CALL TO ORDER Alan Anderson called the meeting to order. 2. ROLL CALL Present: Alan Anderson Frank Enzbrenner Tom Kimball Pat Marlar Absent: Stacy Lamb, Brenda Lawrence, Bill Retherford Ron Cates Staff Present: Richard Hall Janice Fields Sherry Lambert 3. REQUEST TO APPROVE THE MINUTES OF THE REGULAR OCTOBER 11, 1989 MEETING. Pat Marlar made a motion to approve the minutes of the regular October 11, 1989 meeting. Tom Kimball seconded the motion. Aye: 4 Nay: 0 Carried: 4 -0 4. REQUEST TO APPROVE WARRANTS Pat Marlar made a motion to approve the warrants in the amount of $177.32. Frank Enzbrenner seconded the motion. Aye: 4 Nay: 0 Carried: 4 -0 5. REPORT ON MOVE TO THE CITY COUNTY HEALTH FACILITY. Richard reported what progress he has made on the City County Health Facility and is included in the Executive Director's Report which is attached and a part of these minutes. O.E.D.A. MINUTES OF THE 11/8/89 REGULAR MEETING PAGE 2 6. EXECUTIVE DIRECTOR'S REPORT Richard Hall went over the Director's Report and it is attached as part of the minutes. 7. ATTORNEY'S REPORT None 8. UNFINISHED BUSINESS Pat Marlar stated that she had talked to Stacy Lamb and he cannot fit the O.E.D.A. meetings into his schedule and would submit a letter of resignation to Alan Anderson. 9. NEW BUSINESS None 10. ADJOURN Alan Anderson adjourned the meeting. 1410 MEMORANDUM TO: Owasso Economic Development Authority FROM: Richard Hall, O.E.D.A. Director SUBJECT: Director's Report DATE: November 8, 1989 HEALTH DEPARTMENT BUILDING I have compiled specifications for the renovation of the Health Department building which I have passed on to Kirby Crowe and others in the City Hall. Kirby has recently informed me that the specifications are not specific enough regarding such things as paint and wall paper descriptions. I will add more detail to the specifications. Regarding the roof, I received an repair estimate from Sequoyah Roofing of Owasso of $720.00 on October 26th. To certify that the estimate was appropriate, I contacted Jim Fuller of Fuller Roofing to get a second estimate. Mr. Fuller examined the roof on November 1, 1989 and gave me a repair estimate of $2,200. When I told him that Sequoyah had given me a much lower estimate, Jim said that he could come down to $1,800 but that was the minimum. He said that an $800 job would not last 6 months. We did find extensive water leakage in the janitor's closet of the building as evidenced by patching of the ceiling. Upon further inquiry of customers of Sequoyah customers and people familiar with construction, I learned that Sequoyah specializes in built - up (flat) roofs and that the company does good work. I contacted a third roofer about another estimate but it appears that he does not want the job. On November 6, 1989 I told Bill Arnold of Sequoyah Roofing to proceed with the roof repairs. All Health Department furniture has now been moved from the building. Carpentry work on the roof will be completed when the roof is sealed. The fence around the air conditioner will be installed next week. NATIONAL GUARD BOARD OF ADJUSTMENT CASE Board of Adjustment case OBOA -120 was approved by the Board on October 25th. That approval clears the way for the National Guard to build a automotive maintenance facility and armory on property located on South Birch Street. Three area residents are present to ask questions about the proximity of the buildings to their homes. In its approval of the use, the Board required that a site plan of the facilities, parking, landscaping, topography and other physical aspects of the property be reviewed by the Board at a future hearing. It also required that lighting be V pointed away from area homes and that additional traffic access points be identified. OEDA Director's Report November 8, 1989 Page 2 The National Guard will eventually build a 22,000 sq. ft. building in addition to a maintenance shop on the property. The Guard encourages local groups to lease and use the armory, especially for large meetings. RIBBON CUTTING On October 19th we attended the ribbon cutting for the Subway sandwich shop located at the Southwest corner of 129th East Ave.and 86th Street North. LEADERSHIP OWASSO The Steering Committee for Leadership Owasso met on October 26th. Attending were Jim Ablett, Ron Cates, Janice Fields, Lynn Freeman, Jo Ellen Krantz, Susan Young and I. At the meeting we discussed goals and action plans for the program to educate potential civic leaders. Jenks, Sand Springs, Broken Arrow and other communities have sponsored similar successful seminars. We set no future meeting date. NEW BUSINESS A new light - manufacturing business will be moving to Owasso. I am not at liberty to release any further information and I request that you not to speculate about the business or its location. I will inform the Owasso Reporter and the O.E.D.A. membership as soon as I am able. I want to have a reception to welcome the business when the information is made public. ECONOMIC INNOVATION NETWORK MEETING Dan Loague and Cathy Bowles from the Oklahoma Department of Commerce came to Owasso on October 26, 1989 and talked with us about the E.I.N. program and business incubators. Mr. Loague explained that E.I.N. is not a grant program, but gives payment for a contractor's services. Since its creation, the O.E.D.A. has received E.I.N. "payments" of $5,850, $20,000, $23,120, and $3,000. The program is changing and new rules are going into effect as more groups are asking for payments. The administrators have asked for letters of endorsement and incentive funds earlier than normal. We sent letters from the three area counties, Osage, Rogers and Tulsa, by the November 1, deadline. Claremore has also given us a letter and a commitment of $500.00. We are still looking for another municipal sponsor, however. CHAMBER BUSINESS GOALS RETREAT The Goals Retreat is scheduled for November 9th and 10th at Western Hills Guest Ranch. OEDA Director's Report November 8, 1989 Page 3 TRAIL DAYS The Committee, which is chaired jointly by Mike Watson, Pam Grigar, Mary Armstrong, met on November 6th for the first time to discuss the 1990 event. While we met, two women representing the Owasso Women's Charity organization (O.W.C.H.) dropped by the Chamber offices. We talked briefly about their fund raising efforts to purchase more equipment for the Recreation Center. They expressed interest in sponsoring a ten kilometer run in conjunction with Trail Days.
