CALL TO ORDER Brenda Lawrence called the meeting to order at 12:30 p.m. 2. CONSIDERATION TO APPROVE THE MINUTES OF THE REGULAR AUGUST 8, 1990 MEETING. Frank Enzbrenner made a motion to approve the minutes of the regular August 8, 1990 meeting. Alan Anderson seconded the motion. Aye: 4 Nay: 0 Carried: 4 -0 4. CONSIDERATION TO APPROVE WARRANTS. Frank Enzbrenner made a motion to approve warrants in the amount of $1,960.76. Director SUBJECT: Director's Report DATE: September 12, 1990 LOCAL INQUIRY On August 15 I received a phone call from Judy Harrison, a local realtor, asking about buildings or vacant lots that are available for a machine shop of 2,000 to 2,500 square feet. I told her that presently there were no buildings in the city that met those specifications. However, I gave her Tulsa County information and maps that detail certain lots of the Three Lakes Industrial Park at 81st Street North and 116th East Avenue. I also gave her a fact sheet of property at 8243 N. Garnett even though the building on the property was larger than what she had specified. MEETING WITH AREA DEVELOPERS I met with two local developers Bob Grant and George Thomas on August 22nd to discuss and encourage development of an industrial park in or near Owasso. The discussion was wide ranging but centered on the Hayward Smith property that Whiteside and Grant lists at the Southeast corner of 96th and Garnett. George also lists a tract near the marine shop on Garnett that he would like to develop industrially. He said that the Smith property may be difficult to develop because there is still a sizeable inventory of buildings in the area. George said that while land prices have declined, development costs have remained the same. Bargain prices on existing buildings are below new development costs. He said absorption of new lots also will be a problem and that the rent that would be necessary for a speculative building would not pay for the cost of construction of the building. I disagreed with him that there is not a market in Owasso. The Smith property may be for sale at a high price, but utilities will be easier to bring to the tract. George said that a tract near the Cherokee Industrial Park or the Smith property would be the best properties to develop industrially. Both men were interested in development near the proposed golf course and the master planning that is currently being done for that property. O.E.D.A. Director's Report September 12, 1990 Page 2 TULSA COUNTY PURCHASE Tulsa County has closed a deal to purchase the old Tulsa - Houston building at 66th Street North and the Mingo Valley Expressway. The County will base 45 workers at the facility but ten people will be at the facility on a full time basis. The deal was financed for $600,000 by a local bank while Tulsa County committed $100,000 cash in the deal. EXPANSION OF A LOCAL PIPE SUPPLY COMPANY I have been asked by a local company to help in the expansion of their business. The problem is that the business is located in cramped quarters in a residential area outside the city limits. Since approval of the expansion of the business must come from the Tulsa County Board of Adjustment, one business partner and I traveled to INCOG to discuss a Board of Adjustment application. I have provided the businessman the names of residents in the area and a petition for them to sign if they do not object to the expansion. I have also volunteered to talk with the area residents to get their endorsement of the proposal but I do not know if I will be needed. WOODS PRECISION PRODUCTS PROSPECT As I have been documenting in my previous monthly reports, local bankers and I continue to work with an area machine shop to locate in Owasso. On August 30th Frank, Alan and I traveled to Muskogee to a Verd- Ark -Ca meeting. That board approved a Small Business Administration application for a loan prepared by the Verd- Ark -Ca staff. The local banks will make a bank loan to finance the second portion of the financial package. I have been preparing a Community Development Block Grant, Economic Development Financing grant through the Department of Commerce for the balance of the funding program. The CDBG -EDF application procedure is cumbersome but I have been assisted by both Verd- Ark -Ca and INCOG. The CDBG- EDF grant application will go the Owasso City Council on September 18th. PLASTICS MANUFACTURER On Friday September 7th some of the City Hall staff and I had some preliminary discussions with a plastics manufacturer about moving to Owasso. A proposed plant will make plastic pallets and shipping boxes. It is still too early to determine the financial feasibility of the project. F O.E.D.A. Director's Report September 12, 1990 Page 3 LEADERSHIP OWASSO Susan Young and I have been visiting with state and local experts to invite them to participate in the Leadership Owasso program. The first meeting of the seminar will be Sunday October 7, so as not to conflict with local football games. The first class will be on October 9th from 3:00 p.m. until 9:00 p.m.. After that the seminar will meet once a month until June, 1991. Classes will be held from 2:00 p.m. to 9:00 P.M. on the second Tuesday of each month at the Owasso Community Center, 301 S. Cedar. A dinner will be catered to the class from a different restaurant every month.
