City Council met in a special meeting on Tuesday, May 23, 2006 in the Main
Conference Room at City Hall, 111 N. Main, per the Notice of Public Meeting and Agenda
posted on the City Hall bulletin board at 4:00 PM on Thursday, May 18, 2006.
ITEM 1: CALL TO ORDER.
Mayor Cataudella called the meeting to order at 6:01 PM.
PRESENT ABSENT
Steve Cataudella, Mayor
Brent Colgan, Vice Mayor (out at 7:15)
Susan Kimball, Councilor
Wayne Guevara, Councilor
DJ Gall, Councilor
A quorum was declared present.
ITEM 2: PRESENTATION OF ORGANIZATIONAL INFORMATION
Mr. Ray reviewed information regarding the City Charter, Form of Government, Organizational
Chart, City Clerk Function, Agenda Preparation, Receiving/Responding to Phone Messages,
Mail, E-Mail, and the OEDA.
ITEM 3: PRESENTATION OF PUBLIC WORKS AUTHORITY
Mr. Ray reviewed the history and purpose behind the OPWA.
ITEM 3: PRESENTATION OF THE PUBLIC GOLF AUTHORITY
Mr. Ray reviewed the history and purpose behind the OPGA.
ITEM 4: PRESENTATION BY GENERAL COUNSEL
Ms. Lombardi reviewed the role of the General Counsel, the role of the City Attorney, the Open
Meeting Act, the Open Records Act, City Council liability, and requesting City Attorney
opinions.
ITEM 5: PRESENTATION BY FINANCE DEPARTMENT
Ms. Bishop reviewed the function of the Finance Department, the explanation of the Claims List
and Monthly Sales Tax Report, the Budget process, the Audit, and Municipal Court.

ITEM 6: PRESENTATION BY POLICE DEPARTMENT
Mr. Yancey reviewed the function, organization, operations, and challenges of the Police
Department.
ITEM 7: PRESENTATION BY HUMAN RESOURCES DEPARTMENT
Ms. Dempster reviewed the function, organization, operations, and challenges of the Human
Resources Department.
ITEM 8: ADJOURNMENT
Councilor Kimball moved, seconded by Councilor Guevara, to adjourn the meeting. The motion
carried and the meeting was adjourned at 9:10 PM.
