MEETING OF THE OWASSO ECONOMIC DEVELOPMENT AUTHORITY MINUTES OF MEETING Thursday, January 14, 2010 The Owasso Economic Development Authority met in regular session on Thursday, January 14, 2010 in the Main Conference Room at Owasso City Hall per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 5:00 PM on Monday, January 11, 2010. ITEM 1: CALL TO ORDER & ROLL CALL Chairman Spriggs called the meeting to order at 10:01 AM. PRESENT Brian Spriggs, Chairman Frank Enzbrenner, Vice Chairman Gary Akin, Secretary Dee Sokolosky, Trustee Dirk Thomas, Trustee David Charney, Trustee A quorum was declared present. ABSENT Steve Cataudella, Trustee STAFF Chelsea Harkins, Economic Development Director; Roger Stevens, Public Works Director; Brian Dempster, Community Development Interim Director; Juliann Stevens, Minute Clerk; Rodney Ray, OEDA Manager; Sherry Bishop, Assistant City Manager ITEM 2: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REQUEST FOR TRUSTEE APPROVAL OF THE OEDA CONSENT AGENDA A. Approval of minutes of the December 10, 2009 Regular Meeting B. Approval of claims — no claims C. Acceptance of the monthly financial report Mr. Charney moved to approve the consent agenda, seconded by Mr. Enzbrenner. ITEM 3: REPORT FROM COMMUNITY DEVELOPMENT INTERIM DIRECTOR Mr. Dempster reviewed the December building permit report and upcoming planning items. ITEM 4: REPORT FROM PUBLIC WORKS DIRECTOR Mr. Stevens reviewed the status of various Public Works Department projects. January 14, 2010 ITEM 5: REPORT FROM ECONOMIC DEVELOPMENT DIRECTOR Ms. Harkins reviewed the Director's Report included in the agenda packet. Ms. Harkins announced the 2010 Owasso Economic Summit, which will be held February 26, 2010 at the Bailey Education Foundation. Ms. Harkins also noted that consumer spending in Owasso remains steady, while construction materials, electronics, and utility sales are down. ITEM 6: REPORT FROM OEDA MANAGER Mr. Ray commented on staff efforts to confirm a date for a joint meeting of the Owasso Economic Development Authority and City Council for a presentation regarding the Tulsa Tech Owasso Campus, at which representatives of Tulsa Community College will also be invited to speak. Mr. Ray noted that the City's search for a new Community Development Director is nearing an end and thanked Brian Dempster for his service as Interim Community Development Director. Mr. Ray also announced that the interactive online project which will tie in Economic Development and the City's Quality of Life Initiative is almost ready, and that City staff continues to seek corporate relocation prospects. ITEM 7: REPORT FROM OEDA TRUSTEES No Report. ITEM 8: NEW BUSINESS None. ITEM 9: ADJOURNMENT Motion made by Mr. Sokolosky, seconded by Mr. Charney, to adjourn the meeting. Memorial Drive - Funding for the construction of this project is a result of a "matching grant "; 80% ODOT funding and 20% City funding. - An Engineering design for the project was completed in September 2008. - An Environmental Assessment was approved by ODOT in December 2008 and by the Federal Highway Department in February 2009. - Staff anticipates right -of -way negotiations and utility relocations to be completed in November 2010. - Staff anticipates construction to begin in February 2011. • E. 106TH Street North and Garnett Road Intersection Improvement Project - A $750,000 grant from ODOT was approved February 2009. - On March 24, 2009, Council awarded an engineering design contract with PSA Dewberry. Engineering Design is 80% complete. Since the last report, PSA Dewberry has been delayed on completing the design due to ODOT being inundated with review of stimulus projects. Thus, the design completion and ODOT approval will not occur until July 2010. Staff anticipates right -of way negotiations and utility relocation to be complete by January 2011. - Construction is expected to begin in April 2011 and completed by October 2011. • Tulsa Technoloav Center Road Construction Project /Tulsa Community College - On July 15, 2008, the City Council awarded an engineering agreement in the amount of $162,500.00 Crafton, Tull, Sparks. The Engineering Design phase is 100% complete. - Bids were received on July 17, 2009 and on July 21, 2009 a construction contract was awarded to Becco Construction Company for $1,566,682. - Approximately 75% of the curb and gutter has been installed. Weather permitting, the sub -grade treatment and curb - gutter installation on the south end of the project should be complete by the end of this month. Final completion is still expected to occur by late March of this year. • Traffic Signal Enhancements - On October 7, 2008, the City Council awarded an engineering agreement in the amount of $37,000 to Traffic Engineer Consultants, Incorporated. - In October 2008, the consultant began a traffic study and submitted their final report to city staff in February 2009. - Bids were received on July 17, 2009 and on July 21, 2009 the City Council awarded a construction contract to MidState Traffic Control for $132,711. - Signal linking on East 86th Street North and East 76th Street North is complete. Timing modifications to all stand -alone intersections are complete. 9 East 96 Street North Reaional Detention (Phase II and III — Detention Facilitv/ Garnett Structure Modifications) - In March 2009, the engineering design was completed by Meshak and Associates. - Following the required bid process, a bid opening was held on November 9, 2009 with five bids received. - City Council awarded a construction contract to Cherokee Builders in the amount of $1,525,006 at the December 1, 2009 City Council meeting. - The pre - construction meeting for this project occurred January 7, 2010. - Construction began January 11, 2010 with clearing and grubbing and that process will continue for another two weeks. Final completion scheduled for November of this year. ® Wastewater Treatment Plant and 117th Street Lift Station Upgrade - In September 2008, the engineering design was completed by Greeley and Hansen. - A Public comment period began August 29, 2008 as required by the ODEQ, and ended October 13, 2008. - Following the required bid process, a bid opening was held on November 11, 2009 with four bids received. - OPWA Trustee awarded a construction contract to BRB Contractors in the amount of $8,465,500 at the December 1, 2009 OPWA meeting. Staff anticipates construction to begin in January 2010 and final completion scheduled for January 2012. - The pre- construction meeting for this project occurred January 11, 2010. - BRB contractors began mobilizing equipment the week of January 26th and were scheduled to start construction February 1St. However, recent weather events have pushed the start date back approximately one week. Final completion is still scheduled to occur in February 2012. • East 76th Street North Sanitary Sewer Interceptor - In March 2009, the engineering design was completed by Greeley and Hansen. - The Environmental Process was completed in May 2009. - Following the required bid process, a bid opening occurred on November 24, 2009 with five bids received. - OPWA Trustee awarded a construction contract to Paragon Contractors in the amount of $4,111,299 at the December 1, 2009 OPWA meeting. - The pre- construction meeting for this project occurred January 7, 2010. - Paragon contractors began mobilizing to the site on January 26th staging equipment. As of last week, the contractor began the clearing and grubbing process as well a silt fence installation. Phase I is on schedule for Completion (North 143rd East Avenue to North 171St East Avenue) by January 2011; and Phase II Completion (North 171St East Avenue to North 193rd East Avenue) by August 2011. • East 86th Street North and North Garnett Intersection Improvements - A $310,000 grant from INCQG was approved in November 2009. - In December 2009, City Manager approved an engineering design contract with Tri -State Engineering in the amount of $24,000. Engineering Design is 25% complete. Tri -State is on schedule to have the engineering design complete by March 2010. - Staff does not anticipate needing to obtain right -of way nor there be a need to relocate utilities. Construction is expected to begin in May 2010 and completed by September 2010. MEMORANDUM TO: THE HONORABLE CHAIR AND TRUSTEES OWASSO ECONOMIC DEVELOPMENT AUTHORITY FROM: CHELSEA M.E. HARKINS DIRECTOR OF ECONOMIC DEVELOPMENT SUBJECT: DIRECTOR'S REPORT DATE: February 11, 2010 BUY OWASSO: Buy Owasso continues to remind our businesses and residents to keep purchases at home. A second letter was sent to businesses last month with the intent to raise further awareness the campaign is available and willing to assist their business advertise and offer success stories. New video of residents, business members and city employee testimonials will be featured on the website next week at www.Buy0wasso.com. Buy Owasso announces an essay contest and billboard design contest in the Owasso Public and Private Schools to creatively explore through our youth why it is important to Buy Owasso and how that directly impacts the future of our community. The contest officially begins on Monday, February 15, 2010 and concludes on Friday, February 26, 2010. The winners will be announced on Monday, March 8, 2010. The website has increased in popularity and awareness. The most recent Google analytics report: • Total Visits were up 22% from 137 to 167 + Percentage of New Visitors increased 22% from 47% to 58%O • Total Unique visitors last week: 133 • Page Views were up 10% • Pages /Visit were down 10% • Bounce rate increased 21% • Average time on site decreased 12% from 1:32 to 1:22 • Top traffic sources: • City of Owasso site - 39 visitors • Direct - 35 • Facebook - 33 • Google - 30 • Wordpress Blog - 16 STJY OWASSO IT PAYS! BvY0WA8W.00W Twitter and Facebook keep posting reminders for coupons and business deals. The blog has featured a question to engage the public in their thoughts to shopping locally and benefiting the community. Staff continues to visit with businesses to garner support, survey the campaign results and communicate the purpose for Buy(ing) Owasso. BUSINESS UPDATE: Church's Chicken has opened in the former Popeye's Chicken. Ruby Tuesday's will open soon in the former Fuddrucker's building. Predictions reflect they will be ready for business by April 2010. Old Navy and Kohl's are going through store remodeling. Staff has increased recruiting efforts and has been sending out letters of interest and information packets to retailers, restaurants and companies. The city is working to build and increase relationships resulting in fruitful development in the near future. Buy Owasso announces an essay contest and billboard design contest in the Owasso Public and Private Schools to creatively explore through our youth why it is important to Buy Owasso and how that directly impacts the future of our community. The contest officially begins on Monday, February 15, 2010 and concludes on Friday, February 26, 2010. The winners will be announced on Monday, March 8, 2010. The website has increased in popularity and awareness. BUSINESS UPDATE: Church's Chicken has opened in the former Popeye's Chicken. Ruby Tuesday's will open soon in the former Fuddrucker's building. Predictions reflect they will be ready for business by April 2010. Old Navy and Kohl's are going through store remodeling. Staff has increased recruiting efforts and has been sending out letters of interest and information packets to retailers, restaurants and companies. The city is working to build and increase relationships resulting in fruitful development in the near future.
