debatable.

Thursday, March 11, 2010
The Owasso Economic Development Authority met in regular session on Thursday, March 11,
2010 in the Main Conference Room at Owasso City Hall per the Notice of Public Meeting and
Agenda posted on the City Hall bulletin board at 5:00 PM on Monday, March 8, 2010.

Ms. Harkins reviewed the Director's Report included in the agenda packet and
presented information regarding nation -wide unemployment statistics. A discussion
was held for suggestions, comments, and concerns regarding the annual Economic
Summit.

PROJECTS STATUS REPORT
City of Owasso Public Works Department
As of April 4, 2010
E. 86th Street North Widening (from Main Street to N. Memorial Drive)
- Funding for the construction of this project is a result of a "matching grant "; 80%
ODOT funding and 20% City funding.
- An Engineering design for the project was completed in September 2008.
- An Environmental Assessment was approved by ODOT in December 2008 and
by the Federal Highway Department in February 2009.
- Staff anticipates right -of -way negotiations and utility relocations to be completed
in November 2010.
Staff anticipates construction to begin in February 2011.
In the past month, staff continues to make progress with obtaining right -of-
away along this corridor. Three additional parcels have been obtained
since the last report. Currently, there are four remaining parcels —which
staff anticipates having those negotiations complete by the end of this
month.
E. 106TH Street North and Garnett Road Intersection Improvement Project
- A $750,000 grant from ODOT was approved February 2009.
- On March 24, 2009, Council awarded an engineering design contract with PSA
Dewberry. Engineering Design is 80% complete. Since the last report, PSA
Dewberry has been delayed on completing the design due to ODOT being
inundated with review of stimulus projects. Thus, the design completion and
ODOT approval will not occur until July 2010. Staff anticipates right -of way
negotiations and utility relocation to be complete by January 2011.
- Construction is expected to begin in April 2011 and completed by October 2011.
- On February 25, 2010, City staff and our engineering consultant PSA Dewberry
had a plan -in -hand meeting with ODOT. ODOT was very pleased with our design
and informed us to move on with the final design of the engineering phase.
- Last week Public Works Department conducted a public meeting to provide
citizens with information about the East 106th Street North & North Garnett Road
Intersection Improvement Project. City staff, along with representatives of PSA
Dewberry, Incorporated was present at the meeting to explain the scope of the
project and address any citizen concerns regarding the construction process.
Tulsa Technology Center Road Construction Project /Tulsa Community College
- On July 15, 2008, the City Council awarded an engineering agreement in the
amount of $162,500.00 Crafton, Tull, Sparks. The Engineering Design phase is
100% complete.
- Bids were received on July 17, 2009 and on July 21, 2009 a construction contract
was awarded to Becco Construction Company for $1,566,682.
- The ODOT drainage channels were complete the week of 3/29/2010.
Additionally, remaining curb and gutter is scheduled to be installed this
week. Final grading is being administered in preparation for the sod and
seeding. The anticipated completion date for this project is Mid May of
2010.
Traffic Signal Enhancements
- On October 7, 2008, the City Council awarded an engineering agreement in the
amount of $37,000 to Traffic Engineer Consultants, Incorporated.
- In October 2008, the consultant began a traffic study and submitted their final
report to city staff in February 2009.
- Bids were received on July 17, 2009 and on July 21, 2009 the City Council
awarded a construction contract to MidState Traffic Control for $132,711.
- Signal linking on East 86th Street North and East 76th Street North is complete.
Timing modifications to all stand -alone intersections are complete.
- As part of the contract requirements Midstate Traffic Control, Incorporated
must verify the proper operation of all vehicle and pedestrian traffic
detectors. The Public Works staff received a report on March 8, 2010
identifying nine intersections with multiple traffic detection issues. As a
result, City staff will be recommending City Council approval of Change
Order No. 1 to the contract between the City of Owasso and Midstate Traffic
Control, Incorporated for the purpose of correcting deficiencies in
vehicular and pedestrian traffic detection systems at this week's Council
meeting.
East 96 Street North Regional Detention (Phase II and III — Detention Facility/ Garnett
Structure Modifications)
- In March 2009, the engineering design was completed by Meshak and
Associates.
- Following the required bid process, a bid opening was held on November 9, 2009
with five bids received.
- City Council awarded a construction contract to Cherokee Builders in the amount
of $1,525,006 at the December 1, 2009 City Council meeting.
- The pre- construction meeting for this project occurred January 7, 2010.
- Construction began January 11, 2010 with clearing and grubbing and that
process will continue for another two weeks. Final completion scheduled for
November of this year.
- The contractor has incurred some delays due to adverse weather as well as
a shortage of acceptable materials to complete the core of the dam. On
3/30/2010 city staff and the contractor located a possible dirt pit with usable
material and progress should continue. The upgrade to the sanitary sewer
line through the project has been completed and this project is still on
schedule to be completed by the original deadline.
• Wastewater Treatment Plant and 117th Street Lift Station Upgrade
- In September 2008, the engineering design was completed by Greeley and
Hansen.
- A Public comment period began August 29, 2008 as required by the ODEQ, and
ended October 13, 2008.
- Following the required bid process, a bid opening was held on November 11,
2009 with four bids received.
- OPWA Trustee awarded a construction contract to BRB Contractors in the
amount of $8,465,500 at the December 1, 2009 OPWA meeting.
Staff anticipates construction to begin in January 2010 and final completion

- The pre- construction meeting for this project occurred January 11, 2010.
BRB contractors began mobilizing equipment the week of January 26th and were
scheduled to start construction February 1St. However, recent weather events
pushed the start date back approximately one week. Final completion is still
scheduled to occur in February 2012.
The contractor has been very diligent and continues to make significant
headway. Currently the installation of the new final clarifier and the
digester is well underway with anticipated completion in April. The
contractor has agreed to move some priorities up for city staff in regards to
replacement of the air diffusers in the oxidation ditch and the new relief
pump station. This project is currently on schedule.
• East 76th Street North Sanitary Sewer Interceptor
- In March 2009, the engineering design was completed by Greeley and Hansen.
- The Environmental Process was completed in May 2009.
- Following the required bid process, a bid opening occurred on November 24,
2009 with five bids received.
- OPWA Trustee awarded a construction contract to Paragon Contractors in the
amount of $4,111,299 at the December 1, 2009 OPWA meeting.
- The pre- construction meeting for this project occurred January 7, 2010.
- Paragon contractors mobilized to the site on January 26th staging equipment.
Phase I is on schedule for Completion (North 143rd East Avenue to North 171st
East Avenue) by January 2011; and Phase II Completion (North 171St East
Avenue to North 193rd East Avenue) by August 2011.
- The contractor has completed much of the rock excavation on the West
end of the project and are currently placing pipe. 3 manholes have been set
and weather has not affected the schedule so far. The progress of the
contractor is acceptable and this project is currently on schedule.
East 86th Street North and North Garnett Intersection Improvements
- A $310,000 grant from INCOG was approved in November 2009.
- In December 2009, City Manager approved an engineering design contract with
Tri -State Engineering in the amount of $24,000. Engineering Design is 25%
complete. Tri -State is on schedule to have the engineering design complete by
March 2010.
- Staff does not anticipate needing to obtain right -of way nor there be a need to
relocate utilities. Currently, the final design is being reviewed by ODOT. Staff
anticipates having ODOT approval by the first of May. Last week, staff
received an updated bid/construction schedule from ODOT. Advertisement
for bids will begin May 27th 2010 with bid opening scheduled to occur June
17th 2010. Construction will begin in September 2010 with final completion
scheduled to occur by November 1St 2010.
• Santa Fe Lift Station and Force Main Improvements
- In February 2010, the City Council awarded an engineering agreement in
the amount of $145,874 to Greely and Hansen Engineering.
- Engineering design is scheduled to be complete by December 2010.
Staff anticipates construction is to begin in April 2011 with final completion
scheduled for December 2011.
Meadowcrest Relief Line Improvements
- In March 2010, the City Council awarded an engineering agreement in the
amount of $38,370 to Kellogg Engineering.
- Engineering design and approval is scheduled to be complete by August
2010.
- Staff anticipates construction to begin in November 2010 with final
completion scheduled for March 2011.

BUY OWASSO:
The Buy Owasso campaign is entering its sixth month. Businesses continue to become aware
and promote its message. The campaign announced the winners of the essay contest and a
billboard design contest from the Owasso Public and Private Schools. The contest was designed
to creatively explore through our youth the significance to Buy Owasso and how it directly
impacts the future of our community. The contest winners are:

First Place: Jessica Jones, Owasso High School, 11`h Grade
First and second place will have their essays published on the Buy Owasso and City of Owasso websites.

Website useage has continued to increase. The most recent Google analytics report for the
month of March:
• 876 Visits in March; Four came from other countries
• 1,739 Pageviews in March; up over Jan. (1,500)
• 1.99 pages /visit in March
• 50.91 % bounce rate in March; up from February
• 53.42% new visitors in March; up from Jan.
• We had 240 referrals from Facebook to the Buy Owasso site in March; this is more than
double the referrals the site had in February (I 10) before the Facebook Billboards went
live.
• March 10th witnessed the single highest day of visitor traffic to the site (142 visits) since
the campaign began.
BUSINESS UPDATE:
The Marriott Towneplace has opened its doors to visitors.
The Economic Development department has assisted a few small businesses and entrepreneurs in
March to direct them toward funding assistance and location.
Staff has increased recruiting efforts and has been sending out letters of interest and information
packets to retailers, restaurants and companies. The city is working to build and increase
relationships resulting in fruitful development in the near future.
