MEETING OF THE OWASSO ECONOMIC DEVELOPMENT AUTHORITY MINUTES OF MEETING Thursday, September 10, 2009 The Owasso Economic Development Authority met in regular session on Thursday, September 10, 2009 in the Main Conference Room at Owasso City Hall per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 8:00 AM on Tuesday, September 8, 2009. ITEM 1: CALL TO ORDER & ROLL CALL Chairman Spriggs called the meeting to order at 10:02 AM. PRESENT Brian Spriggs, Chairman Gary Akin, Secretary Dee Sokolosky, Trustee Steve Cataudella, Trustee David Charney, Trustee Dirk Thomas, Trustee A quorum was declared present. ABSENT Frank Enzbrenner, Vice Chairman STAFF Chelsea Harkins, Economic Development Director Eric Wiles, City Planner Eric Wiles, Community Development Director Roger Stevens, Public Works Director Rodney Ray, OEDA Manager Juliann Stevens, Minute Clerk Sherry Bishop, Assistant City Manager ITEM 2: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REQUEST FOR TRUSTEE APPROVAL OF THE OEDA CONSENT AGENDA A. Approval of minutes of the August 13, 2009 Regular Meeting B. Approval of claims — no claims C. Acceptance of the monthly financial report Mr. Cataudella moved to approve the consent agenda, seconded by Mr. Charney. AYE: Charney, Sokolosky, Spriggs, Cataudella, Akin, Thomas NAY: None ABSTAIN: Motion carried 6 -0. ITEM 3: PRESENTATION FROM 12E, A TECHNOLOGY AND ENTREPRENEURIAL CAPITAL DEVELOPMENT COMPANY. Mr. Richard Gajan presented information on the purpose of i2e, a state funded resource for technology based economic development. September 10, 2009 ITEM 4: REPORT FROM COMMUNITY DEVELOPMENT DIRECTOR Mr. Wiles reviewed the July building permit report and items appearing before the August 31, 2009 Planning Commission. ITEM 5: REPORT FROM PUBLIC WORKS DIRECTOR Mr. Stevens reviewed the status of various Public Works Department projects. ITEM 6: REPORT FROM ECONOMIC DEVELOPMENT DIRECTOR Ms. Harkins reviewed the Director's Report included in the agenda packet. ITEM 7: REPORT FROM OEDA MANAGER Mr. Ray provided a status update on the funding and construction of widening HWY 169 and the progress of the TCC Owasso Campus. Mr. Ray introduced, Ms. Teresa Willson, IT Director for the City of Owasso. Ms. Willson presented the planning concept of Planning for Ideal and discussion was held. ITEM 8: REPORT FROM OEDA TRUSTEES No Report ITEM 9: NEW BUSINESS None ITEM 10: ADJOURNMENT Motion made by Mr. Cataudella, seconded by Mr. Charney to adjourn the meeting. AYE: Chamey, Sokolosky, Spriggs, Cataudella, Akin, Thomas NAY: None ABSTAIN: Motion carried 6 -0. At 11:30 AM, the meeting was adjourned. HARKINS DIRECTOR OF ECONOMIC DEVELOPMENT SUBJECT: BUY OWASSO CAMPAIGN DATE: October 6, 2009 BACKGROUND: Over the past few years, Owasso's retail growth has positively impacted the city both economically and developmentally. The boom of big box stores, popular retail and restaurants has attracted many shoppers both inside and outside of our zip code. While this trend has fiscally aided the health of our community, Owasso residents and businesses are still going beyond city and state borders to make purchases. Cities are dependent on a constant incoming flow of sales tax dollars to keep up with infrastructure repairs, maintaining public safety and recruiting jobs. Delivering these services is imperative to maintaining a quality of life promised to our community. Educating our residents and businesses about the vital relationship between shopping in Owasso and the City's ability to provide public improvement is necessary. Staff has been in discussions with Hampton Creative about how to deliver a message to Owasso residents and businesses explaining how their local purchases equal increased sales tax, which increases funds for city services, and generates continuous improvements to the community. By working with the businesses to deliver a consistent message, we anticipate citizens will be motivated to change their spending behaviors to reflect an increase in local purchasing decisions. BUY OWASSO: Buy Owasso is a creative campaign designed to inform residents of the importance of buying locally and unite the business community to recognize and reinforce the message. The six month campaign will consist of the campaign identity, website, two billboards, business window clings and utility billing inserts. This includes the concept layout, set up, media/vendor negotiation, design, marketing consultation and creative fulfillment oversight. If approved by the Owasso City Council, the marketing campaign could commence at the onset of the holiday shopping season. The Buy Owasso campaign will be presented to the City Council at the work session on October 13. Staff would request Council approval of the project and recommend approval of a $40,000 supplemental appropriation from Economic Development in the Hotel Tax Fund. RECOMMENDATION: Staff recommends Trustees endorse a marketing campaign to promote local business; and authorize a recommendation from the OEDA to the Owasso City Council to approve and fund such a campaign. HARKINS DIRECTOR OF ECONOMIC DEVELOPMENT SUBJECT: DIRECTOR'S REPORT DATE: October 8, 2009 BUSINESS IN AEROSPACE: The aerospace industry and the aerospace cluster industry are the largest in Oklahoma. More than 300 aerospace - related companies reside in Oklahoma employing more than 143,000 people with a payroll of $4.7 billion and an industrial output of $11.7 billion. The Tulsa Metro area due to its quality workforce and easy access to rail and ports is ranked 8th in the nation for its aerospace engine manufacturing cluster and 20th for its defense related cluster according to a Harvard study. Companies such as American Airlines, Spirit AeroSystems, Nordam and Honeywell along with the Oklahoma Air National Guard 138th Fighter Wing sitting right outside our fence line, Owasso has profited and still has much to gain from the aerospace industry. This month is the National Business in Aviation Association's (NBAA) Annual Meeting and Convention where representatives from every segment of the business aviation industry, from 82 countries will be present. Even in today's economy, this premier event is bringing back its exhibitors and attendants because they see the value. Owasso has much to tout to companies in this industry including multi - accessible transportation systems, premium land availability and a tempting quality of life to please any workforce. Our friends in the existing area industry desire cluster reinforcement and provide good references. Targeting and recruiting aerospace business makes sound development sense for Owasso. PLANNING FOR ECONOMIC DEVELOPMENT: Last month, the Ideal Planning concept was unveiled to the OEDA, City Council and community. This notion is impressive and leaves a WOW factor. It seems simple yet frustratingly absent from our methods. We have been using parts of the ideal planning process consistently in some fashion or another but not all of it in concert. As we look toward Planning for the Ideal in our daily practices, we will incorporate who we are recruiting to come and make Owasso their home. Forecasting will ask which business is right for now and for then; where they will go and why that location; and what trends may precede other forms of development. Challenges we must plan for now include managing growth, reducing traffic, creating sustainable development and making smart transportation investments. New Urbanism is a planning design movement growing popularity in today's society addressing those issues. It promotes walkable neighborhoods that contain a range of housing and job types. Our planning department has been studying new urbanism and understands the connection in creating livable sustainable communities. They are an example of leading the Ideal Planning method with stepping forward to explore an innovative way of preparing for the future of our city. Applying Ideal Planning to our responsibilities while removing obstacles so our citizens may continue to enjoy their lives will bring inevitable change. This change is not to be feared but embraced and engaged. There is so much opportunity for greatness if we all look ahead and take the right steps. BUY OWASSO!: Holiday shopping officially begins this month. Out of town guests and Owasso residents will begin to fill their carts and check their lists twice. This is the perfect time to begin educating our citizens about the vital relationship between shopping in Owasso and our responsibility to public improvement. Buy Owasso will deliver a message about how providing services such as roads, sewer /water infrastructure, fire /police protection and job creation comes from a healthy sales tax base. 6 � IJNI)F.li r , UCTMN This project encourages residents to shop locally first by teaching them about the correlation between business and sales tax profit and their municipal wants and needs, i.e. city infrastructure improvement. In order to motivate and inspire a change in spending mind -sets and behaviors, we must educate and raise awareness in every citizen in Owasso regarding the significance in their local purchasing decisions. Then when those holiday purchases are made, they are made here at home, where we will continue to provide the best quality of life for the best quality of community. PROJECTS STATUS REPORT City of Owasso Public Works Department As of October 2, 2009 • E. 86`" Street North Wideninq (from Main Street to N. Memorial Drive - Funding for the construction of this project is a result of a "matching grant "; 80% ODOT funding and 20% City funding. - An Engineering design for the project was completed in September 2008. - An Environmental Assessment was approved by ODOT in December 2008 and by the Federal Highway Department in February 2009. - Staff anticipates right -of -way negotiations and utility relocations to be completed in April of 2010. - Staff anticipates construction to begin in May 2010. • E. 106TH Street North and Garnett Road Intersection Improvement Proiect - A $750,000 grant from ODOT was approved February 2009. - On March 24, 2009, Council awarded an engineering design contract with PSA Dewberry. Engineering Design is 80% complete. PSA Dewberry is on schedule to have the engineering design complete by October 2009. - Staff anticipates right -of way negotiations and utility relocation to be complete by March 2010. - Construction is expected to begin in April 2010 and completed by January 2011. • Tulsa Community College /Tulsa Technology Center Road Construction Project - On July 15, 2008, the City Council awarded an engineering agreement in the amount of $162,500.00 Crafton, Tull, Sparks. The Engineering Design phase is 100% complete. - Bids were received on July 17, 2009 and on July 21, 2009 a construction contract was awarded to Becco Construction Company for $1,566,682. - The contractor began clearing and preparing the North end of the project, along with silt fence installation, on August 29, 2009. Currently, stormdrain pipe is being installed and the headwalls and concrete structures are being formed and prepped to be cast into place. This project is on schedule for substantial completion by the second week of January 2010. • Street Improvement /Repair Project (FY 2008 -2009) Street Repair: - On September 16, 2008, the City Council approved the street repair priorities for FY 2008 -2009. - On October 18, 2008, the City Council approved an interlocal agreement with Tulsa County for county personnel to perform the street overlay and resurfacing with materials purchased by the City of Owasso. - An advertisement for bids was published and the mandatory pre -bid meeting was held on May 26, 2009. - The bid opening occurred June 5, 2009 and City Council awarded the contract to Pavement Conservation Specialist, Inc, of Tulsa. - The contractor has completed all base repairs and curb and gutter replacement. Additionally, sod and backfill has been installed and all sealing has been completed. Tulsa County is expected to begin the overlay portion of the project in late October 2009. The County will notify city staff one (1) week prior to mobilizing so PCSI, Inc. can perform the required milling. Traffic Signal Enhancements: - On October 7, 2008, the City Council awarded an engineering agreement in the amount of $37,000 to Traffic Engineer Consultants, Incorporated. - In October 2008, the consultant began a traffic study and submitted their final report to city staff in February 2009. Staff has completed their review of the report. - Bids were received on July 17, 2009 and on July 21, 2009 the City Council awarded a construction contract to MidState Traffic Control for $132,711. - Staff anticipates construction to begin the first week of October 2009 and completion by December 2009. Wastewater Treatment Plant and 117th Street Lift Station Uoarade - The Engineering Design was completed in September 2008. - A Public comment period began August 29, 2008 as required by the ODEQ, and will end October 13, 2008. - Staff anticipates advertising for bids in October 2009. - Staff anticipates construction to begin in December 2009 and Final Completion (480 calendar days) scheduled for June 2011. • East 76th Street North Sanitary Sewer Interceptor - The Engineering Design was completed in March 2009. - The Environmental Process was completed by May 2009. - Staff anticipates advertising for bids in October 2009. - Staff anticipates Phase I Completion (North 143rd East Avenue to North 171St East Avenue) by October 2010; and Phase II Completion (North 171St East Avenue to North 193rd East Avenue) by March 2011. • East 96 Street North Reqional Detention (Phase II and III — Detention Facilitv/ Garnett Structure Modifications) - The engineering design was completed March 2009. - Staff anticipates advertising for bids in October 2009. - Staff anticipates construction to begin in December 2009 and Final completion (130 calendar days) in May 2010.
