CEDAR MEMBERS PRESENT STAFF PRESENT Alan Anderson Ron Cates Sam Ashley Richard Hall Harold Charney Sherry Lambert Frank Enzbrenner Rodney Ray Lynn Freeman Dale Johnson John Kastner Tom Kimball Brenda Lawrence Rick Mahar The meeting was called to order at 7:30 a.m. Presentations were given by John Kastner and Dale Johnson concerning trips that they had made to other cities to look at methods of city development. There was discussion about city development in Broken Arrow, Claremore and Stillwater. There was discussion about hiring an individual to help industries that seek to locate in Owasso. Motion was made by Harold Charney and seconded by Dale Johnson to recognize the need to hire a person to do such a job. The vote on the motion was 11 -0, all in favor, the motion carried. There was discussion concerning the salary for the position. A salary range of $30,000 to $40,000 was generally agreed upon but there was no consensus on funding that salary. Rodney Ray, speaking for the Funding Subcommittee, suggested five methods of raising the money: (1) a surcharge on building permits, (2) the moving of City surplus funds to an Owasso Inc. account, (3) the reestablishment of the City Industrial Trust Authority who could sell bonds to pay the salary, (4) hire the Staff person as a city and Chamber of Commerce employee and (5) contributions from utility companies, banks, and industries. Motion was made by Harold Charney and seconded by Allen Anderson to commit Owasso Inc. to raise $100,000 to hire and pay a staff person. After a lengthy discussion the motion was withdrawn. There was discussion to have more meeting structure with agendas and minutes. There was discussion about the election of a Chairman to lead the meetings. Motion was made by Tom Kimball and seconded by Rick Mahar to elect John Kastner. The vote on the motion was 11- 0, all in favor, motion carried. There was discussion about having the next meeting on October 1, starting again at 7:30 a.m. There being no further business, the meeting was adjourned at 9:00 a.m. 1
