MINUTES OF SCHEDULED REGULAR

ITEM 1: CALL TO ORDER
Chairperson Gary Akin called the meeting to order at 10:08 AM and declared a quorum
present.
ITEM 2: ROLL CALL
ITEM 3: REQUEST APPROVAL OF THE MINUTES OF MARCH 11, 1999
REGULAR MEETING
Mr. Sokolosky moved to approve the minutes of the March 11, 1999 regular meeting. Ms.
Lawrence seconded the motion.
The vote on the motion was recorded as follows:
Akin - Yes
Sokolosky - Yes
Enzbrenner - Yes
Lawrence - Yes
The motion carried 4 -0.
ITEM 4: REQUEST APPROVAL OF CLAIMS
No claims to be approved.
ITEM 5: PRESENTATION OF FINANCIAL REPORT
Ms. Bishop gave a brief report.
ITEM 6: PRESENTATION BY TULSA COUNTY COMMISSIONER WILBERT
COLLINS
Mr. Akin introduced Commissioner Collins. Commissioner Collins stated that there are two
main areas of concern that Tulsa County is addressing at this time. The two concern areas are
the new Tulsa County Jail and the renovation of the Tulsa County Fairgrounds. Commissioner

Collins also noted that he was aware of Owasso's main concerns, which would be the
extension of 76' Street North and the 66`h and Highway 169 Intersection. The suggestion was
made to submit a punchlist on the items that need to be addressed in the Owasso area. Mr.
Hancock updated the Commissioner on the recent sanitary sewer problems in Owasso. Also
discussed was the increase of daily traffic movements into the area. Commissioner Collins
also commented that he would be willing to assist Owasso any way he can.
ITEM 7: PRESENTATION BY REDWOOD PROPERTIES REGARDING
COMMERCIAL DEVELOPMENT
This item was removed from the agenda and an addendum was posted on Wednesday, April
7, 1999 with a new item 7.
ITEM 7: PRESENTATION AND DISCUSSION RELATING TO PRECISION
DOOR & WINDOW.
Mr. Akin introduced Mr. Andy Armstrong with INCOG. Mr. Armstrong briefed the
Authority on the desire of Precision Door & Window to relocate their business to the Owasso
area. He stated that they are looking at the Woods Precision building, which is located on the
east side of the service road between 76`'' Street North and 86`h Street North. The problems
with drainage at the location were discussed along with the parking lot problems. Precision
Door & Window was inquiring if the OEDA would be interested in pursuing a grant to
correct the drainage problems and surface the parking lot. There was a round table discussion
regarding the support of this item.. ressed!

before with Precision Components but that the property is owned by OEDA.
ITEM 8: DISCUSSION OF DIRECTOR'S MONTHLY REPORT
No discussion was held.
ITEM 9: REPORT FROM OEDA MANAGER
Discussion was held regarding the letter from Mr. Gene Callahan, Superintendent and CEO of
Tulsa Technology Center. Mr. Hancock stated that he is in the process of preparing a
response to the March 17, 1999 letter. Mr. Sokolosky requested a copy of the letter to be
faxed to him and the Members prior to mailing. Mr. Hancock updated the Authority on the
removal of the gas storage tank at Precision Components. Also discussed briefly was the
possible expansion of National Steak and Poultry.

ITEM 10: NEW BUSINESS
Mr. Rooney informed the Trustees that Ms. Bishop would have more information relating to a
Sand Springs retail study at the May meeting. Mr. Rooney explained that the study reviewed
Tulsa and its surrounding communities.
ITEM 11: ADJOURNMENT
Mr. Enzbrenner moved to adjourn, seconded by Ms. Lawrence.
The vote on the motion was recorded as follows:
