CONSIDERATION TO APPROVE THE MINUTES OF THE REGULAR JULY 11, 1990 MEETING. Motion was made by Tom Kimball and seconded by Alan Anderson to approve the Minutes of the regular July 11, 1990 meeting with the correction that under item 9, Consideration for approval of the FY 1991 Proposed Budget, that no capital expenditures be made without O.E.D.A. approval. Aye: 5 Nay: 0 Motion Carried: 5 - 0 4. CONSIDERATION TO APPROVE WARRANTS. Motion was made by Frank Enzbrenner and seconded by Alan Anderson to approve warrants in the amount of $501.26. Director SUBJECT: Director's Report DATE: August 8, 1990 FINANCING REQUESTED FOR AN AREA BUSINESS For the last two months I have told you in my reports that we have been visiting with a prospect about the financing of a local machine shop. We have been relying on Verd- Ark -Ca to set up the Small Business Administration load guarantees so that local banks can finance the business. Progress on that deal has slowed because I am told by INCOG officials that the prospective owner does not have the 10% equity to do the financing as required by the Department of Commerce. Evidently, some undercapitalized deals have been done by the Department that have failed. I have been letting the L.V. Watkins and Brenda Watkins of Verd- Ark -Ca handle the situation and not try to force the issue. The deal will have to be made soon, however, or the business will move to Texas. I met with John Mays and Brenda and L.V. Watkins today at the Woods Energy building on 56th Street North to further discuss the deal. I will hopefully have more to tell you at the O.E.D.A. meeting. Another Woods Energy business that will be spun off of the parent company has been visiting with Broken Arrow and Sand Springs about moving to one of those cities. I initially visited with an employee who wanted to purchase the rubber fabrication portion of Woods Energy. Owasso had neither the type nor size of building to offer. I referred the individual to economic development representatives of those cities. LINKED DEPOSIT PROGRAM I have recently visited with Mary Jane Maness of the Oklahoma Department of Commerce in regarding a brochure that I picked up at the Governor's Small Business Conference on July 18th. The brochure was about the Linked Deposit funding program administered by the State Treasurer's office. I later received more information from her on July 30th. The program establishes two year low interest loans for agricultural and other small businesses as well as industrial parks. Presently the program funds 1,000 agribusinesses, 500 other small businesses and four industrial parks. About 200 banks participate in the program including one in Owasso. One of the requirements of getting a loan for an industrial park using the O.E.D.A. Director's Report August 8, 1990 Page 2 program is that a eligible park must meet certain state standards. To be eligible, the city must have an industrially zoned and platted property of at least 5 acres with utilities nearby and a street to the property. The community must have a board that oversees the park development. When the state certifies that the criteria have been satisfied, the park can receive certification and become eligible for the Linked Deposit program which was created by state law. The program, however, appears to be more suited to small businesses than to funding industrial parks. I intend to visit with Mary Jane more on the matter because we are rapidly running out of space to offer prospects. I sent her information about vacant buildings in Owasso, both commercial and industrial. In a related matter, I have visited with two Tulsa developers about the development of a private industrial park in Owasso. I will hopefully have more information on those discussions next month. Information on the industrial park certification and Linked Deposit programs are attached for your information. BUILDING FACT SHEETS I have started gathering information about vacant commercial and industrial buildings in order to prepare fact sheet for each of the approximately 25 properties in the city. I have taken pictures of the buildings and gathered property information from County records. I intend to prepare two -sided information sheet with a picture and map on one side of the page and pertinent data on the other for each property. PROSPECT I recently received a phone call from Gloria Glidden of Baur and Associates, Realtors who needed an 80,000 sq. ft. bldg. with space for 500 -800 cars. I told her that we had no building of either that size or zoning but I did refer her to other area economic development agencies. BUILDING REPAIRS Plumbing work at the Chamber /O.E.D.A. office continues. I have asked a local plumber to help us with an apparent water line problem in the front of the building. Ray Hartley and Steve Condray, the local building inspector have now informed me that the water line is of an insufficient size to service our plumbing fixtures. We have uncovered the meter and valves and are awaiting the Water Department to dig up the old lines. O.E.D.A. Director's Report August 8, 1990 Page 3 O.E.D.A. CALENDAR OF EVENTS AND ACTIVITIES July was been a busy month for meetings and classes. The Noeda Summit was held at Shangri La on July 12th and 13th. The Governor's Conference on Small Business was held on July 17th and 18th. During the conference about 25 seminars were offered concerning number of issues confronting small Oklahoma businesses. A business fair was hosted by about 100 firms, cities and agencies. I gathered a shopping bag full of brochures from the fair, including the information about the Industrial Park program outlined above. I noticed two cities with booths at the fair: Jenks and Stillwater. Perhaps next year Owasso can sponsor a booth at the fair. The regional Goals for Tomorrow Environmental Task Force met on July 16th to discuss issues such as mass transit, air and water pollution, solid waste disposal and other issues effecting area cities. The committee will meet again on August 15th to finalize recommendations for the regional plan. On Thursday July 26th I traveled to Collinsville to attend a reception for Mitzy Waldrup who has joined the Collinsville Chamber for public relations and economic development. She has recently graduated from the University of Oklahoma in Public Relations and she now has an office in a building owned by St. John's Hospital. After the reception I joined a small group of people to tour the For Spacious Skies, a gallery featuring the work of Collinsville artist Diane Woodruff. Ms. Woodruff has many ideas to change the face of Collinsville, such as painting sidewalks and building facades. She said that she was overseeing the renovation of several buildings in the city and encouraging other property owners to do the same. On Tuesday July 24th the Leadership Owasso committee met again to further refine the program. The Selection Committee met on July 31st to choose students for the 9 month course for local leaders. On Friday July 27th Mike Knebel and I attended a Origins seminar at the Tulsa Vo -Tech center. We learned more about the database that can be accessed via computer modem. We also made recommendations about enhancing the system and adding other useful information. O.E.D.A. Director's Report August 8, 1990 Page 4 CALENDAR OF EVENTS JULY 19 - Chamber Business After Hours was sponsored by First Bank of Owasso. 25 - Pit Barbecue Grand Opening - In contrast to the saying that there are no free lunches, all Chamber Ambassadors and representatives received a free lunch in the celebration. 26 - Anthony's Grand Opening - This event was scheduled for 9:00 a.m. , but was held instead at 8: 50 because of the customers who had lined up to shop on the opening day. Several Chamber members and others were therefore late for the opening but staid for the festivities which followed. Store officials apologized for the inconvenience but said that the opening was important but that getting the customers in the store and out of the wet weather was more important. 27 - Starlight Concert - I have heard many favorable comments about the quality of the performance and the turnout by the public. Constructive comments included provision of busses to transport patrons from the Recreation Center parking lot Senior Citizens from area nursing homes. I will also have a photographer at the next concert.
