HomeMy WebLinkAbout2008.10_FY 07.08 Street Rehab ProgramC PROJECT COMPLETION REPORT PROJECT: Street Rehabilitation Program (FY 2007 -2008) DATE PROJECT WAS INITIATED: November 20, 2007 DATE PROJECT WAS COMPLETED: October 2008 DEPARTMENT RESPONSIBILITY FOR PROJECT: Public Works Department STAFF COMMENTS: Included in FY 2007 -2008 Budget, the Capital Improvements Fund allowed for the expenditure of $1,165,000 for the repair and/or resurfacing of residential and non - residential roadways throughout the city. The work was completed via a private - public partnership. Part I of the rehabilitation program included pavement repair, as well as concrete curb and tug ter replacement. This work was performed by a private contractor (Becco Contractors) in the amount of $865,766.90, an overrun of $39,668.90 due to an increase of the overall size of many sub -base repairs. Phase II of the program includes the paving and/or surfacing of approximately five lane - miles (or 7,000 tons of asphalt) of roadway surface. Tulsa County_ provided the use of County labor and equipment for the paving and/or resurfacing and the City purchased the necessary materials such as asphalt, traffic signage for traffic control and required striping. On July 15, 2008, City Council approved to purchase of asphalt material in the amount of $210,000. Shortly after the approved expenditure of funds for asphalt, and unbeknownst to City staff, the asphalt suppliers suspended the state bid award amounts due to the exponential increases in oil prices and cost of materials needed to produce the product. This increase in the cost of asphalt resulted in an additional expenditure of $106,842.17, resulting in a revised amount of $316,842.47 for asphalt. With the increase in asphalt, the overall total amount of the Street Repair Project is $1,210,046.43.
