Alan Anderson appointed a committee to work on the special breakfast consisting of Jim Ablett, Chairman, Jo Ellen Krantz, Co- Chairman, Tom Kimball and he will ask Sally Borgna if she will help. 5. CONSIDERATION TO APPROVE THE MINUTES OF THE REGULAR NOVEMBER 8, 1989 MEETING. Frank Enzbrenner made a motion to approve the minutes of the regular December 13, 1989 meeting. Pat Marlar seconded the motion. Aye: 6 Nay: 0 Carried: 6 -0 4. CONSIDERATION TO APPROVE WARRANTS. Pat Marlar made a motion to approve the warrants in the amount of $1,221.72. Tom Kimball seconded the motion. Aye: 6 Nay: 0 Carried: 6 -0 5. CONSIDERATION FOR APPROVAL TO JOIN THE HOMEBUILDERS ASSOCIATION OF METRO TULSA FOR $290.00. Tom Kimball made a motion that the O.E.D.A. join the Owasso Chapter of the Metro Tulsa Homebuilders Association for $290.00. Frank Enzbrenner seconded the motion. Aye: 6 Nay: 0 Carried: 6 -0 6. CONSIDERATION FOR APPROVAL TO SHARE THE COST IN MAKING A QUALITY OF LIFE VIDEO. Tom Kimball made a motion to approve in sharing the cost of making a Quality of Life video of minimum cost of $750.00 and maximum cost $1200.00. Bill Retherford seconded the motion. Alan Anderson set a special meeting to be held Wednesday, December 20, 1989 at 10:00 a.m. to discuss and approve the FY 1990 Budget. 8. EXECUTIVE DIRECTOR'S REPORT Richard Hall summarized his report and it is attached as part of the minutes. 9. ATTORNEY'S REPORT None 10. UNFINISHED BUSINESS None 11. NEW BUSINESS Tom Kimball suggested every board member look at a city landscaping proposal that is being circulated and meet with the city to discuss this proposal. 12. Director SUBJECT: Director's Report DATE: December 12, 1989 HEALTH DEPARTMENT BUILDING UPDATE I have had the roof repaired by Sequoyah Roofing of Owasso for $720.00. You have their bill in this month's warrants. Mark Thompson and Theo Willey have been using the building for their campaign to have Southwestern Bell Telephone Co. amend the 371 phone exchange in north Owasso. I visited with plumbers from Central Plumbing at the building about repairs on Friday, December 8, 1989. I received a phone call from the owner on Monday December 11th and I told him to proceed with repair of the valves in the plumbing fixtures and to remove two sinks in office in the building. The total cost of the plumbing repairs will be about $600. PROSPECT CONTACT - CLEAR COAT On November 30th Jo Ellen Krantz called to tell me that she was sending Larry Roller, an Owasso resident, over to discuss financial assistance for his company. He came directly here from the City Hall and spent about an hour telling me about his product and how he produced the product in a galvanized tub in a shed on property that he rents south of Bud Charney's building. He makes and distributes a liquid similar to Armor All, a liquid that protects plastic and rubber on autos. He told me that he needed $30,000 to continue the business. The money would be used for advertising in auto magazines and for raw materials such as silicone and petroleum distillates. He said that he had no collateral and that he had approached Edna Kansas about Economic Development help. He said that he would hear from them in December but that he did not want to leave the Owasso area where he was reared and lives. I told him that I would check with local bankers and the State Department of Commerce about any financial help for him. He said that he had talked with Mac Borgna at First Bank and that Mac would lend him no money without collateral. Larry said that he had talked with other financiers who wanted a percentage of the company. Larry did not want to loose control of his business. From him and other sources I have learned that he has borrowed from family and friends to support his business. I called Frank Enzbrenner at Liberty and talked with him about the situation. Frank said the same thing: it is difficult OEDA Director's Report December 12, 1989 Page 2 to get money without collateral. His recommendation was that Larry find a cosigner or backer to guarantee the loan for a smaller percentage than the venture capitalists with whom Larry has previously visited. I called Orville Knight at the Tulsa office of the Department of Commerce (581 -2806) on December 1 about the prospect. Orville said that the only source would be Community Development Block Grant or through the OEDA. He said that chances of any financing were not good. Orville said that a lender had no recourse if there was a default in such a situation. Unless Orville said that Larry needs financial history, a good work background, to buy machinery and employ many people, at least three to justify the $30,000. Orville's advise was for Larry to shop around and find an incubator. Bartlesville and Central area Vo -tech in Drumright have incubators. In Tulsa call Kent Tindell at business assistance center 663 -9131. Larry has called me two times since our original visit. He believes that he can obtain Department of Commerce loans for his business and Mr. Knight refers Larry back to me when Larry calls the Dept of Commerce. Since my first visit with Larry, his business plans have changed. Originally he wanted money for advertising and raw materials. He also said that he would use family to make his product. Now, after learning of the requirements of the D.O.C. loans, he says that he will have equity and collateral in his product raw materials and he will not spend so much for advertising. He will also now employ others from the area besides his family. Larry's phone number is 272 -5449. He believes in his product and that he has told me that he will get rich selling it. PROSPECT CONTACT - ENVIRONMENTAL FABRICATION I received a call from Darcey Melendez of NOEDA on November 30th about finding 10,000 sq. ft. building in Owasso for a fabricator of environmental equipment. I visited with INCOG investment analyst Andy Armstrong and Mark, the prospective business owner, and set up a meeting with them to tour local properties. I also obtained some information from City files about the Johnson Furniture building which had been proposed to be a recreation center in February of 1988. The three of us looked at the Johnson building on December 6th but Mark did not like the commercial building. We looked at several others in the area and he was very interested in the former Woods Energy sites. Since both Woods tracts contained buildings that were larger than he had specified, I did not have the keys to the structures. After quick call to the realtor of the former manufacturing sites we looked at the buildings and decided that the property could be OEDA Director's Report December 12, 1989 Page 3 split into the size that Mark wanted. We are now checking the ceiling height and availability of larger cranes for the business. Andy has been working with Mark on gap financing for the project. COMPUTER MAPPING PROGRAM AND OWASSO QUALITY OF LIFE VIDEO At the December 6, 1989 Chamber Board meeting, the Board voted to spend a maximum of $1,200 to produce a video touting the quality of life in Owasso. Jim Ablett proposed the idea to use at the Home and Garden show. He has visited with KOKI TV to produce the piece and he believes that video outtakes of the PSO Owasso video may be used to cut costs. The Board, in its approval of the idea, asked that I request that the O.E.D.A. and City of Owasso be asked to participate in the cost of the production. Your will act on the proposal at your December 13, 1989 meeting. On December 11th at our weekly City of Owasso- O.E.D.A. co- ordination meeting I asked the City Manager about using city funds to help finance the project. He said that the city would participate. Immediately thereafter, he asked that the O.E.D.A. participate in financing the city's computer mapping project in the amount of $1,800. His feeling is that the O.E.D.A. will benefit from the mapping project and should help in its financing. He said that he would mail me a letter on the proposal. I will mail him a letter on the video project. OWASSO BROCHURE P.S.O. and the O.E.D.A. have been working on a brochure to send to target industries and to distribute to "drop -ins'' needing information about Owasso. Colored heading sheets of the brochure have already been printed. The text of the sections have been written by a professional, but have not been printed on the heading sheets. The headings are: Education, Transportation, Energy, Recreation and Quality of Life. We will insert the material in the grey folder that we have been using for some time. We would like to have the project completed in time for the Home and Garden Show. �01 OEDA Director's Report December 12, 1989 Page 4 CHAMBER BANQUET Chamber Banquet Committee met on November 27th to start planning for the annual installation banquet. The Committee is composed of Jim Ablett, Janice Fields, Donna Best, Beth Ann Freeman, Connie Joyal, Enecia Sabroff and me. The Banquet will be at 7:00 on Thursday, January 18, 1990. Rev. Charles Baker of Southern Hill Baptist will speak. Carol Hines will be the emcee again. Work is underway on the program and all Chamber members should soon receive letters announcing the event. Entertainment will be a jazz band or classical guitarist but no alcoholic beverages will be served this year. PENNY FLYER The flyer was mailed out on November 20th and 21st to Owasso citizens and residents in area postal rural routes zones near the city. I have received several calls about the mailing, all positive. We are going to monitor sales tax revenues, comparing them with previous years. The project was a joint effort between the City and the Chamber and was led by Ron Cates and Mayor Marlar. NEW MEMBER Jane Enzbrenner called November 30th about a contact at American Airlines. She had left an application to join the Chamber on Blitz Day. Mike Costello, Manager of Employee Relations called her and wanted to join the Chamber based on that contact. We expect American to join and to come to the next Chamber Membership meeting. We sent Mr. Costello a packet of OEDA information and Chamber membership forms. TRAIL DAYS The Committee, which is chaired jointly by Mike Watson, Pam Grigar, Mary Armstrong, met on November 6th for the first time to discuss the 1990 event. While we met, two women representing the Owasso Women's Charity organization (O.W.C.H.) dropped by the Chamber offices. We talked briefly about their fund raising efforts to purchase more equipment for the Recreation Center. They expressed interest in sponsoring a ten kilometer run in conjunction with Trail Days. --In JACK KEMP BREAKFAST OEDA Director's Report December 12, 1989 Page 5 Jack Kemp, Secretary of the federal agency Housing and Urban Development has accepted an invitation by Tom Kimball to speak in Owasso on April 21, from 8:00 to 10:00 am at a breakfast gathering. I met with Tom Kimball, Rodney Ray and Jim Ablett on Tuesday December 12th to work out details on the program and to decide the beneficiary of the money generated by the event. If approved by the Chairman and Board, the O.E.D.A will sponsor and finance the breakfast. Present plans are to use the revenues to defray costs of producing the quality of life tape discussed above. The project will be on a par with the Chamber Banquet and we will need to form a committee to oversee the production. Since the O.E.D.A. will sponsor the event, and benefit from the revenue, Mr. Anderson will appoint the committee. More details will follow as they become available. O n
