All matters listed under "Consent" are considered by the Trustees to be routine and will be enacted by one motion. Any Trustee may, however, remove an item from the Consent Agenda by request. A motion to adopt the Consent Agenda is non - debatable. A. Approval of minutes of the December 10, 2009 Regular Meeting. Attachment B. Approval of claims. Attachment C. MEETING OF THE OWASSO ECONOMIC DEVELOPMENT AUTHORITY MINUTES OF MEETING Thursday, December 10, 2009 The Owasso Economic Development Authority met in regular session on Thursday, December 10, 2009 in the Main Conference Room at Owasso City Hall per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 5:00 PM on Tuesday, December 8, 2009. ITEM 1: CALL TO ORDER & ROLL CALL Chairman Spriggs called the meeting to order at 10:00 AM. PRESENT Brian Spriggs, Chairman Frank Enzbrenner, Vice Chairman Gary Akin, Secretary Dee Sokolosky, Trustee Dirk Thomas, Trustee Steve Cataudella, Trustee David Chamey, Trustee A quorum was declared present. ABSENT STAFF Chelsea Harkins, Economic Development Director; Roger Stevens, Public Works Director; Brian Dempster, Community Development Interim Director; Larissa Darnaby, City Planner; Juliann Stevens, Minute Clerk; Rodney Ray, OEDA Manager; Sherry Bishop, Assistant City Manager; Warren Lehr, Assistant City Manager ITEM 2: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REQUEST FOR TRUSTEE APPROVAL OF THE OEDA CONSENT AGENDA A. Approval of minutes of the November 12, 2009 Regular Meeting B. Approval of claims — no claims C. Acceptance of the monthly financial report Mr. Cataudella moved to approve the consent agenda, seconded by Mr. Enzbrenner. AYE: Cataudella, Chamey, Thomas, Sokolosky, Spriggs, Enzbrenner, Akin NAY: None ABSTAIN: Motion carried 7 -0. ITEM 3: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REQUEST FOR TRUSTEE REVIEW OF AN INCUBATOR APPLICANT. Ms. Harkins introduced Kevin Vanover, Principle of Impact Engineering and Planning. Ms. Harkins explained that Mr. Vanover has applied for use of the City's Business Incubator space. Discussion was held. No action was taken. December 10, 2009 ITEM 4: REPORT FROM COMMUNITY DEVELOPMENT INTERIM DIRECTOR Mr. Dempster reviewed the November building permit report. Ms. Darnaby presented information related to the "Smart Growth" planning concept and discussion was held. ITEM 5: REPORT FROM PUBLIC WORKS DIRECTOR Mr. Stevens reviewed the status of various Public Works Department projects. ITEM 6: REPORT FROM ECONOMIC DEVELOPMENT DIRECTOR Ms. Harkins reviewed the Director's Report included in the agenda packet. ITEM 7: REPORT FROM OEDA MANAGER No Report. ITEM 8: REPORT FROM OEDA TRUSTEES No Report. ITEM 9: NEW BUSINESS None. ITEM 10: ADJOURNMENT Motion made by Mr. Cataudella, seconded by Mr. Charney to adjourn the meeting. Memorial Drive - Funding for the construction of this project is a result of a "matching grant "; 80% ODOT funding and 20% City funding. - An Engineering design for the project was completed in September 2008. - An Environmental Assessment was approved by ODOT in December 2008 and by the Federal Highway Department in February 2009. - Staff anticipates right -of -way negotiations and utility relocations to be completed in November 2010. - Staff anticipates construction to begin in February 2011. • E. 106TH Street North and Garnett Road Intersection Improvement Project - A $750,000 grant from ODOT was approved February 2009. - On March 24, 2009, Council awarded an engineering design contract with PSA Dewberry. Engineering Design is 80% complete. Since the last report, PSA Dewberry has been delayed on completing the design due to ODOT being inundated with review of stimulus projects. Thus, the design completion and ODOT approval will not occur until July 2010. Staff anticipates right - of way negotiations and utility relocation to be complete by January 2011. - Construction is expected to begin in April 2011 and completed by October 2011. • Tulsa Technology Center Road Construction Project /Tulsa Community College - On July 15, 2008, the City Council awarded an engineering agreement in the amount of $162,500.00 Crafton, Tull, Sparks. The Engineering Design phase is 100% complete. - Bids were received on July 17, 2009 and on July 21, 2009 a construction contract was awarded to Becco Construction Company for $1,566,682. - The treatment of the sub -grade is approximately two thirds complete. Weather has hampered progress and the contractor is currently waiting for conditions to dry out. The project is ready for curb and gutter on the North end however temperatures must be 40 degrees before concrete can be poured. Once the curb and gutter is in we will have to ensure that both ground and ambient temperatures will allow for the installation of asphalt. Final completion is now expected toward mid to late March. • Street Improvement /Repair Project (FY 2008 -2009) Street Repair: - On September 16, 2008, the City Council approved the street repair priorities for FY 2008 -2009. - On October 18, 2008, the City Council approved an interlocal agreement with Tulsa County for county personnel to perform the street overlay and resurfacing with materials purchased by the City of Owasso. - The bid opening occurred June 16, 2009 and City Council awarded the contract to Pavement Conservation Specialist, Inc, of Tulsa in the amount of $259,125. Tulsa County crews completed the asphalt overlay project in Elm Creek on Tuesday, December 22nd. The completion of this area brings the FY 08 -09 Street repair project to a close. Staff will present to City Council the final payment to Tulsa County once County staff supplies city staff with the required documentation. ® Traffic Signal Enhancements: - On October 7, 2008, the City Council awarded an engineering agreement in the amount of $37,000 to Traffic Engineer Consultants, Incorporated. - In October 2008, the consultant began a traffic study and submitted their final report to city staff in February 2009. - Bids were received on July 17, 2009 and on July 21, 2009 the City Council awarded a construction contract to MidState Traffic Control for $132,711. - Signal linking on East 86th Street North is 95% complete and East 76th Street North is 100% complete. Timing modifications to all stand -alone intersections are complete. - This project is on schedule for final completion to occur in January 2010. • East 96 Street North Regional Detention (Phase II and III — Detention Facility/ Garnett Structure Modifications) - In March 2009, the engineering design was completed by Meshak and Associates. - Following the required bid process, a bid opening was held on November 9, 2009 with five bids received. - City Council awarded a construction contract to Cherokee Builders in the amount of $1,525,006 at the December 1, 2009 City Council meeting. - The pre - construction meeting for this project occurred January 7, 2010. - Construction will begin January 11, 2010 with final completion scheduled for November 2010. • Wastewater Treatment Plant and 117th Street Lift Station Upgrade - In September 2008, the engineering design was completed by Greeley and Hansen. - A Public comment period began August 29, 2008 as required by the ODEQ, and ended October 13, 2008. - Following the required bid process, a bid opening was held on November 11, 2009 with four bids received. - OPWA Trustee awarded a construction contract to BRB Contractors in the amount of $8,465,500 at the December 1, 2009 OPWA meeting. - Staff anticipates construction to begin in January 2010 and final completion scheduled for January 2012. - The pre - construction meeting for this project has been scheduled for January 11, 2010. - Construction will begin February 1, 2010 with final completion scheduled for February 2012. ® East 76th Street North Sanitary Sewer Interceptor - In March 2009, the engineering design was completed by Greeley and Hansen. - The Environmental Process was completed in May 2009. - Following the required bid process, a bid opening occurred on November 24, 2009 with five bids received. - OPWA Trustee awarded a construction contract to Paragon Contractors in the amount of $4,111,299 at the December 1, 2009 OPWA meeting. - The pre - construction meeting for this project occurred January 7, 2010. - Construction will begin January 26, 2010 with Phase I Completion (North 143rd East Avenue to North 171St East Avenue) by January 2011; and Phase II Completion (North 171St East Avenue to North 193rd East Avenue) by August 2011. East 86th Street North and North Garnett Intersection Improvements - A $310,000 grant from INCOG was approved in November 2009. - In December 2009, City Manager approved an engineering design contract with Tri -State Engineering in the amount of $24,000. Engineering Design is 25% complete. Tri -State is on schedule to have the engineering design complete by March 2010. - Staff does not anticipate needing to obtain right -of way nor there be a need to relocate utilities. HARKINS DIRECTOR OF ECONOMIC DEVELOPMENT SUBJECT: DIRECTOR'S REPORT DATE: January 14, 2010 BUY OWASSO: Buy Owasso spread through the community over the holiday shopping season. Businesses talked about the concept of "giving back" to their cliental while residents made conscious efforts to do their holiday shopping at home. Now it is time to reemphasize the importance of doing business in Owasso and Buy Owasso. The campaign will focus on connecting the dots between making purchases in Owasso and a better quality of life here. Staff continues to video resident and city employees for testimonials. These appear on the website, www.Buy0wasso.com. This month, the campaign invites the community to participate in submitting their own video testimony to why it is important to Buy Owasso. Selected videos will also appear on the website. The campaign will soon launch an essay contest and billboard design contest in the Owasso Schools to creatively explore in our children why it is important to Buy Owasso and how that directly impacts the future of Owasso. The two campaign billboards off HWY 169, northbound and southbound will change next week. The website has also made some additions and changes with more businesses offering coupons. The website has increased in popularity and awareness. The most recent Google analytics report: • Total visits were up 60% to 171 • Pageviews were up 75% to 407 • Average time on the site increased 93% to 1:56 • Unique visitors were up 21 %, for a total of 111. • "About Campaign" pageviews increased by 188% • "Success Stories" pageviews increased by 331% • Top referring sites were Facebook (34) and City of Owasso (30) • Percentage of new visits dropped 34% to 43% (down from 65 %). • Bounce rate decreased 3% to 49 %, which is still too high. 8UY OWA "SO IT PAYS! HuyOwAsso.COffi The Facebook Fan Page continues to grow. The interactive questions continue to receive feedback and appeal to a large audience. The website will also begin engaging the public with surveys and questions. Staff continues to visit with businesses to garner support, survey the campaign results and communicate the purpose for Buy(ing) Owasso. BUSINESS UPDATE: Church's Chicken will locate in the former Popeye's Chicken building this month. Ruby Tuesday's will open soon in the former Fuddrucker's building. Staff is working with the developer and franchise and has received their building permit. Old Navy has submitted plans for a store remodel. They will remain in the same location at Smith Farm Market. Staff has received business inquiries for two vacant properties in Smith Farm Market and one in Tyann Plaza. Hopefully, we will see businesses open in those locations this year. ECONOMIC SUMMIT: The 2010 Owasso Economic Summit will be on Friday, February 26, 2010 from 7:30 AM to 1:30 PM at the Bailey Educational Foundation at the Bailey Medical Center. Dr. Russell Evans, Director of Research and Economist for the Center for Applied Economic Research in the Spears School of Business at Oklahoma State University will be the featured keynote speaker and present the 2010 Owasso Economic Forecast. This year's panel discussions include Business Retention and Expansion; Marketing: Creating the "what" and "why" to Who You Are; Healthcare: Insuring The Best For Your Employees. Many successful local business people will be featured on the panels. Plans are being set for the event. Information is forthcoming on specific panel schedules and featured speakers for the Summit.
