CALL TO ORDER MEMBERS ABSENT Tom Kimball Michael Watson STAFF PRESENT Steve Compton Sherry Bishop Marcia Boutwell Rodney Ray Vice Chairperson Frank Enzbrenner called the meeting to order at 12:20 p.m. and declared a quorum present. 2. REQUEST APPROVAL OF THE MINUTES OF DECEMBER 9, 1992 REGULAR MEETING Patricia Marlar moved to approve the minutes as written. Motion seconded by Bill Retherford. A vote on the motion was recorded as follows: Patricia Marlar - Yes Bill Retherford - Yes Brenda Lawrence - Yes Frank Enzbrenner - Yes The motion carried 4 -0. 3. REQUEST APPROVAL OF THE CLAIMS None 4. PRESENTATION OF FINANCIAL REPORT Ms Bishop distributed the financial report for the period ending December 31, 1992. 5. CONSIDERATION AND APPROPRIATE ACTION RELATING TO A PRESENTATION OF INDEPENDENT FINANCIAL AUDIT FOR FY 1991 -92 OWASSO ECONOMIC DEVELOPMENT AUTHORITY Ms Bishop gave a brief overview of the audit as it pertains to the Owasso Economic Development Authority. Alan Anderson moved that the OEDA receive the audit as presented. Motion was seconded by Bill Retherford. A vote on the motion was recorded as follows: Alan Anderson - Yes . DISCUSSION AND APPROPRIATE ACTION RELATING TO DESIGNATING THE CITY OF OWASSO AS THE LOSS PAYEE FOR THE WOODS PRECISION PRODUCTS INC INSURANCE POLICY In order to close the monitoring file relating to the June 15, 1992 Monitoring Visit concerning CDBG #4626, the Department of Commerce is requiring written procedures to ensure that Wood's Precision Products insurance is renewed annually with the Owasso Economic Development Authority designated as loss payee. The building and contents policy shows the City of Owasso as a loss payee instead of the Owasso Economic Development Authority. In order to meet this requirement, it is necessary for the Trustees of the OEDA to formally declare that they do not have a problem with the City of Owasso being listed as loss payee on the insurance policy. Patricia Marlar moved to approve listing the City of Owasso instead of the Owasso Economic Development Authority as loss payee on the insurance policy covering building and contents for Woods Precision Products. Motion was seconded by Alan Anderson. CONSIDERATION AND APPROPRIATE ACTION RELATING TO RESOLUTION 93 -01, A RESOLUTION DECLARING OEDA SUPPORT FOR A ONE PERCENT SALES TAX FOR THREE YEARS FOR A DEPARTMENT OF DEFENSE FINANCE AND ACCOUNTING CENTER TO BE LOCATED IN TULSA Tulsa County is among several areas being considered for a Department of Defense Finance & Accounting Facility which will employ 7000 persons and inject $376 million each year into our county economy through direct and related new jobs and benefits. If approved, a temporary one -cent county sales tax, limited to three years by law, will be used to purchase, expand and operate the Memorex -Telex facility in the Cherokee Industrial District as a part of the incentive package. The temporary tax will not go into effect if Tulsa County does not get the facility. Resolution 93 -01 declares OEDA support for the sales tax. Alan Anderson moved to approve Resolution 93 -01.
