H- arkins, Economic velopment Director AGENDA 1. Call to Order Dr. Spriggs, Chairman 2. Consideration and appropriate action relating to a request for Trustee approval of the Consent Agenda. All matters listed under "Consent" are considered by the Trustees to be routine and will be enacted by one motion. Any Trustee may, however, remove an item from the Consent Agenda by request. A motion to adopt the Consent Agenda is non- debatable. A. Approval of minutes of the October 8, 2009 Regular Meeting. Attachment B. Approval of claims. Attachment C. MEETING OF THE OWASSO ECONOMIC DEVELOPMENT AUTHORITY MINUTES OF MEETING Thursday, October 8, 2009 The Owasso Economic Development Authority met in regular session on Thursday, October 8, 2009 in the Main Conference Room at Owasso City Hall per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 5:00 PM on Tuesday, October 6, 2009. ITEM 1: CALL TO ORDER & ROLL CALL Chairman Spriggs called the meeting to order at 10:02 AM. PRESENT Brian Spriggs, Chairman Frank Enzbrenner, Vice Chairman Gary Akin, Secretary Dee Sokolosky, Trustee Dirk Thomas, Trustee A quorum was declared present. ABSENT Steve Cataudella, Trustee David Charney, Trustee STAFF Chelsea Harkins, Economic Development Director Eric Wiles, City Planner Eric Wiles, Community Development Director Roger Stevens, Public Works Director Rodney Ray, OEDA Manager Juliann Stevens, Minute Clerk Sherry Bishop, Assistant City Manager ITEM 2: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REQUEST FOR TRUSTEE APPROVAL OF THE OEDA CONSENT AGENDA A. Approval of minutes of the September 10, 2009 Regular Meeting B. Approval of claims — no claims C. Acceptance of the monthly financial report Mr. Akin moved to approve the consent agenda, seconded by Mr. Enzbrenner. AYE: Sokolosky, Spriggs, Akin, Thomas, Enzbrenner NAY: None ABSTAIN: Motion carried 5 -0. October 8, 2009 ITEM 3: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REOUEST FOR TRUSTEE ENDORSEMENT OF A MARKETING CAMPAIGN TO PROMOTE LOCAL BUSINESSES; AND AUTHORIZING A RECOMMENDATION FROM THE OEDA TO THE OWASSO CITY COUNCIL TO APPROVE AND FUND SUCH CAMPAIGN. Ms. Harkins presented the item and discussion was held. Mr. Sokolosky moved to authorize a recommendation from the OEDA to the City Council to approve and fund the Buy Owasso Marketing Campaign, seconded by Mr. Enzbrenner. AYE: Sokolosky, Spriggs, Akin, Thomas, Enzbrenner NAY: None ABSTAIN: Motion carried 5 -0. ITEM 4: REPORT FROM COMMUNITY DEVELOPMENT DIRECTOR Mr. Wiles reviewed the September building permit report and items appearing before the Planning Commission. Mr. Wiles presented information related to new urbanism planning. ITEM 5: REPORT FROM PUBLIC WORKS DIRECTOR Mr. Stevens reviewed the status of various Public Works Department projects. ITEM 6: REPORT FROM ECONOMIC DEVELOPMENT DIRECTOR Ms. Harkins reviewed the Director's Report included in the agenda packet. ITEM 7: REPORT FROM OEDA MANAGER No Report. ITEM 8: REPORT FROM OEDA TRUSTEES No Report. ITEM 9: NEW BUSINESS None. ITEM 10: ADJOURNMENT Motion made by Mr. Thomas, seconded by Mr. Akin to adjourn the meeting. AYE: Sokolosky, Spriggs, Akin, Thomas, Enzbrenner NAY: None ABSTAIN: Motion carried 5 -0. At 11:50 AM, the meeting was adjourned. Memorial Drive - Funding for the construction of this project is a result of a "matching grant "; 80% ODOT funding and 20% City funding. - An Engineering design for the project was completed in September 2008. - An Environmental Assessment was approved by ODOT in December 2008 and by the Federal Highway Department in February 2009. - Staff anticipates right -of -way negotiations and utility relocations to be completed in April of 2010. - Staff anticipates construction to begin in May 2010. • E. 106TH Street North and Garnett Road Intersection Improvement Proiect - A $750,000 grant from ODOT was approved February 2009. - On March 24, 2009, Council awarded an engineering design contract with PSA Dewberry. Engineering Design is 80% complete. PSA Dewberry is on schedule to have the engineering design complete by December 2009. - Staff anticipates right -of way negotiations and utility relocation to be complete by March 2010. - Construction is expected to begin in April 2010 and completed by January 2011. • Tulsa Technology Center Road Construction Project /Tulsa Community College - On July 15, 2008, the City Council awarded an engineering agreement in the amount of $162,500.00 Crafton, Tull, Sparks. The Engineering Design phase is 100% complete. - Bids were received on July 17, 2009 and on July 21, 2009 a construction contract was awarded to Becco Construction Company for $1,566,682. - The contractor began clearing and preparing the North end of the project, along with silt fence installation, on August 29, 2009. The stormdrainage infrastructure is being installed and staff anticipates this phase of the work to be complete by mid November 2009, as scheduled. The remaining phases of construction will occur soon after: Treatment of subgrade, curb and gutter installation, asphalt installation, sidewalk installation and striping. • Street Improvement /Repair Project (FY 2008 -2009) Street Repair: - On September 16, 2008, the City Council approved the street repair priorities for FY 2008 -2009. - On October 18, 2008, the City Council approved an interlocal agreement with Tulsa County for county personnel to perform the street overlay and resurfacing with materials purchased by the City of Owasso. - An advertisement for bids was published and the mandatory pre -bid meeting was held on May 26, 2009. - The bid opening occurred June 5, 2009 and City Council awarded the contract to Pavement Conservation Specialist, Inc, of Tulsa. - Tulsa County is expected to begin the overlay at Original Town and Elm Creek Estates in late November 2009. The County will notify city staff one (1) week prior to mobilizing so PCSI, Inc. can perform the required milling. In October, Public Works Staff evaluated the feasibility of making much needed repairs to the asphalt surface on East 96 Street North between the HWY 169 Overpass and existing concrete surface west of the JC Penny site. Staff performed a cost analysis and recognized that the work could be performed under the existing unit -price contract with PCSI, Incorporated. The scope of the work to be complete is 3,300 square yards of road base repair, fog seal and thermoplastic striping. This project is a joint effort between the contractor and Public Works staff in an effort to complete the work before the Thanksgiving Holiday. Traffic Signal Enhancements: - On October 7, 2008, the City Council awarded an engineering agreement in the amount of $37,000 to Traffic Engineer Consultants, Incorporated. - In October 2008, the consultant began a traffic study and submitted their final report to city staff in February 2009. Staff has completed their review of the report. - Bids were received on July 17, 2009 and on July 21, 2009 the City Council awarded a construction contract to MidState Traffic Control for $132,711. - Signal linking on East 86 Street North is 70% complete and East 76 Street North is 80% complete. - This project is on schedule for final completion to occur in December 2009. • East 96 Street North Regional Detention (Phase II and III — Detention Facility/ Garnett Structure Modifications) - The engineering design was completed March 2009. - Bid advertisement —October 10 and 17, 2009 - Mandatory pre -bid meeting — October 29, 2009, twelve general contractors were in attendance. - Bid opening — November 9, 2009 - Staff anticipates construction to begin in December 2009 and Final completion in October 2010. • Wastewater Treatment Plant and 117th Street Lift Station Upgrade - The Engineering Design was completed in September 2008. - A Public comment period began August 29, 2008 as required by the ODEQ, and ended October 13, 2008. - Bid advertisement — October 10 and 17, 2009 - Mandatory pre -bid meeting — October 29, 2009, nine general contractors were in attendance. - Bid opening — November 11, 2009 - Staff anticipates construction to begin in December 2009 and Final Completion scheduled for December 2011. • East 76th Street North Sanitary Sewer Interceptor - The Engineering Design was completed in March 2009. - The Environmental Process was completed by May 2009. HARKINS DIRECTOR OF ECONOMIC DEVELOPMENT SUBJECT: DIRECTOR'S REPORT DATE: November 12, 2009 BUY OWASSO!: Last month, the Owasso City Council approved the Buy Owasso Campaign. Tomorrow, it will be unveiled to the public. Letters have been mailed to retailers and restaurants explaining the concept and staff has been visiting one -on -one with businesses to raise awareness and garner support. Holiday shopping season has begun. This is the perfect time to begin educating our citizens about the vital relationship between shopping in Owasso and our responsibility to public improvement. Buy Owasso will deliver a message about how providing services such as roads, sewer /water infrastructure, fire /police protection and job creation comes from a healthy sales tax base. lYl }5YR44`f1b34 This project encourages residents to shop locally first by teaching them about the correlation between business and sales tax profit and their municipal wants and needs, i.e. city infrastructure improvement. The campaign will feature two billboards off HWY 169, one northbound and one southbound; a website www.buyowasso.com; coupons from Owasso businesses; and interactive information exchange between the shoppers and merchants. r In order to motivate and inspire a change in spending mind -sets and behaviors, we must educate and raise awareness in every citizen in Owasso regarding the significance in their local purchasing decisions. Then when those holiday purchases are made, they are made here at home, where we will continue to provide the best quality of life for the best quality of community. HOLLY TROLLEY: The Owasso Holly Trolley will resume its annual service to holiday shoppers this month. The Trolley will debut on Friday, November 27 from 9 AM to 5 PM. It will continue on Saturday, November 28 and Saturday, December 5, 12, and 19 from 9 AM to 5 PM. The Holly Trolley will use a trolley car throughout the season and will feature a special guest from the North Pole each Saturday. This is a free service provided to Owasso's holiday shoppers who can park and ride to all shopping areas in the community. BUSINESS UPDATE: The new First Bank of Owasso building opens this week at the corner of 86`h Street North and Garnett Road. The five -story building makes up a total of 62,500 square feet. Each floor is 12,500 square feet with the third and fifth floor available for lease. The building creates a new and impressive attraction in Owasso. The Marriot Towne Center hotel will complete construction soon. The hotel plans to open in January 2010. The hotel houses 90 rooms with extended stay functionality. Church's Chicken will locate in the former Popeye's Chicken building next month. Staff is working with another restaurant for the Fuddrucker's location. In general, Owasso businesses do not reflect a decline in business. After discussions with restaurants, local -only businesses and national chains, the reports from management were positive and reflected increases in projections for the year to date. ECONOMIC SUMMIT: Staff and members of the Economic Summit Planning Committee have set the date for the 2010 Owasso Economic Summit. This year's event will be on Friday, February 26, 2010 from 7:30 AM to 1:30 PM at the Bailey Educational Foundation at the Bailey Medical Center. Dr. Russell Evans, Director of Research and Economist for the Center for Applied Economic Research in the Spears School of Business at Oklahoma State University will be the featured keynote speaker and present the 2010 Owasso Economic Forecast. Plans are being set for the event. Information is forthcoming on panel subjects and featured speakers for the Summit.
