MINUTES OF THE REGULAR MEETING
MARCH 8, 1989
P.S.O. CONFERENCE ROOM, 301 W. SECOND AVE., 12:00 NOON
1. CALL TO ORDER
The meeting was called to order by Chairman, Tom Kimball.
2. ROLL CALL

3. CONSIDERATION FOR APPROVAL OF THE MINUTES OF THE FEBRUARY 8, 1989
MEETING.
Frank Enzbrenner made the motion to approve the minutes of the
February 8, 1989 meeting. Alan Anderson seconded the motion.

4. CONSIDERATION FOR APPROVAL OF THE MINUTES OF THE SPECIAL MEETING
FEBRUARY 23, 1989 AT THE MARRIOTT HOTEL.
Frank Enzbrenner made the motion to approve the minutes of the
special meeting Febuary 23, 1989 with the following correction:
Item 5. Frank Enzbrenner made the motion to approve the
extension of the amended Executive Director's Contract through
June 30, 1989. Alan Anderson seconded the motion.

5. CONSIDERATION FOR APPROVAL OF WARRANTS.
Pat Marlar made the motion to approve the warrants in the amount
of $5,426.03. Bill Retherford seconded the motion.

6. REVIEW AND APPROVE AMENDED SHARED SERVICES AGREEMENT.
Pat Marlar made the motion to approve the amended shared services
agreement. Brenda Lawrence seconded the motion.

7. DISCUSS AND APPROVE DATE AND TIME FOR REVIEW OF O.E.D.A. AND
CHAMBER OF COMMERCE GOALS.
A discussion was held to review the goals quarterly, to assign
goals to groups, prioritize each goal, and submit a plan of
action.
8. DISCUSS INDUSTRIAL TEAM
A discussion was held and the board felt that they needed more
training. Tom Kimball, Bob Bumgarner and two more people will
establish a plan of action for each group.
9. DISCUSS INDUSTRIAL DEVELOPMENT PARK
Bob Bumgarner reported that he talked with Mr. Kerby of Sooner
Pipe and Supply Co. Bob stated that Mr. Kerby did not say no but
he did not say yes either and it has been a long time since we
made the original request. Bob said they do not seem to be
interested in this, so this is probably off.
We do have the group at Star Community Mental Health that seems
real enthused about working out some sort of a joint venture. Bob
has a meeting with Richard Hall and Rodney Ray on Thursday, March
23 to look at the eight acres the City owns coupled with the Star
Community Health land and the cost of getting a road built out to
the access road there and the actual hard dollar costs. They will
make a report back to the O.E.D.A.

10. EXECUTIVE DIRECTOR'S REPORT

Bob stated a Main Street meeting was held yesterday.
We are in the process of trying to get a comprehensive plan about
Owasso. The O.S.U. students do this as a project, where they come
in look at lights, inventory, etc., and we are going to try and
utilize them.
Bob stated that Robert Sprague with the Main Street Program has
looked at some 600 cities and the cost to bring him in would be
$2,580.00 plus room and meals.
Bob said they talked about taking the effected areas the Chamber
of Commerce, the City, and the O.E.D.A. and splitting the cost
three ways once we have the information in place to do an
evaluation.
Pat Marlar took this information to Rodney and he has authority,
if he has the funding, to approve an expenditure up to a $1,000.00
and he committed immediately to do so. He will advise the city
council of the city's participation later. Bob should have a
letter soon stating this.
Tom reported that Bob has the authority if funding is available to
commit a $1,000 from the O.E.D.A.
We will basically be waiting to see what O.S.U.'s time table is.
The survey will benefit the whole city not just one area.
