Dr. Spriggs, Chairman
2. Consideration and appropriate action relating to a request for Trustee approval of the
Consent Agenda. All matters listed under "Consent" are considered by the Trustees to be
routine and will be enacted by one motion. Any Trustee may, however, remove an item
from the Consent Agenda by request. A motion to adopt the Consent Agenda is non-
debatable.

Thursday, August 13, 2009
The Owasso Economic Development Authority met in regular session on Thursday, August 13,
2009 in the Main Conference Room at Owasso City Hall per the Notice of Public Meeting and
Agenda posted on the City Hall bulletin board at 5:00 PM on Monday, July 6, 2009.
ITEM 1: CALL TO ORDER & ROLL CALL
Chairman Spriggs called the meeting to order at 10:01 AM.

Dr. Thomas arrives. Mr. Wiles reviewed the July building permit report and items
appearing before the August 10, 2009 Planning Commission.

Mr. Stevens reviewed the status of various Public Works Department projects.

PROJECTS STATUS REPORT
City of Owasso Public Works Department
As of September 4, 2009
E. 86th Street North Widening (from Main Street to N. Memorial Drive)
- Funding for the construction of this project is a result of a "matching grant "; 80%
ODOT funding and 20% City funding.
- An Engineering design for the project was completed in September 2008.
- An Environmental Assessment was approved by ODOT in December 2008 and
by the Federal Highway Department in February 2009.
- Staff anticipates right -of -way negotiations and utility relocations to be
completed in April of 2010.
- Staff anticipates construction to begin in May 2010.
E. 106TH Street North and Garnett Road Intersection Improvement Project
- A $750,000 grant from ODOT was approved February 2009.
- On March 24, 2009, Council awarded an engineering design contract with PSA
Dewberry. Staff anticipates the Engineering Design to be completed in October
2009.
- Staff anticipates right -of way negotiations and utility relocation to be complete by
November 2009.
- Construction is expected to begin in January 2010 and completed by September
2010.
- Engineering Design is 60% complete. PSA Dewberry is on schedule to have the
engineering design complete by October 2009.
Tulsa Community College /Tulsa Technology Center Road Construction Project
- On July 15, 2008, the City Council awarded an engineering agreement in the
amount of $162,500.00 Crafton, Tull, Sparks. The Engineering Design phase is
100% complete.
- Bids received on July 17, 2009.
- Construction awarded to Becco Construction Company for $1,566,682.
- The contractor started clearing and grubbing the North end of the project
on August 29, 2009 and is in the process of installing silt fence. The major
excavation is scheduled for the third week in September which will run
concurrently with the installation of the drainage structures; this is
expected to take approximately 4 weeks. Next the treatment of the sub -
grade will take place to ensure stability and will allow the installation of the
curb and gutter in mid -to -late December of 2009 with asphalt and
substantial completion to take place the second week of January 2010.
Street Improvement/Repair Project (FY 2008 -2009)
Street Repair:
- On September 16, 2008, the City Council approved the street repair priorities for
FY 2008 -2009.
- On October 18, 2008, the City Council approved an interlocal agreement with
Tulsa County for county personnel to perform the street overlay and resurfacing
with materials purchased by the City of Owasso.
An advertisement for bids was published and the mandatory pre -bid meeting was
held on May 26, 2009.
The bid opening occurred June 5, 2009 and City Council awarded the contract to
Pavement Conservation Specialist, Inc, of Tulsa.
The road base repairs have been completed in the Elm Creek Estates
Addition. Currently, Pavement Conservation Specialist is performing work
in the Original Town on West 3rd Street and Beaumont. Completion is
scheduled to occur by September 2009.
Traffic Signal Enhancements:
- On October 7, 2008, the City Council awarded an engineering agreement in the
amount of $37,000 to Traffic Engineer Consultants, Incorporated.
- In October 2008, the consultant began a traffic study and submitted their final
report to city staff in February 2009. Staff has completed their review of the
report.
- Bids received on July 17, 2009.
- Construction awarded to MidState Traffic Control for $132,711.
- Staff anticipates construction to begin in mid September 2009 and
completion by November 2009.
• Wastewater Treatment Plant and 117th Street Lift Station Ugarade
- The Engineering Design was completed in September 2008.
- A Public comment period began August 29, 2008 as required by the ODEQ and
ended October 13, 2008.
- Staff anticipates advertising for bids in September 2009.
- Staff anticipates construction to begin in November 2009 and Final Completion
(480 calendar days) scheduled for May 2011.
• East 76th Street North Sanitary Sewer Interceator
- The Engineering Design was completed in March 2009.
- The Environmental Process was completed by May 2009.
- Staff anticipates advertising for bids in September 2009.
- Staff anticipates Phase I Completion (North 143rd East Avenue to North 171St
East Avenue) by August 2010; and Phase II Completion (North 171St East
Avenue to North 193rd East Avenue) by January 2011.
• East 96 Street North Reqional Detention (Phase II and III — Detention Facilitv/ Garnett
Structure Modifications)
- The engineering design was completed March 2009.
- Staff anticipates advertising for bids in September 2009. Staff anticipates final
completion (130 calendar days) in February 2010.

GOING GREEN:
The Brundtland Commission, formally the World Commission on Environment and
Development coined the definition of sustainable development as development that "meets the
needs of the present without compromising the ability of future generations to meet their own
needs."
Developers are obtaining Green Building Certifications and becoming Energy Star Builders in
order to integrate environmentally friendly design into new or existing buildings. Home builders
are finding simple ways to design houses that require very little energy to keep them
comfortable. And retailers are using green practices from making use of daylight in stores to
going beyond solar to power their stores and distribution facilities with renewable energy.
The City of Owasso recognizes sustainability is no longer an option but a necessity. Day to day
city operations are being looked at to render our city to a more eco- friendly way of living. We
are looking at ways to distinguish builders, developers and companies who uphold green
business standards.
I2e, Inc., A BIOTECH START -UP RESOURCE:
I2e, Inc. is a private not - for - profit corporation focused on wealth creation by growing the
technology -based entrepreneurial economy within the state of Oklahoma.
Their mission is fostering economic development by nurturing the growth of advanced
technology companies in Oklahoma.
This mission is accomplished through a well - designed strategy that includes: providing
technology development knowledge and know -how; delivering comprehensive enterprise

Start-up biotechnology companies looking for capital resources can be directed to i2e, Inc. This
novel source will provide additional assistance for entrepreneurs as well as qualifying incubator
occupants.
OWASSO BUSINESS INCUBATOR:
The business incubator has recently received inquiries and optimistically will accept new tenants
this fall. Marketing efforts have been discussed about how to promote the facility within the
state and beyond. Action needs to be taken from those discussions to accelerate the recognition
of our unknown resource to start-up businesses.
OWASSO HIGH SCHOOL BAND INVITATIONAL:
The Owasso Invitational Band Competition will be on Saturday, September 26 at the high
school. This weekend brings many schools, contestants and parents into our community. The
past couple years, the school system and the city have worked together to provide information
about and transportation to shopping and eating options in the community. These efforts have
proven to be beneficial to our sales tax base as well as a complimentary service to our guests.
Past year's experience has helped planning in advance this year. Participating schools and
booster clubs have been notified of community attractions and the services provided for that day.
Better service and accommodations from the school, city and businesses will be available to our
visitors. We look forward to offering great service as a host city for this competition.
BUY OWASSO!:
Owasso residents will soon be educated about the vital relationship between shopping in Owasso
and our responsibility to public improvement. A business campaign is about to deliver the
message about how providing services such as roads, sewer /water infrastructure, fire /police
protection and job creation comes from a healthy sales tax base.

Buy Owasso encourages residents to shop locally first by teaching them about the correlation
between business and sales tax profit and their municipal wants and needs, i.e. city infrastructure
improvement.
In order to motivate and inspire a change in spending mind -sets and behaviors, we must educate
and raise awareness in every citizen in Owasso regarding the significance in their local
purchasing decisions.
