HomeMy WebLinkAbout1989.12.13_OPGA Minutes© OWASSO PUBLIC GOLF AUTHORITY MINUTES OF REGULAR MEETING Wednesday, December 13, 1989, 7:00 p.m. Owasso City Hall, 207 S Cedar MEMBERS PRESENT MEMBERS ABSENT STAFF PRESENT Bob Oldefest Sherry Lambert Tom Rikkola Ted McCord Glenna Anderson Ron Cates Brian Skelton Ed Sokolosky The Owasso Public Golf Authority met in a regularly scheduled session on Wednesday, December 13, 1989 at 7:00 p.m. in the Owasso City Hall per the Notice of Public Meeting posted on the City Hall bulletin board at 4:00 p.m. on Wednesday, November 29, 1989. ITEM 1. CALL TO ORDER Chairperson Bob Oldefest called the meeting to order at 7:08 p.m. IITEM 2: REQUEST APPROVAL OF THE MINUTES OF NOVEMBER 28, 1989 Glenna Anderson moved to approve the minutes of November 28, 1989, seconded by Tom Rikkola; motion carried. ITEM 3: REQUEST APPROVAL OF THE MINUTES OF DECEMBER 5, 1989 Glenna Anderson moved to approve the minutes of December 5, 1989, seconded by Ed Sokolosky; motion carried. General discussion concerned ideas for criteria to be required in a golf course proposal. Some of the items suggested are: 1. Set acreage 2. Space available for future growth (hotel, restaurant, etc) 3. Roads provided by developer 4. Feasibility study funded by developer 5. Clear title to land 6. Authority approval of course layout 7. Authority approval of irrigation plan 8. Water supply 9. Yardage of course 10. Designed for low maintenance cost 11. Timetable with proposal 12. ITEM 5: DISCUSSION OF PUBLIC ANNOUNCEMENT OF AUTHORITY PLANS TO ACCEPT PROPOSAL Discussion on this item was tabled until a Financial Advisor has been selected_ ITEM 6: DISCUSSION OF FUND RAISING METHODS Deferred to the next regular meeting. ITEM 7: NEW BUSINESS None ITEM 8: ADJOURNMENT Tom Rikkola moved, seconded by Glenna Anderson to adjourn the meeting. Mail in suggestion box - thru local newspaper 3. Chili Supper with auction 4. Car washes 5. Bazaar 6. Suggestions from local Chamber of Commerce, Lions Club, etc 7. Initial Kickoff Fund a. Continue/expand current pledge campaign b. Contact local businesses for contribution c. Utilize advertising in Owasso Reporter (pledges) d. Telephone campaign 8. Golf Course Construction a. Continue current plan for funding B. What You Want the Golf Course to do for the Community 1. Provide recreation 2. Bring in additional revenue from outside the community 3. Give closer access to recreational facilities 4. Provide a place for the High School Golf Team to practice 5. Must be well designed with a scenic setting 6. Must be managed in a first class manner 7. Must be competitively priced a. Will promote a positive atmosphere for Owasso Awl", b. Will attract new families C. Will attract new business C. What You Want to see Included in Golf Course Proposals 1. Clear title 2. Amount of acreage 3. Housing development and price 4. Other facilities: clubhouse, driving range, practice greens, swimming pool, tennis court, skeet shooting, archery 5. Developer fund feasibility study 6. Space for future growth a. Restaurant b. Additional practice greens C. Driving range enlargement 7. Developer include roads 8. Timetable 9. The Golf Authority must be able to make recommendations to course designer D. Things/Services a Golf Course Should Provide 1. Fast play 2. Rental and private golf carts with storage 3. Food service: halfway house or phone service from #8 hole 4. Restrooms, ball washer, drinking fountains 5. Family memberships 6. Special times/prices for senior citizens 7. Driving range/practice green C 8. Promote tournaments/leagues 9_ Snack bar 10. Cart building separate, but adjacent to pro shop 11. Maintenance building separate from pro shot & cart storage 12. Outdoor function area - shelter & grill area for post tournament get togethers; screened from clubhouse if possible 13. Cart paths a. Around tee box & greens b. Around fairways as money allows E . Things/Services a Golf Course Should Not Provide 1. Don't price ourselves out of the market 2_ Don't build another "twenty greens" type golf course F_ Questions 1. If OPGA decides to pursue this venture, what is timetable for design, construction & opening? G_ Suggestions 1. Irrigation system - approved layout & construction 2. Water supply - test wells to determine water supply 3. Greens - built to USGA specs - bent grass 4. Approve course layout 5. Design for low cost maintenance 6_ Low financial requirements for City 7. Start with pro shop & restrooms; expand to grill; later expand to dining room/function room 8. Tee boxes - either long, single or small, multi for changing hole/reducing boredom 9_ Grass (fairways) - take a long look at Zoysia -extra cost vs ability to withstand cold over Bermuda 10. Hole layout - make low handicap. Players use all irons. Force players to think about tee shot - not just blast away. Try to build in shot making 11. Difficulty - tied to slope system a. Par 72 - White 6200-6400 Blue 6500-6900 White - 116+ Blue - 123+
