MEMORANDUM
TO: THE HONORABLE MAYOR AND COUNCIL
CITY OF OWASSO
FROM: BRIAN DEMPSTER
INTERIM COMMUNITY DEVELOPMENT DIRECTOR
SUBJECT: TEXT AMENDMENT TO OWASSO ZONING CODE CHAPTER 20
LANDSCAPE REQUIREMENTS
DATE: January 7, 2010
BACKGROUND:
The current landscape chapter of the Owasso Zoning Code is in need of some minor changes to
better allow for understanding and regulation of the long terns maintenance of trees, shrubs,
vegetation and other landscape elements within the City of Owasso.
PROPOSED CHANGE TO THE REGULATIONS:
The primary change in the code is the rewording of the maintenance section to allow for better
understanding and enforcement of the long term maintenance of the required landscape material
that was approved with the site plan at the development stage of the project. There were also some
changes that needed to be made to the overall process of amending the code as there have been
changes in the approval process of site plans. They no longer go before the Owasso Planning
Commission and are reviewed and approved by the Community Development Department.
REASONS FOR THE PROPOSED CHANGE:
The staff finds that the changes proposed to the landscape requirements would improve the
understanding and requirements of the long term care when it comes to maintaining the plant
material that was required and approved on the landscape plan of the overall development.
RECOMMENDATION:
City staff intends to recommends Council approval of the text amendment to the Owasso Zoning
Code, Chapter 20, Landscaping Requirements.
