MEETING OF THE OWASSO ECONOMIC DEVELOPMENT AUTHORITY MINUTES OF MEETING Thursday, April 8, 2010 The Owasso Economic Development Authority met in regular session on Thursday, April 8, 2010 in the Main Conference Room at Owasso City Hall per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 5:00 PM on Tuesday, April 5, 2010. ITEM 1: CALL TO ORDER & ROLL CALL Chairman Spriggs called the meeting to order at 10:00 AM. PRESENT Brian Spriggs, Chairman Gary Akin, Secretary Dee Sokolosky, Trustee Dirk Thomas, Trustee David Charney, Trustee Frank Enzbrenner, Vice Chairman Steve Cataudella, Trustee A quorum was declared present. ABSENT None STAFF Chelsea Harkins, Economic Development Director; Roger Stevens, Public Works Director; Karl Fritschen, Community Development Director; Juliann Stevens, Minute Clerk; Rodney Ray, OEDA Manager; ITEM 2: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REQUEST FOR TRUSTEE APPROVAL OF THE OEDA CONSENT AGENDA A. Approval of minutes of the March 11, 2010 Regular Meeting B. Approval of claims C. Acceptance of the monthly financial report Mr. Thomas moved to approve the consent agenda, seconded by Mr. Cataudella. AYE: Sokolosky, Charney, Spriggs, Akin, Thomas, Enzbrenner, Cataudella NAY: None ABSTAIN: Motion carried 7 -0. ITEM 3: Introduction of and report from the Community Development Director Mr. Fritschen presented the March Building Permit Report, reviewed the Overlay Zoning Development Concept, and provided an update on planning for the the Quality of Life Initiative Public Meetings and Wikiplanning website. ITEM 4: REPORT FROM PUBLIC WORKS DIRECTOR Mr. Stevens reviewed the status of various Public Works Department projects. Mr. Charney leaves at 11:00 a.m. March 11, 2010 ITEM 5: REPORT FROM ECONOMIC DEVELOPMENT DIRECTOR Ms. Harkins reviewed the Director's Report included in the agenda packet and noted that a traffic count update is currently underway. Ms. Harkins further noted that new aerials of the city will be taken in the upcoming weeks. A discussion was held on business prospects for the city. ITEM 6: REPORT FROM OEDA MANAGER Mr. Ray provided an update on the construction of the Highway 169 Widening Project. ITEM 7: REPORT FROM OEDA TRUSTEES No Report. ITEM 8: NEW BUSINESS None. ITEM 9: ADJOURNMENT Motion made by Mr. Cataudella, seconded by Mr. Thomas, to adjourn the meeting. Memorial Drive - Funding for the construction of this project is a result of a "matching grant "; 80% ODOT funding and 20% City funding. - An Engineering design for the project was completed in September 2008. - The Environmental Assessment was approved by ODOT in December 2008 and by the Federal Highway Department in February 2009. - Staff anticipates right -of -way negotiations and utility relocations to be completed in November 2010. - Staff anticipates construction to begin in February 2011. - Since last month's report, staff has continued negotiations with the remaining four property owners. Although agreements have not been finalized, staff anticipates obtaining three out of four parcels in the next two weeks. The remaining parcel could possibly take up to three to four weeks. • E. 106TH Street North and Garnett Road Intersection Improvement Project - A $750,000 grant from ODOT was approved February 2009. - On March 24, 2009, Council awarded an engineering design contract with PSA Dewberry. Engineering Design is 85% complete. PSA Dewberry submitted final right -of -way acquisition documents to ODOT for approval in mid - April. Final design plan review is scheduled for completion by ODOT by July of this year. - Staff anticipates right -of -way negotiations should be completed by September of this year. Utility relocation will likely take 3 -6 months and should be completed by February of next year. - Construction is expected to begin in April of next year and completed by October of next year. • Tulsa Technoloav Center Road Construction Proiect /Tulsa Communitv Colleae - On July 15, 2008, the City Council awarded an engineering agreement in the amount of $162,500.00 Crafton, Tull, Sparks. The Engineering Design phase is 100% complete. - Bids were received on July 17, 2009 and on July 21, 2009 a construction contract was awarded to Becco Construction Company for $1,566,682. - The installation of asphalt is underway and anticipates completion by the second week of May. Road striping is scheduled to occur within a few days following the completion of the paving. All sod and seeding has been accomplished and the fence is nearing completion along the west side of the roadway. The anticipated completion date for this project is mid -May. • East 96 Street North Regional Detention (Phase II and III — Detention Facility/ Garnett Structure Modifications) - In March 2009, the engineering design was completed by Meshak and Associates. - Following the required bid process, a bid opening was held on November 9, 2009 with five bids received. - City Council awarded a construction contract to Cherokee Builders in the amount of $1,525,006 at the December 1, 2009 City Council meeting. - Construction began January 11, 2010 with clearing and grubbing. - Currently, the contractor is excavating the area in which the dam core is to be placed as well as placing all necessary material for the offsite pad along Garnett. This process is time consuming yet crucial to ensure the structural integrity of the project. This project is on schedule to be completed on budget by November of this year. • Wastewater Treatment Plant and 117th Street Lift Station Upgrade - In September 2008, the engineering design was completed by Greeley and Hansen. - A Public comment period began August 29, 2008 as required by the ODEQ, and ended October 13, 2008. - Following the required bid process, a bid opening was held on November 11, 2009 with four bids received. - OPWA Trustee awarded a construction contract to BRB Contractors in the amount of $8,465,500 at the December 1, 2009 OPWA meeting. - The pre- construction meeting for this project occurred January 11, 2010. - BRB contractors began mobilizing equipment the week of January 26th and were scheduled to start construction February 1St. However, weather events pushed the start date back approximately one week. The anticipated final completion is scheduled to occur in February 2012. - Currently, BRB Contractors is constructing both the new final clarifier as well as the new digester. Improvements are being made in all areas of this project and prep work has begun for the 117th Street Pumps Station, oxidation ditch and new relief pump station. The contractor anticipates completion of both the digester and clarifier by late May. This project is currently ahead of schedule and within budget. • East 76th Street North Sanitary Sewer Interceptor - In March 2009, the engineering design was completed by Greeley and Hansen. - The Environmental Process was completed in May 2009. - Following the required bid process, a bid opening occurred on November 24, 2009 with five bids received. - OPWA Trustee awarded a construction contract to Paragon Contractors in the amount of $4,111,299 at the December 1, 2009 OPWA meeting. - The pre- construction meeting for this project occurred January 7, 2010. - Paragon contractors mobilized to the site on January 26th staging equipment. Phase I is on schedule for Completion (North 143rd East Avenue to North 171st East Avenue) by January 2011; and Phase 11 Completion (North 171St East Avenue to North 193rd East Avenue) by August 2011. Paragon Contractors is making significant headway and has reached 145th East Avenue with installed pipe and manholes in the ground. Approximately 4,000 linear feet of 24" pipe has been installed. This project is currently on schedule and within budget. • East 86th Street North and North Garnett Intersection Improvements - A $310,000 grant from INCOG was approved in November 2009. - In December 2009, City Manager approved an engineering design contract with Tri -State Engineering in the amount of $24,000. The engineering design was completed in April 2010. - Staff does not anticipate needing to obtain right -of way nor the relocation of utilities. Currently, the final design is being reviewed by ODOT. Staff anticipates having ODOT approval by mid -May. Advertisement for bids is scheduled to begin May 27th with bid opening scheduled to occur June 17th of this year. Construction will begin in September of this year with final completion scheduled to occur by November of this year. Santa Fe Lift Station and Force Main Improvements - In February 2010, the City Council awarded an engineering agreement in the amount of $145,874 to Greely and Hansen Engineering. - Engineering design is scheduled to be complete by December 2010. - Staff anticipates construction is to begin in April 2011 with final completion scheduled for December 2011. Meadowcrest Relief Line Improvements - In March 2010, the City Council awarded an engineering agreement in the amount of $38,370 to Kellogg Engineering. - The design 50% complete. They have completed the preliminary design and identified the proposed alignment. Easement documents have been prepared. Thus, City will begin negotiations to acquire easements. - Engineering design and approval is scheduled to be complete by August 2010. Staff anticipates construction to begin in November 2010 with final completion scheduled for March 2011. • Sports Park Water Line Installation - The water line was completed three weeks ago. It successfully passed pressure testing, was chlorinated, and passed the required bacteriological sampling. • Rayola Park Enhancements - Plans are 98% complete and are currently being reviewed by INCOG and Vision 2025. - With a timely review, final plans will be completed by the end of this month. - Bidding will commence by mid -June and a contract will be awarded in July of this year. - Construction should be completed by the end of October of this year. HARKINS DIRECTOR OF ECONOMIC DEVELOPMENT SUBJECT: DIRECTOR'S REPORT DATE: May 13, 2010 BUSINESS UPDATE: The Owasso Business Incubator tenant, Impact Engineering and Planning had a ribbon cutting last month announcing the opening of their business. They have obtained and are working with a few clients. Currently, they are working with Tulsa Public Schools on a couple field houses for Booker T. Washington and Edison High Schools. Staff has received a few inquiries for application for space in the Business Incubator. The recent remodel to the facility has made it more attractive for showing and the current tenant has given some referrals. We hope to grant more applications for occupancy this year. Family Video is constructing their building at 86th Street and 145th Street. Staff predicts the business to open in July 2010. Two new Asian restaurants have entered the market. One is locating in the Garrett Creek Shopping Center and the other is in the Owasso Towne Center. CVS Pharmacy at 96th Street and 129th Street has started construction. Estimated completion date is near the end of the year. Owasso Fitness Zone has relocated their business from the Mingo Valley Shopping Center to the former Putt-n -Jump location on 76th Street. Staff continues recruiting efforts by sending out letters of interest and information packets to retailers, restaurants and companies. The city is working to build and increase relationships resulting in fruitful development in the near future. JOB CREATION: Creating jobs remains the primary focus on our economic development front. What qualifies today as a "good" job? On one side of the coin, jobs are high -wage and on the other side, jobs are low -wage. According the new economic development studies, "middle" class jobs have been downsized, automated or gone overseas. This leaves a great effort to create jobs that bring the kind of wages and benefits that were standard in the industrial era. The role of economic development has evolved and expanded to include job attraction, developer mediation and retail attraction. More importantly, especially in the state of Oklahoma, economic development efforts have heavily focused on growing the community's tax base. This drifts into quality of life improvements needed to attract the jobs. Meeting the needs of individuals within a community attracts a globalized, skill -based economy. As we turn our attention to detail and apply the "if you build it, they will come" philosophy, we can contribute to and improve the quality of life we enjoy in Owasso today.
